In the light of the more and more acute ‗duty to remember' concerning the past crimes against... more In the light of the more and more acute ‗duty to remember' concerning the past crimes against humanity, the importance of historical consciousness in individual and collective national identity, a re-grown role of propaganda for manipulating public opinion for legitimizing political interests, and the significant influence of such legitimizing on international security, this thesis explores the limits of state's activities in creating its national identity. Based on the right of the individual to his/her personal identity, obligations of states in creating the culture of human rights, and the concept of the right to truth, this thesis concludes that individuals and collectives have a right to truth about the crimes against humanity. Such truth forms a part of the history of humanity. Due to advances in information technology and software design, simulation modeling is becoming increasingly accessible to the general public. These advantages necessitate additional responsibility of model builders and designers of ILEs with respect to the impact of knowledge transfer. Policy makers and managers tend to extract more certainty from simulation studies of social systems than scholars generally think to be justified. Policy makers and managers, as well as the lay public, tend to ignore ranges of uncertainty of model output. Assumptions underlying models, which are based on insufficient theoretical and empirical evidence, are important sources of uncertainty. In this paper phase II of an international project is described that aims at enhancing the policy... more In this paper phase II of an international project is described that aims at enhancing the policy/science dialogue to assist climate change policy development. As multiple actors are involved, attention has focused on the relevance of all issues from each of the participating countries. The design of the project aimed at avoiding a bias towards any one preferred approach. Differences of opinion and different degrees of concern about the issue among domestic actors were taken into account. Thus, the project does not focus primarily on national positions but on the positions of various actors across the six pilot countries. Lessons learned from previous national projects were included in the design of this project. The theoretical and methodological framework is sketched. The workshop formed the core of phase II. It has been set up as a decision makers’ exercise in developing policy options and related information needs. Innovations of the project are discussed, and a summary of policy options and information needs are presented.

Following Huizinga’s view, the play element of culture is emphasized. While playing, by means of ... more Following Huizinga’s view, the play element of culture is emphasized. While playing, by means of rules, the participants in a game interact with one another to impact on the reference system. Thousands of simulation games are available that depict many different areas and purposes of use. The variety of the gaming landscape is illustrated by linking the various foci and areas of interest in one scheme. To see the wood for the trees, the generic model of games is presented, based on the three interconnected building blocks: actors, rules, and resources. I will point out that even if games have similar forms, their purpose, subject matter, content, context of use, and intended audience(s), may be very different. A framework for constructing, deconstructing and classifying games emerges, based on the combination of the three building blocks with elements of a semiotic theory of gaming: syntax, semantics and pragmatics.
