After a series of at least five attempts to change the national higher education legal framework,... more After a series of at least five attempts to change the national higher education legal framework, a new legislative framework convergent in a greater extent with the principles of the Bologna Process entered into force in november 2014. Thus, on the one hand, when Moldova joined the Bologna process, changes made in the legislative and regulatory frameworks were developed rather mimetically and through fragmented transposition of procedures and principles governing the Bologna Process. On the other hand, the adjustments made were not substantiated through studies, analysis and comprehensive evaluations of the system.
Are the recent changes in higher education in the Republic of Moldova accomplished on the basis of arguments related to deepening participation in the Bologna Process? Only in the last two years, changes in the legal framework of higher education refer to studies, analyses and policy proposals (see the strengthening of the autonomy of higher education institutions, the change of the funding mechanism etc.). However, the use of evidences in policy grounding is still at an early stage. Therefore, we try to explain and analyse, based on semi-structured interviews with decision-factors, the use of evidences and impact evaluations in policy making which draw the current structural reform in higher education in the Republic of Moldova.

organizational level and offering their staff and management opportunities to learn about evaluation and to include evaluative thinking and acting in their day-to-day
routine. In this respect, evaluation capacity building has become a very prolific topic of discussion and writing in the evaluation field since the year 2000 (Compton
et al. 2001; Preskill and Boyle 2008). In the higher education system, among other fields like public health or social policy, evaluation capacity building has to deal with various stakeholders’ interests and values and try to find a way of integrating evaluation as part of the system and not as an intrusive, external activity that has to be done in order to comply to external or internal pressures.

The objective of the analysis focuses on the process development,
mainly on the description of the constitutive actions of the Soviet higher educational
system. The approach is viewed from a neo-institutional perspective and aims at offering
a palette of explanations like path dependence for the rooting, establishment and
marginal adapting to context of the main organization and management relations of the Soviet higher education system in the interwar period. The arguments offered shed light on and help understand better the processes related to the failure of changes aimed at modernizing the higher education system in the Republic of Moldova after the demise of Soviet Union in 1991.
