Andreas Dür is Professor of International Politics at the Department of Political Science and Sociology at the University of Salzburg, Austria. He holds a PhD from the European University Institute in Florence (2004). Prior to taking up his current position, he was a research fellow at the Mannheim Centre for European Social Research(2003-2005) and a lecturer at University College Dublin (2005-2009). Dür has published a substantial number of peer-reviewed articles on trade policy, European integration, and interest group politics in journals such as Comparative Political Studies, the European Journal of International Relations, International Studies Quarterly, the Journal of Common Market Studies, and the Journal of European Public Policy. Among his publications is also Protection for Exporters: Discrimination and Power in Transatlantic Trade Relations, 1930-2010 (Cornell University Press, 2010).

Preferential trade agreements (PTAs) have been proliferating for more than two decades, with the ... more Preferential trade agreements (PTAs) have been proliferating for more than two decades, with the negotiations for a Transatlantic Trade and Investment Partnership and a Trans-Pacific Partnership being just the tip of the iceberg. This volume addresses some of the most pressing issues related to the surge of these agreements. It includes chapters written by political scientists, economists and lawyers that theoretically and empirically advance our understanding of trade agreements. The key theme running through the volume is that PTAs vary strongly in their design. The contributions provide explanations as to why we see these differences in design and whether and how these differences matter for the effects the agreements have on the ground. The tools for understanding the purposes and effects of PTAs that are offered will guide future research. The volume also informs practitioners and trade policy experts about progress in the scientific enquiry into PTAs.

In many international agreements, the European Union (EU) sets up joint bodies (JBs) such as "ass... more In many international agreements, the European Union (EU) sets up joint bodies (JBs) such as "association councils" or "joint committees." These JBs bring together EU and third-country officials for agreement implementation. To date, we know surprisingly little about the degree of discretion the European Commission enjoys in them. Drawing on a principal-agent framework, we hypothesize that the complexity of agreements, the voting rule, conflict within the Council, and agency losses can explain Commission discretion in JBs. Drawing on an original dataset covering nearly 300 JBs set up by the EU since 1992, we find robust empirical support for all expectations but agency losses. In the conclusion, we set out avenues for future research of what we consider the most glaringly overlooked aspect of EU external relations today.

The globalization of production is changing the political economy of trade policy-making: Traditi... more The globalization of production is changing the political economy of trade policy-making: Traditional supporters of free trade (exporters seeking market access in foreign countries) are joined by new actors (companies needing intermediates from abroad for their production processes) in their lobbying efforts for trade liberalization. Multinational corporations (MNCs) play a crucial role in this new alliance due to their strong involvement in international trade and endowment with resources that can be used to lobby policy-makers. We derive an argument from these premises that leads to the expectation of variation in trade policy outcomes across industries depending on their degree of integration in a global network of multinational corporations. Disaggregated data on the level of tariffs and speed of tariff cuts in preferential trade agreements, international mergers and acquisitions at the firm level, and MNC imports of intermediates by sector allow us to test the argument. The findings support our theoretical expectations. The paper sheds light on the processes and outcomes of trade policy-making in a globalized economy by further developing an existing argument about GVCs and trade policy outcomes as well as expanding on it by adding data on international corporate connections.

Information or context: what accounts for positional proximity between the European Commission and lobbyists?

Why are legislative proposals closer to the positions of some organized interests than of others?... more Why are legislative proposals closer to the positions of some organized interests than of others? The literature proposes that policy-makers are attentive to the demands of lobbyists that provide relevant information. At the same time, being part of a policy community is also claimed to enable lobbyists to shape policy formulation. We argue that both factors reinforce each other: Informational resources are particularly effective in reducing the gap between the Commission's policy position and the position of lobbyists if both actors are part of the same policy community. Analysing data on over 100 policy issues in the European Union, we find that the context of a friendly Directorate-General reinforces the effectiveness of lobbyists' informational resources. However, on its own, a context of friendly relations between the policy-maker and the lobbyist contributes little to explaining why the European Commission's policy position is closer to some actors than to others.

Indeed, inferential statistical analysis presupposes representative samples and units of analysis that can be considered as independent observations. Establishing a sample of issues on which lobbying may take place, which is at the same time representative of an overall population of issues and of the varying levels of conflict and political mobilization, however, is a major challenge for interest group research. Drawing on existing research practices, we discuss a series of different approaches that may be used to establish a sample of policy issues. The focus then is on the policy-centred stratified sampling procedure used in the INTEREURO project. Although our approach has important advantages, we extensively discuss several challenges we faced as well as the procedures we developed in order to deal with these.

The country characteristics that we consider are a country's power resources, preferences, and culture. We derive a series of hypotheses from these variables, and present their implications for intergovernmental negotiations in the European Union (EU). We also discuss the methodological difficulties inherent in studying negotiation behaviour: the secrecy surrounding the negotiations, the biases introduced by asking participants, and the difficulty of inferring from role plays to real-world negotiations. While recognising these difficulties, we conclude that research on this topic is essential to arrive at a better understanding of how the negotiation process influences negotiation outcomes.

Interest Group Success in the European Union: When (and Why) Does Business Lose?

Business lobbying is widespread in the European Union (EU). But because not all lobbying is succe... more Business lobbying is widespread in the European Union (EU). But because not all lobbying is successful, the question arises: when does business win and when does it lose in the context of legislative policy-making in the EU? We argue that business actors are, overall, less successful than citizen groups in the European policy process. However, they can protect their interests if interest group conflict is low or the role of the European Parliament is restricted. A new dataset on the positions of more than one thousand non-state actors with respect to 70 legislative acts proposed by the European Commission between 2008 and 2010 allows us to evaluate this argument. Empirical support for our expectations is highly robust. Our findings have implications for the literature on legislative decision-making in the EU and for research on non-state actors in international organizations.
