ABSTRACT Deploying warehouses at strategic locations becomes an important issue for humanitarian relief organizations in order to improve their relief aid capability and rescue plan. The delivery of sufficient technical equipment and provision of shelter and reinforcement to victims is a significant event during relief operations. Warehouse location selection in humanitarian logistics (HL) is a challenging process because choosing a non-optimal location may cause additional problems during rescue activities. The conventional decision making tools used for a warehouse location selection problem tend to be less effective in dealing with the imprecise or vague nature of the linguistic assessment. In many situations, the values of the qualitative attributes are often incompletely determined by the decision-makers. The fuzzy set theory can capture this type of uncertainty. In this paper, a recent extension of ordinary fuzzy sets, namely hesitant fuzzy sets, is used for considering the decision makers hesitancy in the evaluation. To solve the HL warehouse location selection problem, we propose a new hesitant fuzzy Analytic Hierarchy Process (AHP) method. We also present a HL warehouse location selection case study for a Turkish humanitarian relief organization by using hesitant fuzzy preference information.

Especially for military and maritime services, radio devices have gained successful usage. It is a known fact by every military officers that radio is the main communication system in the battlefield. Today most countries have discovered that radio communication for military purposes can be regarded as the key communication system. This study presents a forecasting model that predicts type of military radio usage for army using widely applied radio usage criteria. The adaptive neuro-fuzzy inference systems (ANFIS) approach has been used to verify the proposed model. The results of this study revealed that the ANFIS method can be used as a forecasting method for defining military radio usage procedure. This paper claims that it is possible to predict military radio usage in terms of terrain, radio range, and HF-VHF criteria.

Complex, shape shifting and emerging risks and threats have systematically paved the way for cyberspace to emerge as a new domain after land, air, maritime and space. It is obvious enough that cyber threats probably continue to take part in global cyber theatre for years. However, it is sometimes hard to pinpoint at first a specific axis of cyber threats; they are generally varied merely from a simple computer code to systematic cyber strikes like targeted cyber attacks, cyber terrorism and industrial espionage activities. Due to the exponential use of cyberspace and the complex nature of cyber attacks, along with the multivariable cost they cause, it becomes a requirement for operation planners to handle cyber operations and the problems in this sphere in an operational design process. In this study, we tried to handle cyber operations in operational design process in order to comprehend, visualize and enlighten complex cyber incidents holistically and present preventive and systematic approaches by proposing a cyber operational design model. By presenting such model, we aim to help operation planners understand the complexity of cyber operations, show the advantage of using factor and center of gravity analysis (COG) that is generally handled in military decision making process (MDMP) and finally help the technical personnel to have an understanding of operational planning. With the cyber operational design presented as a sample in this study, we plan to provide the commanders with a comprehensive approach in cyber operations.

Therefore, evaluation of research proposal task needs an elaborate approach so as not to finance inconvenient projects. It is indispensable to establish a detailed study for submitted research proposals to have a clearer picture of the grant funding candidates. This study has contributed to research proposal evaluation using a multicriteria approach based on interval-valued intuitionistic fuzzy sets. An interval-valued intuitionistic fuzzy preference relation matrix is initially constructed to determine the relative importance of criteria based on pairwise comparisons in the presence of insufficient information about the criteria. The proposed evaluation method for grand funding allocation problem is composed of six main criteria and 24 sub-criteria. A sensitivity analysis is applied to see the robustness of the decision made.

Rising production and transportation of hazardous materials both in Turkey and in the world day by day comes into question because of danger for human life and environment. Therefore, to ensure safe transport reducing risks in hazardous materials transportation (HAZMAT) has a great importance. For this purpose, in the first phase of the study experts' opinions who work in the firms getting active in HAZMAT is taken to determine factors to be considered for risk assessment in HAZMAT. In the second phase the determined factors are categorized and put forward the hierarchical structure of them. In the third stage, the factors are weighted using Analytic Hierarchy Process (AHP) according to experts' opinions. In conclusion, in this study a risk assessment index for HAZMAT is developed.
