Kent içindeki farklı kimliklerin sürekli ve çeşitli talepleri bir taraftan konut arzını çeşitliliğe zorlarken, bir taraftan da her kentte iklimden, coğrafyadan ve yerel kültürden bağımsız benzer konut projelerinin ortaya çıkmasına neden olmaktadır. Farklı konut tipolojilerini içeren çeşit çeşit konut projeleri üretilirken, kentteki farklı kimliklerin talepleri karşılanmaya çalışılmaktadır. Fakat bu çeşitlilik, bir taraftan kent içindeki kimlikler arasında keskin ayrımları da beraberinde getirmektedir. Özelikle son dönemde popülerliliği iyice artış gösteren, her türlü sosyal-kültürel aktiviteleri kendi içinde barındıran rezidanslar, konut projelerinin son gözdesi olarak karşımıza çıkmaktadır. Bu çalışmanın amacı, 2014’te Ankara’nın çeşitli mahallelerinde satışta olan rezidansları araştırarak, özelliklerini ortaya koymak ve mekansal dağılımını incelemektir. Artan toplumsal çeşitlilik ile konut üretim sistemlerindeki gelişme, Ankara kent bütününde yeni konut tipolojilerinin ortaya çıkmasına neden olmakta, konut örüntüsünü kent bütününde değiştirmektedir. Kent mekanının temel belirleyicisi olan konut dokusundaki bu değişimin, kent içinde farklı grupların ayrışmasını nasıl tetiklediği ve kent mekanı nasıl etkilemekte olduğu bu çalışmanın temel tartışma konusudur.

Ankara’da konut fiyatları farklı alanlara göre çeşitlilik göstermektedir. Bazı mahallelerde küçük ölçekli üreticiler orta gelir grubuna yönelik
daha düşük fiyatta konut üretimi yaparken, farklı mahallelerde yüksek fiyatlarla eşleşen lüks konutlara da büyük talepler söz konusudur.
Bu çalışmanın amacı, farklı analizler yardımıyla Ankara’nın konut fiyatlarını sekiz merkezi ilçenin sonuçlarına dayandırarak incelemektir.
İlk önce, Türkiye’deki büyük emlak sitelerinden birinde, Eylül 2015 ve Kasım 2015 tarihleri arasında ilgili her ilçenin farklı mahallelerinde
satışta olan konutlara ilişkin veri toplanarak, hedonik analiz gerçekleştirilmiştir. Çalışmanın sonuçları, konut fiyatlarının, konut biriminin
büyüklüğüyle, banyo sayısıyla, binanın kat sayısı ile, oda sayısıyla, binanı yaşı ile, konutun Çankaya, Etimesgut, Gölbaşı ya da Keçiören ilçelerinde yer almasıyla, konutun tipiyle ve ısınma sistemiyle ilişkili olduğunu göstermiştir. İkinci aşama olarak, hedonik analiz sonuçlarından
elde edilen fiyat tahminlerinin, mahalle bazında farklılık gösterip göstermediğini araştırmak için mekânsal bir analiz gerçekleştirilmiştir.
Bu analizlere göre, hedonik fonksiyonun ortaya koyduğu fiyat tahminleri Keçiören’in mahallerinde en iyi sonuçları yakalarken, Çankaya
ilçesine ait mahallelerde daha uzak tahmini sonuçlar elde etmiştir.

Abstract
Purpose
In Ankara, house prices exhibit significant variation across different locations, a trend closely tied to speculative behaviors in the Turkish housing market. Many neighborhoods remain unaffordable, even for households within the highest income quintile. This raises critical questions: To what extent are these pronounced price differences attributable to the specific attributes of the housing stock? Can Ankara’s housing market be segmented into homogeneous clusters based on housing characteristics and price levels? What are the primary factors influencing housing prices, and what role does speculation play in shaping these dynamics? This study aims to address these questions through the application of various statistical analyses.

Design/methodology/approach
This study examines housing market differentiation in Ankara by applying cluster analysis, discriminant analysis and hedonic price analysis, using data from 12,460 dwelling units across 325 neighborhoods within eight central districts of the city.

Findings
The findings of this study indicate that speculation can be a significant determinant of house prices, as evidenced by the considerable price variations observed even among properties with similar physical characteristics.

Originality/value
Cluster analysis, a commonly used statistical method in the segmentation of housing submarkets, plays a central role in this research. However, unlike prior studies, this paper tries to explore the existence of homogeneous clusters within Ankara’s housing markets in the context of housing affordability and housing speculation via different statistical techniques.

Sürdürülebilirlik için kültürün sürekliliğinin sağlanabilmesi önemli bir bileşen olarak karşımıza çıkmaktadır. Kültürel sürdürülebilirlik ilkesi, sosyal ilişkilerin korunması ve devamlılığı esasına dayanmaktadır. Mekân bu ilişkilerin kurulduğu ve bu ilişkiler çerçevesinde şekillenen bir kültürel öğedir. Kırsal alanlarda sosyal ilişkilerin sürdürülmesi kentlere kıyasla daha kolay iken, günümüzde kırsal alanlarda sosyal bağların eskisi gibi olmadığı da görülmektedir. Özellikle, kentsel alanların baskısı ile kırsal alanlarda yaşam koşullarında meydana gelen değişimler, birçok kültür öğelerinin kaybolmasına yol açmıştır. Oysa kültürün korunup nesilden nesile aktarılması kültürel sürdürülebilirliğin sağlanması için önemli bir araçtır. Bu anlamda, kültürün aktarımı hem kırsal hem de kentsel kimlik için tartışılması gereken bir konudur.

The Turkish housing market has come under the pressure of different factors that are directly affecting housing policies. In Turkey, the housing market is the main driver of the economy, with the private sector providing a continuous supply of housing to the market in order to keep the construction sector alive. Unfortunately, this ongoing housing supply is not part of a specific plan, and so several physical and social problems are emerging, especially in Turkey's metropolitan cities. This study aims to identify these problems through an examination of the reflections of the economic and political environment of the country on the housing market. The Turkish economy has faced several economic crises since the 2000s, with most economic indicators highlighting significant problems following the 2018 crisis. The results of the study reveal that the unstable economic environment in the country has also had an impact on the housing market, especially after 2018. While the Turkish housing market started to show a positive trend in 2020 after some temporary efforts to stimulate the economy, the purchasing power of the low- and moderate-income groups has decreased continuously up until 2020, due to the lack of improvement in the general economic situation of the country.

This paper aims to explore the success of the recent regeneration efforts in building sustainable communities in historic housing areas of Istanbul that have suffered from growing problems of urban deprivation and poverty. It explains the interplay between conservation, community needs and sustainability, based on the assumption that finding a balance between the needs, aspirations and concerns of local communities and the conservation of the built environments will lead to the creation of more equitable and sustainable communities in Istanbul's historic quarters. After investigating the Turkish urban conservation policy agenda, and the recent changes in the urban and socio-spatial structure of Istanbul, it examines the European Union-funded regeneration initiative of Fener and Balat, a declining neighbourhood in the Historic Peninsula. Debating the strengths and weaknesses of the community-based and participatory programme, the paper attempts to give clues for future regeneration initiatives to develop sustainable community policies in the historic neighbourhoods of Istanbul.

The launch of several conservation and regeneration initiatives in the deprived historic quarters of Istanbul raises the question of how far these recent endeavours have achieved sustainable solutions responsive to the historic environment and the fundamental elements of the social environments. This paper aims to address this question by setting out a relationship between sustainability, community needs and conservation. Based on the premise that conservation and regeneration strategies, if they find the ways of reconciling the needs, aspirations and concerns of local communities, will lead to more equitable and sustainable solutions to the problems historic quarters face, it examines the recent European Union funded conservationled regeneration initiative in Fener and Balat, a declining neighbourhood located in the Historic Peninsula and mainly inhabited by the poor, vulnerable immigrants. After highlighting the strengths and weaknesses of the initiative, the paper underlines the key principles for the future initiatives to achieve sustainable conservation in deprived historic neighbourhoods of Istanbul.

Although urban regeneration has been widely seen as a panacea to resolve the multi-faceted problems of cities over the last two decades, a broad section of literature suggests the need for questioning the impacts of urban regeneration projects as an integral part of neo-liberal policies. In the context of Turkey, by focusing on Istanbul, this article aims to investigate the success of the regeneration initiatives in achieving sustainable communities in deprived historic housing neighbourhoods. After defining the interplay between sustainable community, community need and urban conservation, this research examines the recent regeneration experience of Fener and Balat (F&B)-a poor and declining neighbourhood in the historic peninsula of Istanbul-, and discusses the merits and shortcomings, challenges and conflicts of the European Union (EU)-funded regeneration endeavour in developing a sustainable community in F&B, while conserving the urban fabric. Debating on the research findings, the article seeks to underline the crucial issues in creating sustainable communities in the historic housing sites of Istanbul and Turkey.

Public spaces, which have been one of the crucial parts of cities for centuries, have become subject to broad concern for more than two decades. Particularly under the shadow of globalisation and privatisation, attractive and alluring public spaces have been placed at the centre of the major ‘world cities’, and the ‘old-industrial cities’ competing to find new niches in the urban markets. Starting from the late-1970s, the significance of public spaces has also been increasingly recognised in Britain, particularly through a number of flagship projects pioneered by the Conservative Governments in order to revitalise and regenerate the derelict lands of industrial estates, declining waterfronts and city centres. Istanbul, with its rapidly growing population of 12.6 million, its strategic location and history, is not only the largest and most important socio-economic and cultural centre of Turkey, but also it is regarded as a world city. Since the early-1980s, along with the increasing interest of global capital on Istanbul, the city’s urbanscape has been changing more rapidly than ever before. New, luxurious, distinctive and exclusive urban ‘ghettos’ have been developed in the core and periphery of the city, remarkably strengthening urban segregation, fragmentation and social exclusion.
