Pearl Eliadis (B.Sc., B.C.L, LL.B. (McGill), B.C.L. (Oxon.) is a human rights lawyer in Montreal and Aassociate Professor (professional) at the Max Bell School of Public Policy at McGill University. She has also served as Adjunct Professor at the Faculty of Law and has published extensively on national human rights institutions, human rights-based approaches to public policy, civil society, dissent and democracy, and equality rights. Her monograph, Speaking Out on Human RIghts: Debating Canada's Human Rights System (MQUP, 2014) won the Huguenot Society of Canada Award.

Rebecca Cook's recent contribution to the legal literature on women's human rights, Human Rights ... more Rebecca Cook's recent contribution to the legal literature on women's human rights, Human Rights of Women: National and International Perspectives' is an American book that will likely find its best audience in Canada. One of eight volumes in the Pennsylvania Studies in Human Rights, the book emerged out of a 1992 conference on international women's rights held in Toronto. Cook herself is a professor at the University of Toronto's law faculty. Her reputation for extensive contacts and networking in the legal communities of feminist thought and international human rights law is evidenced throughout this multicultural blend. It is a blend that is particularly relevant to the Canadian human rights experience, with twenty-three contributors from Africa, South America and South East Asia, the U.S., Britain and Australia, as well as Canada Human Rights of Women offers critical analyses of law's role in redressing the social and legal inequities and inequalities that women face in virtually every human society. It also provides a welcome respite from the "backlash books" that litter the late eighties and early nineties. Indeed, for many who have read Camille Paglia's polemic, Sexual Personae,2 it has become difficult to read any book about the role of women in society without remembering the answer to a powerful question Paglia puts to the reader: who built human society? The answer, according to Paglia, is men. From the great buildings and bridges to the laws of physics and the definitive contributions in science, art, literature and music, the memorable moments of human history owe their existence, almost without exception, to men.

They also show the unique capacity of the United States to provide leadership. Small and middle powers, such as Canada and the Nedierlands, no matter how much good will or how many good ideas diey may have, possess only limited influence and resources. France and the United Kingdom are deeply engaged in die creation of die European Union, which limits the effort they can devote to die United Nations. Japan is not yet a permanent member of the Security Council and has only recendy voted itself the legal authority to participate in UN military operations. The United States forced some United Nations budgetary reform in the 1980s by withholding funds, provoking a financial crisis. It dominated the UN enforcement activities in the Persian Gulf, promoted enhanced peacekeeping activities during the late 1980s and early 1990s, and played a leading role in die creation of die High Commissioner for Human Rights. It has long been resistant to any expansion of the UN role in economic activities. All three books argue that there is a growing need for global governance—that is, something beyond intergovernmental cooperation. The North-South divide is but one of the reasons advanced for this; environmental concerns also receive prominent attention. The authors and editors provide many suggestions for steps in this direction. Clearly, before long, elements of greater democratic control will have to be introduced, and Renewing the United Nations System has an intriguing suggestion: the creation of a United Nations Parliamentary Assembly. In the meantime, the growing role of nongovernmental organizations, a phenomenon well covered by Weiss, Forsythe and Coate, provides a measure of popular participation. These diree books suggest that, even diough some time in the future Japan and die European Union may be able to provide the needed leadership for UN reform, in the near term substantial progress will be made only if the United States can be engaged constructively. Unfortunately, they give few indications that the United States is likely to become more engaged, and few suggestions for ways in which it may be enticed to do so.

Poverty and Exclusion: Normative Approaches to Policy Research

This paper examines normative approaches to poverty and exclusion with a focus on legal policy pe... more This paper examines normative approaches to poverty and exclusion with a focus on legal policy perspectives as drivers of policy rather than policy outcomes. Legal policy offers a valuable tool to help policy makers assess the justification, coherence and, ultimately, legitimacy, of government intervention. Normative approaches provide a critical piece of the policy puzzle by identifying how "the rules of the game" of societies develop, and how they form the building blocks of the legal architecture that houses our social and economic institutions. These normative approaches shift over time, and need to be continually analyzed and "frontloaded" into government policymaking at the central level. Practical suggestions for policy makers include the development of an integrated poverty strategy at the national level, starting with a wider-ranging research project that responds to the broader conceptual base of poverty. A research project that tackles these broader dimensions is a start, beginning with the work that the Policy Research Initiative (PRI), among others, is already doing on asset-based approaches. Second is the systematic, frontloaded integration of legal norms, and the domestic and international levels in crosscutting or horizontal research projects, a strategy that can be adopted almost immediately at the policy level beginning with changes to policy development guidelines prepared by central agencies, such as the Privy Council Office.
