Dr. Panos Prevedouros is a Professor of Transportation and Chairman of the Department of Civil Engineering at the University of Hawaii at Manoa where and he developed and manages UH’s Traffic and Transportation Laboratory. He’s a Subcommittee Chair of the Transportation Research Board (TRB), a unit of the National Academies. Prevedouros is a registered Professional Engineer in the European Union and a Court-qualified Traffic and Transportation Engineering expert in Hawaii and Illinois.

Prevedouros has expertise in urban road network management, incident management, traffic flow analysis, traffic signal optimization, intelligent transportation systems, demand forecasting and evaluation of transportation alternatives, sustainable infrastructure including transportation, energy, policies and regulation.

As of May 2016, Dr. Prevedouros has published 49 Technical Reports, 45 Academic Journal Papers, 43 Conference Refereed Papers, 33 Proceedings Papers, and co-authored the 2nd and 3rd editions of internationally adopted textbook Transportation Engineering and Planning (Prentice Hall, 1993 and 2001.) He has pioneered effective traffic solutions for Honolulu such as traffic underpasses and reversible flow lanes. He’s also developed a realistic plan for Hawaii’s energy future. Every improvement to H-1 freeway done between 2000 and 2014 has been analyzed and justified by Dr. Prevedouros. He’s an advisor to Attica Tollway, an expressway in Athens, Greece completed in 2004 with a centerline length that is longer than H-1, H-2 and H-3 combined. He designed several congestion mitigation solutions that Attica Tollway built.

Prevedouros has won several awards including Best Paper award on transportation noise from TRB in 1995, Outstanding Faculty award from the American Society of Civil Engineers-Hawaii in 1996, Van Wagoner award for Urban Underpasses from the Institute of Transportation Engineers in 2005, Freeway Operations Service award from TRB in 2009, and Best Paper on Transportation Sustainability award from the World Road Association in 2011.

Prevedouros was candidate for Honolulu mayor in 2008 (17% of the vote) and 2010 (almost 20%), and an advisor to Gov. Ben Cayetano during his 2012 mayoral campaign. The Honolulu Star Bulletin selected him as one of the “10 People Who Made a Difference in Hawaii in 2008.” He received an Honor Certificate for Public Service from the City Council of Honolulu in 2012.

He earned his PhD in Civil Engineering from Northwestern University, Evanston, IL (1990), his M.S. in Civil Engineering from Northwestern University, Evanston, IL (1987), and his Diploma in Engineering from Aristotle University, Thessaloniki, Greece (1984.)

Is the HCM Ready to Handle Driverless Cars? An Assessment of Uninterrupted Flow Chapters

This paper presents an assessment on whether the features of driverless cars (DLC) are adequately... more This paper presents an assessment on whether the features of driverless cars (DLC) are adequately represented in HCM analysis of uninterrupted flow facilities. DLC control combines navigation systems, artificial intelligence, sensors, and vehicle-to-vehicle and vehicle-to-infrastructure communications to allow for a DLC to operate itself. Due to this large substitution of the driver by technology, the traffic environment may change substantially. The absence of perception errors and the minimal perception and reaction time of DLC enable them to maintain shorter headways, to apply consistent acceleration and deceleration rates, and to optimize the use of gaps. DLC may have a direct effect on at least three major parameters in HCM analysis of uninterrupted flow facilities: (i) The maximum service flow rate (MSFi), which DLC may double; (ii) The adjustment factor for unfamiliar driver population (fP) because DLC are "familiar drivers" due to their advanced routing systems; and (iii) The demand volume (V), which may increase if DLC become a mode for people who currently cannot drive or if DLC serve multiple owners. The effects of these three parameters propagate throughout the analyses and the final effect on the level of service will largely depend on the market penetration and the operational settings of DLC. The HCM has some basic capability of analyzing uninterrupted flow facilities with a small portion of DLC. No changes are necessary for the 2020 edition but substantial changes may be needed in the future depending on the features and the popularity of DLC.

Traffic adaptive control for oversaturated intersections ͑TACOS͒ is a hybrid optimization and rul... more Traffic adaptive control for oversaturated intersections ͑TACOS͒ is a hybrid optimization and rule-based strategy that addresses weaknesses of existing adaptive control strategies by having attributes such as: ͑1͒ the information used for decision-making is not dependent on forecasts; ͑2͒ intersection utilization is used explicitly in the objective function; ͑3͒ phase sequencing is optimized; and ͑4͒ operational anomalies are detected and responded to. A new intersection simulator that emulates NETSIM, INTEGRATION, and TACOS was developed to compare TACOS with pretimed and actuated control strategies. Demand scenarios consisted of light to heavy flow, cyclical arrivals, and arrivals with an upstream incident. Throughput-to-demand ratio, speed, delay, queue time, and percent stops were examined. Traffic adaptive control for oversaturated intersections showed significant improvements over pretimed and actuated control in terms of all examined measures of effectiveness under all flow scenarios. Demanding parameter specifications required in other adaptive control strategies are unnecessary in TACOS.

Previous studies, mostly for freeways, reported that road users consider multiple factors in their evaluation of LOS, including traffic-related and non-traffic factors. The findings from more than 1,300 responses to a web-based stated-preference survey suggest that road users consider multiple factors for the evaluation of signalized intersections, including left-turn treatment and pavement markings. A methodology based on fuzzy logic is presented in this paper to determine signalized intersection LOS that explicitly accounts for user perceptions. To reflect the fuzziness of user perceptions, rigid LOS thresholds were replaced with fuzzy numbers to make it more consistent with driver perceptions. Fuzzy inferences, which were based on a set of fuzzy rules, were applied to combine important factors at signalized intersections for deriving a composite LOS measure. Membership grades were used to assign confidence levels for each LOS category. A case study with different improvement scenarios was conducted to illustrate the proposed method. Overall, the fuzzy logic method simulates the human reasoning process and provides an alternative to quantify user perceptions of signalized intersection LOS.

Although these human resources are very valuable assets for transportation projects, most state agencies face numerous challenges in recruitment and retention of motivated and diverse employees. Earlier studies concluded that recent college graduates are less attracted to be hired by state agencies as the salary range would be less competitive compared to the same positions in private companies. Therefore, the aim of this study is to investigate and assess the recruitment and retention trends of transportation workforce across different U.S. regions. For this reason, this research project utilized US transportation workforce demographic information which has been nationally collected and published. The used databased includes several demographical aspects of transportation workforce including: region, gender, age, disability status, ethnicity/race, years of experience, and supervisory role. In this study, the association of transportation workforce age with the transportation organization responsibilities across various regions were studied and analyzed. Furthermore, gender-based distribution of transportation workforce controlling for other variables was investigated and presented. It was concluded that the proportion of male to female employees in engineering positions is only associated with their race/ethnicity and year of service. It was also found that the gender disparity in engineering positions is higher in the White group than the African/American group controlling for region, year of service, disability status, and role (supervisory versus non-supervisory). The outcome of this study helps transportation decision makers to incorporate appropriate policies into their human capital development strategic plans. The findings of this study will also enable state transportation agencies to diversify their active workforce through implementation of recruitment and retention practical approaches. This paper models the traffic at an unsignalised intersection with one-lane approaches to both ma... more This paper models the traffic at an unsignalised intersection with one-lane approaches to both major and minor roads. The arrivals on both roads are assumed to be semi-random. The distribution of gaps between vehicles in the major road is modelled by an Erlang-3 distribution, which offers a more realistic fit to actual traffic conditions, although it makes the calculations more cumbersome. The model allows a single gap to be used by more than one vehicle, when the gap size permits this, and it explicitly recognises the effects of vehicles sharing a common lane in the minor road. Formulae for estimating the capacity of the minor road are derived analytically. This procedure can be applied to t-junctions and crossroads and also to a minor road with a right-turn bay. The estimation of the capacity at an unsignalised intersection, using the methods of the paper, requires extensive calculations because simplifying assumptions are minimised and a close description of the actual traffic is emphasised. However, the total effort of using the model can be reduced substantially by using certain nomographs and by taking advantage of the relative shortness of its computer program. The application of this procedure, either as described, or with extensions accounting for multilane approaches and/or platooned arrivals on the main road, is straightforward.

The studies were done as part of a project awarded to the Pacific International Center for High Technology Research (PICHTR) by the Hawaii DOT for the development of a computer software tool for the interactive visualization of traffic impacts. The traffic analyses focused on the most congested corridor of Honolulu: East Honolulu to the central business district (CBD). The corridor includes four major thoroughfares: H-1 freeway, Nimitz Highway, King Street, and Dillingham Boulevard. Right-of-way and cost constraints prohibit any modifications to the H-1 Freeway and King Street at least in the short-term.

Despite the fact that research in freeway operations has been continuously active for more than 30 years, documentation on the topic of ramp closure and ramp-closure experimentation since the early 1970s is difficult to find, with the exception being side-notes on work-zone related research. This article describes an experimental ramp closure on a busy interstate-class freeway along the westbound H-1 freeway in Honolulu, Hawaii. Sections are devoted to methodology, data, analyses, and experiment design; results and evaluation; and conclusions and recommendations.

The objective of this paper is to assess attributes such as accuracy, duration for a single inter... more The objective of this paper is to assess attributes such as accuracy, duration for a single intersection application, format, measures of effectiveness, cost, complexity, flexibility, and disk storage of signalized intersection capacity analysis software. All software tested have strengths and weaknesses, several of which were revealed during a series of FHWA/LTAP seminars. Spreadsheet applications are the most flexible, bound only by the user's traffic and spreadsheet expertise. TRANSYT-7F (T7F) outputs the most accurate delay estimates, but its user interface and output are antiquated. HCS's input and output are not much better than T7F's, but the inputs are closely in line with the Highway Capacity Manual (HCM) requirements for capacity analysis and thus intuitive to the user. HCM/Cinema has the friendliest user interface, produces appealing output, and offers NETSIM-based on-screen animation.

Effects of Reading Text While Driving Analysis of 200 Honolulu Taxi Drivers on a VS500M Simulator

Although 47 US states make the use of a mobile phone while driving illegal, many people still use... more Although 47 US states make the use of a mobile phone while driving illegal, many people still use their phone for texting and other tasks while driving. The first purpose of this research is to summarize the large literature on distracted driving and compare major outcomes with those of our study. In this study, I have focused only on distraction due to reading text because this activity is most common. For this research project, we collected simulator observations and survey of 203 professional taxi drivers (175 male, and 28 female) working at the same Honolulu taxi company, using the mid-range driving simulator VS500M by Virage. After a familiarization period, drivers were asked to read realistic text content relating to passenger pick up displayed on a 7-inch tablet affixed to the dashboard. The large sample size (N=203) of our study provides a strong statistical sample base for driving distraction investigation on a driving simulator compared to all but one of the previous studies. The comparison between regular and text-reading conditions revealed that the drivers significantly increased their headway (20.7%), lane deviations (353.9%), total time of driving blind (351.8%), maximum duration of driving blind (87.6% per glance), driving blind incidents (169.7%), driving blind distance (337.5%) and significantly decreased lane change frequency (35.1%). There was no significant effect on braking aggressiveness while reading the text. The outcomes indicate that driving performance degrades significantly by reading text while driving. Texting is a distraction to driving a vehicle. The second purpose of this study is to provide additional insights on the association of demographic characteristics (age, gender, race, education, and driving experience) with driving performance while texting. The dependent variables generated by the simulator were: Average following interval (headway), line encroachmentincidents, lane change frequency, hard braking, and total time, maximum time, incidents, and travel distance of driving distracted. Correlation, analysis of variance and regression analyses were conducted. We considered three conditions: Control (No Texting), Texting and Change due to Texting. Our sample includes a large number of Asian and Asian-American drivers including Chinese, Japanese, Korean, Filipino and Vietnamese drivers, so ethnicity was modeled with dummy variables. Gender and some ethnicity variables have significant associations with driving iv performance outcomes, but driver age has the most significant associations with worsened driving performance under texting conditions. Drivers with higher levels of education seem to have a driving performance that is less affected by texting conditions. There are indications that drivers of Korean dissent may be somewhat more aggressive (shorter headways) and drivers of Vietnamese dissent may be somewhat more distracted than average (longer distance driving blind.
