This introductory article to the special issue Writing at Borders suggests that cultural studies ... more This introductory article to the special issue Writing at Borders suggests that cultural studies and the humanist point of view have significant explanatory potential concerning various borders and border crossings in multidisciplinary border studies. Cultural and human understandings of borders and border crossings grow from the research of ethnographic particularities on one hand, and of universal and culturally expressed human experiences of borders and border crossings (however culturally expressed) on the other. In this article, this explanatory potential is made visible by examining the history of cultural anthropology, where borders and border crossings have been recognized in research since the late 19 th century. The aim of this concise introductory article is to outline through selected examples how territorial, social, and cultural borders and border crossings have been acknowledged and understood conceptually in the history of Anglo-American and European anthropology. The selected examples illustrate the gradual evolution of the conceptualization of the border from a territorially placed boundary and filter, to a semantically constructed, ritualized and performed symbolic border, and finally to a discursive (textual) construction.

This article revisits themes Mosher developed in the book to assess the status of our democracy in the context of a new public service. The author argues that the new public service poses significant challenges for democracy. One is that new public service is simultaneously more heterogeneous and more loosely tied to traditions of public service. Another attribute is that the rules embedded in new governance structures, which are tied to market forces, are likely the most compelling influences on behavior in the new public service. A third attribute is that the flexibilities of the new public service create a work world in which attachments are temporary and their temporariness may break down bonds among citizens and public servants. The author offers four proposals for reconciling democracy and the new public service.

After a brief discussion of the key players within the secure service management environment, it presents in detail the security service protocol and application programming interface (API) to facilitate request and response between a service management application and its security server. Guidelines on defining service management protocol and extending current CMIP's security management functions are also given. Conclusions encapsulate the results so far achieved as well as the future work and directions of our study.

Public administration has develoved as an academic field through a succession of five overlapping paradigms. As Robert T. Golembieski has noted in a perceptive essay, each phase may be characterized according to whether it has locus or focus. Locus is the institutional " where " of the field. Focus is the specialized " what " of the field. The notion of loci and foci in reviewing the intellectual development of public administration is based on or begin with understanding the concept and phases, then the paradigms, public administration as government or public bureaucracy, and administrative reform. Finally, the simplistic syllogism of this article recognize that public administration is knowledge, knowledge is power, public administration is power. Pendahuluan Administrasi publik di Indonesia dikenal dengan istilah Administrasi Negara yakni salah satu aspek dari kegiatan pemerintahan (Kasim, 1993: 21). Menurut Gordon (dalam Kasim 1993: 22) administrasi publik adalah studi tentang seluruh proses, organisasi dan individu yang bertindak sesuai dengan peran dan jabatan resmi dalam pelaksanaan peraturan perundangan yang dikeluarkan oleh lembaga legislatif, eksekutif dan peradilan. Definisi ini secara implisit menganggap administrasi publik terlibat dalam seluruh proses kebijakan publik. Pandangan ini berbeda dengan pendapat Ellwein dan Hesse serta Peter (dalam Knill, 2001: 65) bahwa administrasi publik lebih berfungsi sebagai aplikasi hukum daripada pembuatan kebijakan dan kurang memiliki fleksibilitas dan diskresi secara komparatif ketika menerapkan provisi legal. Dalam arti luas, administrasi publik menurut Henry (1989: 17) merupakan suatu kombinasi teori praktek birokrasi publik. Sementara itu, Hughes (1994: 4-9) menyatakan administrasi publik merupakan aktivitas melayani publik dan atau aktivitas pelayan publik dalam melaksanakan kebijakan yang diperoleh dari pihak lain. Pelaksanaannya didasarkan pada prosedur dengan cara menerjemahkan kebijakan ke dalam tindakan. Administrasi publik terfokus pada proses, prosedur dan kesopanan. Tujuan administrasi publik baik menurut Henry (1989) maupun Garcia dan Khator (1994) ialah untuk memajukan pemahaman tentang pemerintah dan hubungannya dengan rakyat yang pada gilirannya akan memajukan kebijakan publik 1 DR Haedar Akib, M.Si. There are three signifi cant aspects of China's policy about Uyghurs: identity, natural resources... more There are three signifi cant aspects of China's policy about Uyghurs: identity, natural resources and geography. Uyghur revivalism in Xinjiang province has been one of China's conundrum for more than one century. The wish of its people to establish an independent state has been phisically subdued by the Beijing and Beijing has denied the right of selfdetermination that has been promised for this province since 1950s. Yet, the dreams for freedom keeps alive and sporadically the Uyghurists continue to struggle. In the midst of China's hunt for energy, the Uyghurists and Xinjiang province play a strategic meaning for the future of China. The country's dependence on oil prompts Beijing to change its assimilationist strategy toward this province. Hence by no means the Uyghurs' demand calmed.

Human Resource Management (HRM) has a pivotal role in order to achieve organization's objectives.... more Human Resource Management (HRM) has a pivotal role in order to achieve organization's objectives. It has a specific function as an organizational strategic instrument due to utilize human resources (HR) based on efficiency, effectiveness, rationality, and objective principles. Indonesia's bureaucracy experiences some HRM barriers so as to be a public servants and public services inquality phenomenon. The aims of this paper is to review theoretical dimension of HRM models and to develop a hypothetical model of public sector HRM. By using a descriptive analysis and exploited secondary data, this paper concludes that public sector HRM model should be integrated with specific values of sound governance paradigm as its umbrella. Manajemen Sumber Daya Manusia (MSDM) merupakan salah satu instrumen penting bagi organisasi dalam mencapai berbagai tujuannya. Bagi sektor publik, tanggung jawab besar birokrasi dalam memberi pelayanan kepada masyarakat harus didukung oleh Sumber Daya Manusia (SDM) aparatur yang profesional dan kompeten. Dalam konteks reformasi birokrasi, MSDM merupakan salah satu pilar perbaikan di samping aspek kelembagaan dan sistem (lihat Kompas edisi 06 Juni 2011). Utilisasi SDM aparatur secara efektif dan efisien menjadi fungsi utama MSDM bagi birokrasi mulai dari perencanaan hingga tahap terminasi SDM. Sebagaimana terdapat dalam berbagai literatur manajemen, pencapaian tujuan organisasi secara manajerial diawali dengan fungsi perencanaan (Ivancevich et al. 2004:66-87). Keterlibatan aparatur dalam perencanaan memiliki peran signifikan terutama berkaitan dengan sikap dan perilakunya. Seperti telah diidentifikasi oleh Boyne & Gould-Williams (2003), sikap aparatur yang terlibat dalam perencanaan berperan penting bagi pencapaian kinerja organisasi sektor publik di samping adanya pengaruh sejumlah variabel teknis lainnya. Jika dalam tahap perencanaan SDM bermutu memiliki peran penting dalam mencapai target yang ditetapkan, maka proses manajerial birokrasi selanjutnya dalam bentuk pengarahan, pelaksanaan, dan evaluasi pun harus didukung oleh aparat yang bermutu. Dalam konteks yang demikian itulah, MSDM mendapat tantangan untuk menjawab masalah peningkatan mutu aparat. Hingga saat ini mutu aparat birokrasi dalam memberikan layanan publik di Indonesia masih menjadi persoalan yang sangat serius. Masyarakat sebagai pengguna layanan birokrasi acapkali mengeluhkan mutu aparat dalam menjalankan fungsinya. Berbagai bentuk keluhan muncul mulai dari proses pelayanan, waktu yang dibutuhkan dalam penyelesaian urusan, sikap dan perilaku aparat, hingga berkaitan dengan kualitas hasil layanan. Permasalahan serius yang tak kunjung teratasi tersebut pada ahirnya memposisikan Indonesia sebagai negara yang tidak kondusif bagi pelayanan publik. Peran MSDM di sektor publik menjadi sangat kritis dan berbeda kondisinya dengan sektor privat (lihat Boselie et al. 2003). Secara historis konsep-konsep yang berkembang dalam MSDM memang berawal dari kegiatan usaha sektor privat. Bagi perusahaan, MSDM tidak hanya sekadar merupakan instrumen utilisasi pegawai. MSDM di sektor privat sebagaimana dikatakan Stroh & Caligiuri (1998) sekaligus merupakan sumber kekuatan bagi perusahaan dalam mencapai keunggulan bersaing di era global seperti saat ini. The security research analysis becomes a successful key of a State onto keeping community sovereignty of State stability being the main support in a border area to increase human resources, economy competitiveness, and community's prosperity become main target of the State security sovereignty. The lack quality of human resource as an impact of minimum facility and infrastructure of education is as well as healthy. The security of the border area faces various obstacles, the minimum facility and infrastructure consist of road infrastructure hasn't been sufficient, the wide region with characteristics of a difficult border to reach necessary means of supporting surveillance activities to bolster security in the border area. Community's prosperity frontier regions suffered a failed human resource, skills are still low, and the economy of the community is traditional.
