Introduction-Purulia, identified in the category of semi-arid regions of West Bengal with a population of more than twenty nine lakhs, has been experiencing the problem of water scarcity irrespective of seasons. The problem becomes more pronounced during the dry season, when ground water level goes down. Rapid population growth, urbanization and growing economic activities have led to the incessant decrease in the level of ground water in recent times. Depletion of ground water level at a fast rate has contributed to an overall increase in demand for water. Purulia falls under Ecological Region-2 .IWMP Batch-IV Project started in Purulia in the year 2012-13 covering 7 Projects with treatable areas of 31,000Ha. 2. The problem becomes more pronounced during the dry season, when ground water level goes down. Rapid population growth, urbanization and growing economic activities have led to the incessant decrease in the level of ground water in recent times. Purulia falls under Ecological Region-2 .IWMP Batch-IV Project started in Purulia in the year 2012-13 covering 7 Projects with treatable areas of 31,000Ha. 2. Location, Bagmari,Neturia CD Block The captioned site is located in the Forest Guest House complex,Bagmara Mouza,under Kalipathar Watershed Project-IWMP-17, Garpanchakot (Panchet Hill) under Kangshavati Forest Division North Neturia CD Block under Raghunathpur Subdivision. Garh Panchkot (Panchet) Hill, Garh Panchkot or Panchet hill has maximum altitude of 650 m above MSL, The lush dense green hill stands amidst the lateritic landscape of Neturia Community development Block, of Raghunathpur subdivision , Purulia district. The block comprises of seven gram panchayats viz., Vamuria, Digha, Guniaria, Janardandi, Raibandh, Saltore and Sarbari. Ramkanali, is the head quarter of this block. In this area, the temperature drops down to 7˚C in winter and rises up to 40˚C in summer. The annual rainfall is approximately 1170 mm. The hill stands on the south bank of Damodar river, near the Panchet dam, which demarcates the border of West Bengal and Jharkhand. This hill has 2 distinct faces, one which is steep, faces an Eto-N direction, looking over the State Highway-5 (Asansol-Purulia), while the other face is a S-to-SE direction and comparatively more gentle. 9. Replicability-The above model of GNPKT Butter fly model is an exemplary joint venture of Forest Department-KNFD, Raghunathpur, Purulia and IWMP/PMKSY-GoWB in promoting Bio diversity conservation and /ecotourism under the holistic framework of Integrated Watershed development in ensuring inclusive development of the local economy. This unique model of Wasteland Development initiative would have an spiral impact among the local areas as well as in the neighbouring districts of the Region for its unique collaboration and converged attempts of two departments effective collaboration to yield synergistic impact on the rural economy of this red laterite region of Paschimanchal.

Ways and means for Linking Farmers/FPO/FPC's to Market

Collectivization of producers, especially small and marginal farmers, into producer Organizations... more Collectivization of producers, especially small and marginal farmers, into producer Organizations has emerged as one of the most effective pathways to address the many challenges of agriculture but most importantly, improved access to investments, technology and inputs and markets. Department of Agriculture and Cooperation, Ministry of Agriculture, Govt. of India has identified Farmer Producer Organization registered under the special provisions of the Companies Act, 1956 as the most appropriate institutional form around which to mobilize farmers and build their capacity to collectively leverage their production and marketing strength. To facilitate this process, the Small Farmers' Agribusiness Consortium (SFAC) is mandated by Department of Agriculture and Cooperation, Ministry of Agriculture, Govt. of India, to support the State Governments in the formation of Farmer Producer Organizations (FPOs).(SFAC) The aim is to enhance farmers' competitiveness and increase their advantage in emerging market opportunities. The FPO's major operation and business include supply of seed, fertilizer and machinery, market linkages, training and networking and financial and technical advice. NABARD is also supporting FPCs with a combination of capacity building funds as well as loans and refinance to banks who lend to FPCs. Besides NABARD and SFAC there are private banks, Non government agencies which are promoting FPC through finance and capacity building. Lot of interest have been generated in FPC by commodity exchanges who are connecting with producer companies for linkages with exchanges. NDDB has also taken a lead in promoting and creating business linkages in dairy. Empowering urban slum communities towards self-reliance and gainful employment

People are born with a status (economic and social) of their family; unfortunately, many of them ... more People are born with a status (economic and social) of their family; unfortunately, many of them are poor with attendant disabilities. Poverty, often equated with powerlessness, is dependent on many complex variables, which the poor cannot control. Resources, when placed in their hands, are usurped by the powerful and the resourceful. A key factor that needs to be addressed is to bring about a climate of development of an honest, reliable, easily accessible and sustainable support structure. In lay terms, this would mean a change in the knowledge, attitude and practices of the entire player in this effort as well as the beneficiaries. Urban poverty is multi dimensional, so the issues related to urban poverty needs to be addressed by flexibility, sensitivity and responsiveness. The population of urban settlements are mainly heterogeneous, thus the issue of cohesiveness, evolving binding forces becomes a challenge for any sort of sustainable urban development initiatives. Urban populations are located at different settlements viz, recognized slums, pavement, legal squatter settlement and illegal square settlements and therefore the livelihood and empowerment strategies needs to be framed accordingly.

Soil testing was not done since the Department has not yet appointed a soil scientist. Some IEC material has been taken from the Government Education Department This recommendation has been partly implemented Comments of the Evaluation Team: Most of the implementations of the mid term review have not been implemented for different reasons. The project staff have not read the mid term evaluation report. The recommendations of the mid-term evaluation report were shared in a staff meeting at the project level and actions plans were made but not implemented. LWSIT to provide more information concerning the circumstances for follow-up of midterm recommendations (Jacob Bulti Smørdal) Regarding the implementation of the mid-term recommendation, we feel the phenomenon of achieving physical target got more attention from the field staff due to the fact that normal working days were reduced to great extent in the year 2012 (after the midterm evaluation in Nov 2011). Organizing people for some meeting or training was not a highly preferred task for them though for completely different apolitical reason due to the recurrent disturbance, unrest violence etc.

Although the conflict affected other districts such as Dhubri and Bongaigaon, Kokrajhar was the worst affected. Hundreds were reportedly killed, thousands of homes destroyed, and several lakh people of both communities displaced. The Assam State government brought in military force to quell the rioting, and over 250,000 people took refuge in 68 relief camps. LWS[I] responded by providing temporary housing assistance, supplementary nutrition meals for women and children, economic skills training, clothing, education (school buildings and teachers) and so on. In this, it has been working together with other national and international NGOs. Right from the start, LWS[I] built up and sustained strong coordination with government agencies, at state, district and subdivision levels. As a result, in the long-term, LWS[I] was practically the only NGO with access to all relief camps in the state.

APMAS was established in 2001, to meet the managerial and technical support needs of various stak... more APMAS was established in 2001, to meet the managerial and technical support needs of various stakeholders involved in the promotion of SHGs and SHG federations, especially in AP. Though APMAS's major focus was AP during the initial years, it got recognized nationally and internationally as a credible and pioneering support organization and its services are in demand nationally and internationally. APMAS provides four critical services for the development of Self-help movement in India. Capacity Building (CB) of the primary and secondary stakeholders is the major work of APMAS. The range of trainings given includes-(a) Training of trainers in participatory training methodology, (b) Step by step approach in promoting sustainable SHGs, (c) Promotion of SHG federations, (d) Training to the board of directors and office bearers of SHG federations / MACS, (e) Visioning at SHG federation level, and (f) Legal compliance-SHG federations registered as MACS. APMAS trained directly over 70,000 including over 6,000 government and bank officials. On-the-job support is being provided to Government of Andhra Pradesh in its Indira Kranti Patham (IKP) and IKP-urban covering over 50,000 SHGs, over 3,000 Primary Level Federations, Secondary Level Federations and Apex Level Federations. Quality Assessment is the innovation brought in by APMAS into the SHG sector. Under this, APMAS developed 'rating tools' to assess 'objectively and quantitatively' the quality of SHG federations in terms financial and social performance. The rating tools include (a) GRADES, (b) CoopRATE for the credit cooperatives, (c) Rapid Assessment Tool (RAT), (d) Social Intermediation Tool (SIT), and (e) Self Assessment Tool (SAT). Using these tools, APMAS rated over 1,000 of community based organization. APMAS is perhaps the only organization in the country that has the expertise to rate SHG federations using international standard tools. Grading offers the federations an opportunity to understand their strengths and weaknesses as well as strategies to overcome them. Research and Advocacy is yet another unique service provided by APMAS. Perhaps APMAS is one of very few, if not only, Indian NGOs with a full pledged research wing. It has produced a number of research studies including the much cited SHGs in India: Light and Shades, SHG federations, SHG bank linkage in 2003-04 and 2006-07, Quality issues in the SHG sector in Rajasthan and Women's' empowerment through SHGs, etc. Most of these studies can be accessed via APMAS website. APMAS also developed and disseminated dozens of manuals, posters, CDs, etc for development of the sector. Livelihood Promotion is another pioneering initiative of APMAS to integrate livelihoods with microfinance. Under this initiative APMAS is helping SHG federation to get integrate livelihood promotion in their agenda. APMAS is also anchoring two district livelihood resource centers (DLRCs) and over dozen cluster livelihood resource centers (CLRCs) to bring together the various livelihood related programs, projects, resources, expertise and needs. APMAS recent activities include-a pilot on Sector Own Controls (SOC) with technical and financial support of DGRV, Germany and InWent, Germany; a comprehensive report-SHG Federations in India: A Status Report; organization of National Conference on SHG federation; expansion to Bihar; a study on quality and sustainability of SHGs in Assam for NABARD and capacity building inputs for community based microfinance institutions in Thailand at the request of Raks Thai Foundation. GVT submitted the proposal and that was approved by PFC. The mandate of the project is promotion of sustainable sanitation by creating awareness and construction of 1000 Individual Household toilets in the identified villages/Gram Panchayats of the respective three states.
