This paper aims to analyse the research scenario related the innovation and reference policies, t... more This paper aims to analyse the research scenario related the innovation and reference policies, to provide an innovative Digital Culture Model (DCM - Digital Culture Model) that will respond effectively to those needs. The goal is to establish a model at European level to make a research system, the entrepreneurial/manufacturing model and the Public Administration cooperation. This, to promote a sustainable development of territories and to attract public and/or private capital, enhancing the best experiences in the area (industrial research infrastructures, advanced production facilities and high added value services). The system of cultural heritage highlights Italy, compared with other countries, for quantitative consistency and qualitative varieties. Italy has the largest number of World Heritage Sites. It has an important landscape heritage and can play on the two levels of history and contemporaneity thanks to industrial brands, design, food, wine, fashion, and “The Italian Lifestyle”. The creation, management, protection and enhancement of this heritage has to be better developed, especially by a flourishing market primarily characterized by SMEs (other than few large enterprises) with strong technological knowhow: new materials, innovative construction techniques, measurement and diagnostic tools, 3D modelling and digital platforms are few of the innovations brought by these companies.

The article describes the research and implementation of a register of digital infrastructures, i... more The article describes the research and implementation of a register of digital infrastructures, in line with the European Directive INSPIRE and the new Directive 2014/61/EU of 15 May 2014, capable of supporting the public administrations in the census of infrastructure available. Thanks to the experiments planned on some municipalities of Lombardy region, they will be able to replicate the project in three pilot countries: Italy, Romania and Portugal, with the aim to provide not only a register of infrastructure, but also numerous application services that will simplify the management of the subsoil, creating an overview of existing infrastructures and going to reduce the resulting inconvenience citizens. The integrated system will deliver to different end users (PA, citizens, businesses services and telecommunications operators) various services that allow to optimize public spending, improving coordination of operators and reducing the environmental impact of interventions. The system will allow a number of advantages such as: simplify the procedure for issuing permits, improve the quality and accessibility of public services by the PA and private; increase efficiency offices and public infrastructure for achieve cost savings (lower costs and the timing of implementation of interventions); share databases to simplify the formalities administrative with a consequent reduction of red tape faced by businesses. The platform cloud based allows municipalities to dematerialize paper files on existing infrastructures and enables the development of applications available designers of networks and systems underground with the possibility of using the VIRGO system.

This paper is aimed at analysing the international framework, both European and Italian, for the ... more This paper is aimed at analysing the international framework, both European and Italian, for the innovative eID operating models, to identify the guidelines to follow for a correct identification of the operational requirements, of the solutions and of the services offered by the model DIMIM-Digital Identity Management and Innovation Model. After the framework' analysis, we will go through the definition of a new set of strategic guidelines customised on to the most interesting and relevant sectors identified by the DIMIM. This step will consist in the highlighting, through to the help of tools such as the SWOT analysis and the priority matrix, of the main constraints and opportunities emerging in the implementation process of the eID operational models. The paper at issue is also aimed at identifying a universal, solid and multichannel authentication system, the "IAM", which will provide each individual with a set of solid and safe digital credentials allowing the access to all the available services, promoting the creation of value-added services.

The objective is to identify the basic element necessary to undertake a PPP in this field and the implementation warnings for the success of this kind of projects. After a brief description of the e-services market and of the new legislative framework, I will consider the importance of Value for Money (VFM) and risk transfer as main elements of a procurement process. In particular, I will present a preliminary case study about the possibility to realize a web portal for e-learning services managed though a “concession of service” contract with the aim of reducing costs and risks, increase competition and ensure a VFM approach.

This paper discusses the professional roles of information systems analysts and users, focusing o... more This paper discusses the professional roles of information systems analysts and users, focusing on a perspective of human intensive, rather than software intensive information systems. The concept of 'meaningful use' is discussed in relation to measures of success/failure in IS development. The authors consider how a number of different aspects of reductionism may distort analyses, so that processes of inquiry cannot support organizational actors to explore and shape their requirements in relation to meaningful use. Approaches which attempt to simplify complex problem spaces, to render them more susceptible to 'solution' are problematized. Alternative perspectives which attempt a systematic, holistic complexification, by supporting contextual dependencies to emerge, are advocated as a way forward.
