This article contributes to the accountability studies literature by reporting on an attempt to o... more This article contributes to the accountability studies literature by reporting on an attempt to operationalize a recursive concept of accountability grounded in Anthony Giddens's theory of structuration. The approach developed for this research focused on felt accountability-the subjective experience of being accountable-and on the role of ontological (in)security in shaping accountable actors' conduct. Case studies of tsunami hazard-mitigation planning in three coastal counties in Oregon provide a preliminary empirical test of the analytic framework. Findings from analysis of documents and semistructured interviews of local officials involved in mitigation planning confirm the viability of the approach and generate implications for continuing research and for policy and practice. Further development of the approach and framework has the potential to advance richly descriptive and explanatory empirical accountability research and to provide usable insights for the practice of accountability in public organizations.

One day, during my assistantship at the Disaster Research center I discovered the center had a collection of old data related to the 1980 Irpinia earthquake, Italy. I was so excited by this discovery that I went to Dr Aguirre and told him "This is a gift from God!" Dr Aguirre promptly corrected me and told me: "No, this is a gift of science!" That statement was so true. Our work as scholars has a greater impact than we can possibly imagine. Thinking of every piece of science as a gift is what motivated me to a greater appreciation of previous scholarly contributions. Science is built, brick by brick, by a group of tireless scientists. I have been fortunate enough to have met and gathered into my committee many of these tireless scientists.

This article examines public-private partnership in light of the New Public Management and New Pu... more This article examines public-private partnership in light of the New Public Management and New Public Governance, showing the effect of the overlap and mix of elements generated by these paradigms. For purposes of the article, PPP is defined as a unit of analysis of a network, with particular reference to processes of coproduction and cocreation. The study explores these ideal types in the strategic planning of several Italian cities, differentiating PPPs on the basis of degree of participant involvement, a distinction based on such explanatory variables as the structure of the decision-making process, legitimacy, transparency, and accountability. Broadly speaking, the article seeks to understand how relationships among public and private partners affect partnership sustainability. The analysis highlights the prevalence of PPPs oriented toward coproduction.
