Alzheimer's disease (AD) is a dangerous degenerative disease affecting the central nervous system... more Alzheimer's disease (AD) is a dangerous degenerative disease affecting the central nervous system of people over 65 years old or older. Today there are 55 million people in the world disturbed by AD. It is expected that by 2030 there will be 78 million of them, and by 2050 139 million. Due to the high frequency and severity of the disease, AD is becoming a significant medical and socio-economic problem of the modern world. Huge financial resources are allocated by the budgets of different countries to solve the problems that accompany the rapid spread of AD. Since the causes of rise and spread of AD are unknown, an important role is given to scientific research on the mechanisms and ways of AD commence and development.
I am not a doctor, not a microbiologist, not an AD researcher. I am an engineer who once was engaged in problems of Computer Vision, Robotics and Artificial Intelligence. In this way, I was connected with problems of human brain functioning. That explains my current interest in AD problems. Reviewing the literature, that is now available to me, about the mechanisms of AD onset and development, I was extremely surprised that among the variety of mechanisms that are currently studied in the United States (and around the world), informational mechanisms, mechanisms for exchange and processing information in brain’s neural networks are not considered at all, and even are not mentioned (in these studies). But the human brain, first of all, is a provision for information accumulating and processing! How can such a thing be neglected? In the note below, I try to explain the possible usage of informational models in AD problems and challenges solving.

In this presentation, I offer my readers a collection of documents that in some way unveil the hidden story of the Baby Yar, a place where the Nazis have murdered thousands of Jewish residents at the time of their occupation of Kiev. The Soviet government has not troubled himself with respecting and preserving the memory of the mass graves. That has become a duty of young Jewish people confronting the intentions and the rules of the government. The unknown story of Baby Yar is the story of this confrontation and disagreement, which finally led to the exodus of Jews from the Soviet Union.

At my age, others are already celebrating the second or the third edition of their memories. And I haven’t reached even the first one yet. Not because there is nothing to remember or the senile dementia has affected me. No, no. Quite on the contrary - often, like any other normal person at my age, I want suddenly to recall something. But somehow everything turns out wrong with me, somehow everything is not like with other people – not at the time, not in a place, all is entangled and all is across. And therefore, the hand does not rise to write down some worthy and consistent “tale of bygone years” – what only comes out from under the pen are some random, ragged fragments. Just like now, like this time, on the occasion of the memory days of Babi Yar.

I am very suspicious of the Aliya historians. Of Kosharovsky too. But today, holding in hand the ... more I am very suspicious of the Aliya historians. Of Kosharovsky too. But today, holding in hand the fourth volume of his annals, I want to pay tribute to the author - we did not have yet such a voluminous and detailed exposition of that unique event in Jewish history, which today is called "The Exodus of Soviet Jews from Communist Slavery." All parallels and analogies with what has already happened (with the Jewish people) and is described in detail in the Pentateuch are quite appropriate and justified here. The impact of the current outcome on the further fate of the Jewish people and on its recent history is difficult to overestimate. A detailed examination of all the collisions associated with this is the object of the most serious and in-depth study for anyone who somehow feels concerned about the fate of the Jewish people. And without Kosharovsky’s work on this matter nothing could be gained.
But I attributed the biblical birthright to Kosharovsky, probably in vain. Most likely, it could be compared with Josephus Flavius. Who has also left to descendants a talented and solid story about the history of Jewish people. But this story was written by a honorary captive of the Roman emperor, and therefore - everything is there with subtext, with intent, with correctly placed accents and well-thought-out avoidances. Therefore, both contemporaries and descendants were suspicious of him and for almost 10 centuries betrayed Flavius' works to curses and ostracism. Until it turned out that apart from this story written by Flavius, they have no other. And if someone needs to deal with it (with Jewish history), then you need to go and deal with what only Flavius Joseph wrote down and left behind.
In our case, everything will be exactly the same - does someone like what is written by Kosharovsky, or does someone dislike this - as another twenty years will pass, all the living witnesses of our time will go to the other world, and the descendants will only have what Kosharovsky recorded, edited and published. Nevertheless, not relying on the insights of future historians, I would like to take today a closer look at what he left for us.

Discriminating and opposing " data " and " information " (as it is emphasized in the paper's titl... more Discriminating and opposing " data " and " information " (as it is emphasized in the paper's title) for most of the scientific community sounds like something odd and unnatural. Raised in the spirit of Shannon's Information Theory, most of the scientific community is convinced that data and information are inseparable. Nevertheless, over the last decade we witness a growing recognition that Shannon's Information Theory is wrong, or speaking more politely, is limited only to data communication issues. Today, distinguishing data and information processing is gradually becoming a popular and widespread trend. However, because this trend is missing a firm theoretical underpinning, it looks a bit messy and inconsistent. Despite of this, the paradigm shift in contemporary science is clearly evident – from a data processing (computational) approach we are firstly moving to an information processing (cognitive) approach. (" Cognitive " here implies " capable of information processing "). Undeniably, Computational biology, Computational neuroscience, Computational linguistics (and so on) are being replaced today by Cognitive biology, Cognitive neuroscience, Cognitive linguistics, and so on. However, this tendency is hampered by a lack of understanding about what is " information processing ". Subsequently, a question " what is information? " immediately rise up. A consensus answer to it does not exist. I believe I have the answer. But instead of repetitive explanations about what is information, I prefer to bring an informational perspective to the everyday practice of scientific exploration, especially biological and neuroscience explorations. Maybe this will be more advantageous.

In recent years, it has become a serious problem facing the modern society. Since the causes of the occurrence and spread of AD are still unknown, scientific research in these matters is of exceptional importance. Its main efforts are directed at the investigation of the mechanisms of the disease's onset and progression. Among the mechanisms being researched are genetic, epigenetic, molecular, and environmental mechanisms. For unexplainable reasons, this list does not include and does not even mention information processing mechanisms. Why? Information processing is the bulk of brain activity. That is a generally accepted and indisputable frame of mind! The only possible explanation for such a slip can be only one: contemporary neuroscience (neurobiology) knows nothing about what information is and what information processing stands for! The purpose of this article is to correct somehow and perhaps improve this incredible situation.

Recently and quite unexpectedly in its field has appeared another contender-a GPT-based AI tool designed to mimic man-computer conversation in a user-friendly natural human language. As its designers claim, the device exhibits signs of General AI. After an exciting and joyful reception, it became clear that the new competitor does not fulfill its expected promises-it returns wrong and misleading responses, deceptions, and disinformation. The issue raised a wave of public objections and a request to stop and prevent further device deployment. On the other hand, the device designers claim that the imperfections are temporary, and very soon the product will rich its avowed qualities. No, this will never happen! The purpose of this paper is to explain that the current approach to GPT-based AI tools design is initially flawed, wrong, and unsuitable because it ignores the basic definitions of Intelligence and Information processing. The paper joins the general awareness that unrestricted and free dissemination of wrongly designed GPT-based AI tools poses a threat to human society, similar to the threat of careless biological weapon research.

Over the past decade, AI has made a remarkable progress. It is agreed that this is due to the rec... more Over the past decade, AI has made a remarkable progress. It is agreed that this is due to the recently revived Deep Learning technology. Deep Learning enables to process large amounts of data using simplified neuron networks that simulate the way in which the brain works. However, there is a different point of view, which posits that the brain is processing information, not data. This unresolved duality hampered AI progress for years. In this paper, I propose a notion of Integrated information that hopefully will resolve the problem. I consider integrated information as a coupling between two separate entitiesphysical information (that implies data processing) and semantic information (that provides physical information interpretation). In this regard, intelligence becomes a product of information processing. Extending further this line of thinking, it can be said that information processing does not require more a human brain for its implementation. Indeed, bacteria and amoebas exhibit intelligent behavior without any sign of a brain. That dramatically removes the need for AI systems to emulate the human brain complexity! The paper tries to explore this shift in AI systems design philosophy.

Information Theory, as developed by Claude Shannon in 1948, was about the communication of messag... more Information Theory, as developed by Claude Shannon in 1948, was about the communication of messages as electronic signals via a transmission channel. Only physical properties of the signal and the channel have been taken into account. While the meaning of the message has been ignored totally. Such an approach to information met very well the requirements of a data communication channel. But recent advances in almost all sciences put an urgent demand for meaningful information inclusion into the body of a communicated message. To meet this demand, I have proposed a new definition of information. In this definition, information is seen as a complex notion composed of two inseparable parts: Physical information and Semantic information. Classical informations such as Shannon, Fisher, Renyi, Kolmogorov's complexity, and Chaitin's algorithmic informationthey are all physical information variants. Semantic information is a new concept and it desires to be properly studied, treated, and used.

Due to the success of the Internet, the amount of available information, including immense volumes of visual information, is growing explosively. Therefore means for its faultless circulation and handling are urgently required. Considerable research efforts are dedicated today to address this necessity, but they are seriously hampered by the lack of a common agreement about "What actually is visual information?" Without answering this question, all our remarkable efforts inevitably end up as a plain alchemy. I am trying to find out a remedy for this bizarre and absurd situation. I propose my own definition of information (derived from the Kolmogorov's complexity theory), and from this point of view, attempt to revise the state of the art of contemporary image processing convention.
