Moving towards longer-term and ongoing funding for primary prevention programs and activities, so... more Moving towards longer-term and ongoing funding for primary prevention programs and activities, so that funding terms reflect the time periods of the frameworks and plans under which they are funded (such as the 12-year period covered by the current National Plan), in order to support the sustained long-term work that these plans recognise to be necessary to prevent violence against women. • Increased attention to, and investment in, transforming systemic and structural forms of oppression and discrimination that intersect with sexism and gender inequality, to ensure prevention works for all women. • Establishing and strengthening policy, governance and coordination mechanisms across portfolios, within jurisdictions, and between levels of government, to support coordinated, holistic and more effective efforts across the country. • Responding to the correlation between attitudes supportive of violence against women and other types of discriminatory attitudes, such as racism. The persistence of these is of significant concern, and calls for greater leadership, investment and action. Preventing violence against women who experience multiple forms of oppression requires a greater focus on structural and systemic reform, in order to address all forms of oppression and discrimination. 1. Short-term or process-level change: the efforts that are being made to prevent violence against women, and the 'infrastructure', or systems, structures and human capacities that are being built and developed to support those primary prevention efforts. (In this report, we refer to these as the 'prevention foundations', which are the focus of Section 1). 2. Medium-term to long-term outcomes: positive change to the gendered drivers and reinforcing factors of violence against women, as measured at a whole-of-population level. These are the focus of Section 2 Part A of this report. 3. Long-term change: reductions in population-level prevalence rates of violence against women, which are the focus of Section 2 Part B of this report. This report operationalises Counting on change by presenting a picture of the current state (baseline) of progress towards primary prevention of violence against women in Australia and, where possible, analysing the degree, nature and process of change over this decade. Scope This first report tracking progress in the primary prevention of violence against women focuses on change over a significant decade in Australia's recent history-2009 to 2019. This scope deliberately corresponds to the decade in which Australia has had a National Plan to Reduce Violence against Women and their Children 2010-2022 (the National Plan), and the decade during which momentum towards effective primary prevention has been building. The focus in this first report is less upon quantitative assessment of change based on narrow data points, and more about establishing a picture of social phenomena and their patterns of change or consistency in the decade under consideration, taking into account multiple points of comparable data wherever possible.

Understanding Community: Security and Sustainability in Timor-Leste

The Understanding Community report, commissioned by Irish Aid, Oxfam and Concern Worldwide, was a... more The Understanding Community report, commissioned by Irish Aid, Oxfam and Concern Worldwide, was a ground breaking study into the perceptions of local community members in four diffent locations in Timor-Leste: Golgota in urban Dili, Luha Oli in Venilale, Nanu in Fatumean and Sarelari in Luro. The report drew together a range of quantitative and qaulitative methods in order to understand key dimensions in community life, not just in terms of people's education, health and livelihoods, but in the belief systems that underpin the sustainaiblity and security of people living day-to-day in the new country. More than a thousand copies have been distributed in Timor-Leste (also published in Tetun) as well as Australia and around the world, an has been cited widely in academic studies.

It seeks to explore the cultural attitudes and the social experiences of Arab-Australian secondary school students from two schools situated in Melbourne’s northern region. The paper seeks to examine how Arab-Australian students and their families understand and construct their own social and educational experiences in relation to schools ’ initiatives as well as wider social discourses. The empirical findings presented in this paper suggest that there are critical links between Arab-Australian students ’ perceptions of belonging, identity and citizenship on the one hand, and their attitudes to schooling and educational experiences on the other. The study’s findings show the need for current patterns of multicultural education research and practice to incorporate more systematically socio-political dynamics beyond the confines of school and family factors. Nation-building across the urban and rural in Timor-Leste : conference report

Cover Image: Dance Group Le-Ziaval 'Nation-building across Urban and Rural Timor-Leste' provided ... more Cover Image: Dance Group Le-Ziaval 'Nation-building across Urban and Rural Timor-Leste' provided an opportunity for East Timorese and people from around the world to reflect, discuss and debate the nation-building process in Timor-Leste since 1999. In this context, nation-building in Timor-Leste is taken to mean the many different attempts since 1999 to ensure the political, economic and cultural integration of the population to fulfil the ambition of self rule. Ten years after the 1999 vote for independence, this conference considered how nation-building is being experienced and responded to across urban and rural communities in Timor-Leste. Broadening the discussion beyond that of 'state-building', at the core of the conference was a consideration of the myriad ways the new republic has been 'built'. Here 'nation-building' considers not only in terms of policy and programmatic initiatives but also grass roots experiences and perceptions of how Timor-Leste as a nation is seen and understood. For this reason, the majority of participants were East Timorese representatives from across the districts, allowing them top share their stories of nation-building. At this conference, nation-building was discussed in terms of what appears to be one of the most significant characteristics of contemporary Timor-Leste, namely the sharp distinction found between the urbanized capital and the rural communities where the majority of the population live. Dili has emerged as the centre for economic and political power in a way that is extraordinarily disproportionate with the remainder of the country, while rural areas often remain highly isolated and continue to be dominated by subsistence agriculture. The distinction between the 'centre' and the 'periphery' is found in everyday discourse in Timor-Leste, where it is the norm for people to speak in oppositional terms about 'Dili' and the 'foho' (literally meaning mountain but used to refer to non-urban communities). The disparity in access to services-running water and electricity, communication networks, adequate roads and transport, schooling and health-are among the more obvious differences alongside a lack of access to paid work or opportunities for business

They have difficulties when they want to buy something but they have no money. They have to walk ... more They have difficulties when they want to buy something but they have no money. They have to walk far to collect water. Some people who have horses, their horses can carry the water. Sometimes when someone dies it's difficult to go and buy things for the ceremony because there's no transport so people just have to carry them. During the wet season it's very expensive to pay for the truck and sometimes it can't go through the river so if we are bringing goods then it's difficult to get them here, we don't have a horse so we just have to carry them. Now the road is no good and the school is no good. The students at school don't have good facilities and in a few months, in two or three months the big winds will come and can destroy the school. Our kiosk has been destroyed three times already, most recently in February, on 6 February. Once the wind stopped we found the roof of our kiosk at the top of a mango tree and then the men went and got it down and put it back on. In 2003 lots of wood was blown away and was found near houses down there. Rain is also a big challenge because the road is no good and when it gets to January and February the wind is very difficult because it's windy for a long time. It can be windy for a whole month before it stops and it can destroy the food crops and the trees. People who come here from places where there is not a lot of rain and wind will see that this is like a war that we have to face.

The effects of the crisis across 2006 and 2007 meant that the challenges and demands facing organ... more The effects of the crisis across 2006 and 2007 meant that the challenges and demands facing organizations working on gender-related programs were even greater than usual. Despite this, we received enormous encouragement from many organizations and individuals, and we would like to thank everyone who gave their time and effort to supporting the publication of this report. In particular, we deeply appreciate the participation of those organizations who have been documented in this report. We believe that people working in academic institutions can play a role in social change, not least by researching and investigating those problems that practitioners typically have limited time and resources to consider. To establish new types of working relationships between academic and non-academic institutions requires courage, and several people deserve special acknowledgement for their support for this process. From the Office for the Promotion of Equality (OPE), Director Maria José Sanches has provided endless encouragement and guidance. We would also like to thank Maria Domingas Alves Fernandes, the former Advisor to the Prime Minister on matters of gender equality, and Aurora Ximenes as the current Advisor, for their continued support. In addition, Sara Negrão deserves recognition for her enthusiasm for the project and commitment to the pursuit of gender equality in Timor-Leste. We would also like to thank our other friends and colleagues from OPE who helped us with this project. represents a good sample of organizations working in the area of gender in Timor-Leste-from large, well-resourced international agencies and non-government organizations (NGOs) to well-known national NGOs and smaller NGOs with little public profile. We also hope that this baseline study is an important contribution that will be extended and broadened in time. Finally, this report stands as a tribute to the dynamism, courage and sheer volume of activity in the field of gender in Timor-Leste.
