The article attempts a comprehensive analysis of the concept and phenomenon of the common digital... more The article attempts a comprehensive analysis of the concept and phenomenon of the common digital space of scientific knowledge (CDSSK) as a narrower wording of the concept of the common Russian electronic space of knowledge, which is proposed in a number of government documents. Definitions of basic concepts are proposed in relation to this phenomenon. Goals, objectives, composition, and structure are considered to be the boundaries and the principles of creating CDSSK. A brief overview of the existing scientific information resources and services that have the features of the elements of space of scientific knowledge follows. It is concluded that the existing information resources can be sources of CDSSK but not its components. The paper proposes a structure for CDSSK, including static and dynamic components (base and add-in), various levels of knowledge representation, and core and periphery. This should include formalized knowledge over which a set of operations and the peripherythe sources of this knowledge (including documents)-are selected on the basis of quality. The logical structure of CDSSK must submit its ontology, formed as it ought to be on the basis of information languages and metadata of existing scientific information resources. A number of steps are proposed to organize the work of creating CDSSK, as well as its content and support.

The selection of materials to be uploaded to the digital library is as important as the acquisition for traditional libraries. One of the options for solving this problem is an expert assessment of materials that «claim» to be included in the electronic library. For large scientific digital libraries, such as the B.N. Yeltsin Presidential Library, «Scientific Heritage of Russia», National Electronic Library (in terms of scientific literature), an assessment should be carried out by a wide range of highly qualified specialists in relevant fields of science. The proposed work describes a WEB-oriented expert system for selecting materials for inclusion in digital libraries This System was worked out by Joint Supercomputer Centre of RAS specialists in 2019. The structure of the system, its functions, profiles of the metadata included in it, and the results of practical implementation are given.

In the framework of previous studies, a unified structure for representing the ontology of the elements of the CDSSK (subspaces, classes and attributes of objects, relationships between objects or attributes) was proposed. This paper presents a variant of the ontology of the universal subspace (AXES) of the CDSSK, proposed by the authors, built in accordance with the developed structure. There are defined 10 subject and 10 auxiliary classes of objects In the described model of USS. Among the subject classes are “persons”, “publications”, “museum objects”, “events”, etc. Among the auxiliary ones are “formats”, “units of measurement”, “languages”, etc. The paper contains reference book of each class, is built in accordance with the ontology structure model, a list of object attributes, their directories and examples of static dictionaries.

The solution of the problem is reduced to solving a functional equation of the Bellman equation type. On the basis of modern methods of the general theory of dynamical systems, the asymptotic properties of the solutions of the obtained functional equation are studied. The problem of the existence and construction of a suboptimal autonomous control law with feedback is studied.

The CDSSK is a digital information structure aggregating heterogeneous polythematic information related to scientific knowledge and including a set of subspaces related to various thematic scientific areas. The sources of the CDSSK content are existing information systems, such as the Great Russian Encyclopedia, the Unified Catalog of Geographical Names, the National Electronic Library, etc. A distinctive features of the CDSSK are (a) data support in a structure that complies with the rules of the semantic WEB, and (b) the ability to process a wide range of polythematic queries and provide the ability to navigate through heterogeneous resources using semantic links between them. The architecture of the Common Digital Space of Scientific Knowledge (CDSSK) is determined by its... more The architecture of the Common Digital Space of Scientific Knowledge (CDSSK) is determined by its functions and objectives. CDSSK includes a set of subspaces related to various scientific fields. The unity of subspaces is provided by unified principles for constructing subspaces and ontological connections between their objects. Each subspace includes digital objects, metadata containing facts related to objects, and subject ontologies that provide advanced searches and navigation through space. All information is reflected in the CDSSK according to the rules of the "semantic WEB". The content of each subspace includes a core (time-tested reliable scientific results) and a superstructure - new scientific results that have passed preliminary examination.
