Between seven and eleven percent of Colombia’s total population (2.7 - 4.5 million out of 45 million inhabitants) have been forcibly displaced between 1985 and 2008.
Because of the dimension of the phenomenon, Colombia’s Internally Displaced Persons (IDP) crisis counts as one today’s worst humanitarian crises in the world.
It is clear that internal displacement in Colombia has been triggered by violent events based on complex layers of conflict in Colombia. More importantly, displacement is usually not an unintended consequence of the conflict, but a deliberate
strategy of war directed to repress opposition, seize property and other resources, and finally strengthen the control of a particular armed group on a territory and its population. In response to the IDP crisis, Colombia was the first country to adopt a policy to protect and assist IDPs in 1997, a policy that the United Nations High Commissioner for Refugees (UNHCR) considers one of the most advanced in the world. However, the results are still insufficient and IDPs are worse off than their neighbors in urban areas.
This thesis presents the context in which the Colombian conflict developed and its relation to the phenomenon of internal displacement; an analysis of the current living conditions in cities; the main policy challenges in protecting and assisting Colombian IDPs, and finally, recommendations at the international, national and local levels.
