Despite the available laws, international law remains the main instrument that regulates foreigners' treatment within the state. Even though with the establishment of laws, these laws, for a long period, have become obscure and obsolete. Migrants continue to experience aspects of violence, discrimination, and expulsion regardless of the status they occupy. States, on their part, suffer especially when these foreigners indulge in fraudulent activities that affect the security and sovereignty of the state. These problems faced by migrants despite the availability of local laws on foreigners' protection have instigated the posing of questions in order to ascertain the adequacy of the lawful protection of foreigners in Cameroon. 1 ACHIH MAHAMADOU JALLO, LLM BUSINESS LAW UNIVERSITY OF BUEA.

The primary legislation includes the Civil Code and the Family Code, which outline the procedures for both local and international adoptions. Verification methods encompass thorough background checks, consent assessments, and evaluations of the adoptive parents' capacity to provide a stable environment. Additionally, the role of the Social Affairs Ministry is crucial, as it oversees the adoption process and conducts investigations to confirm the legitimacy of adoptions. Courts also play a pivotal role by reviewing adoption applications to ensure compliance with legal standards. This multi-faceted approach aims to safeguard children's welfare and promote ethical adoption practices while addressing challenges such as illegal adoptions and ensuring transparency in the process.

Their efforts may address a wide range of issues, from advocating for political freedoms and social justice to environmental protection and equal rights. HRDs work through peaceful means, raising awareness, providing legal assistance, and supporting marginalized communities. Despite their crucial role, they often face threats, harassment, and violence, particularly in repressive regions or during conflicts. The concept of asylum under international law refers to the protection granted by a state to foreign nationals fleeing persecution, conflict, or serious human rights viola-tions in their home country. This protection is rooted in customary international law and enshrined in various legal instruments, such as the 1951 Refugee Convention and its 1967 Protocol, which establish the rights of asylum seekers and the obliga-tions of states. Asylum is closely linked to the principle of non-refoulement, which prohibits returning individuals to countries where they may face persecution. While states retain discretion over granting asylum, international norms emphasize the hu-manitarian responsibility to protect vulnerable individuals from harm.
