Vehicle license plate (VLP) recognition is an interesting problem that has attracted many compute... more Vehicle license plate (VLP) recognition is an interesting problem that has attracted many computer vision research groups. One of the most important and difficult task of this problem is VLP detecting. It is not only used in VLP recognition systems but also useful to many traffic management systems. Our method is used for the VLP recognition system that deals with Vietnamese VLPs and it can also be applied to other types of VLPs with minor changes. There are various approaches to this problem, such as texture-based, morphology-based and boundary linebased. In this paper, we present the boundary line-based method that optimizes speed and accuracy by combining the Hough transform and Contour algorithm. The enhancement of applying the Hough transform to contour images is that the much improved speed of the algorithm. In addition, the algorithm can be used on VLP images that have been taken from various distances and have inclined angles between ±30 0 from the camera. Especially, it can detect plates in images has more than one VLP. The algorithm was evaluated in two image sets with accuracy of about 99% (see 3.3).

This paper is the first installment of a multi-paper series concerned with simulating the potenti... more This paper is the first installment of a multi-paper series concerned with simulating the potential vulnerability of groundwater in Fresno County (California) to contamination resulting from long-term, agriculture related, applications of the nematocide DBCP. In this paper our focus is on the surface and the unsaturated subsurface. Using PRZM-2, we quantitatively estimate, for a 35 year period, the potential fate and transport of DBCP between the surface and the water table for multiple non-point source applications, related to different and changing land-use, between 1960 and 1977. Our transport simulations include consideration for advection, decay, sorption, and volatilization. The results presented here indicate tremendous spatial and temporal variability in DBCP loading at the water table at the regional scale. Our simulations also suggest that the DBCP loading to the water table, resulting from the legacy of the chemical's use, is currently well below the detectable limit. The characterization of spatially variable DBCP loadings to the saturated subsurface through time, which are presented in this paper, is used as input for the 3-D groundwater models of DBCP fate and transport in Fresno County between 1960 and 1994 that are reported in the companion paper (Loague et al., 1997). Association between Agent Orange and birth defects: systematic review and meta-analysis

Background The association between parental exposure to Agent Orange or dioxin and birth defects ... more Background The association between parental exposure to Agent Orange or dioxin and birth defects is controversial, due to inconsistent findings in the literature. The principal aim of this study was to conduct a meta-analysis of relevant epidemiological studies that examined this association and to assess the heterogeneity among studies. Methods Relevant studies were identified through a computerized literature search of Medline and Embase from 1966 to 2002; reviewing the reference list of retrieved articles and conference proceedings; and contacting researchers for unpublished studies. A specified protocol was followed to extract data on study details and outcomes. Both fixed-effects and random-effects models were used to synthesize the results of individual studies. The Cochrane Q test and index of heterogeneity (I 2) were used to evaluate heterogeneity, and a funnel plot and Egger's test were used to evaluate publication bias. Results In total, 22 studies including 13 Vietnamese and nine non-Vietnamese studies were identified. The summary relative risk (RR) of birth defects associated with exposure to Agent Orange was 1.95 [95% confidence interval (95% CI) 1.59-2.39], with substantial heterogeneity across studies. Vietnamese studies showed a higher summary RR (RR 5 3.00; 95% CI 2.19-4.12) than non-Vietnamese studies (RR 5 1.29; 95% CI 1.04-1.59). Subgroup analyses found that the magnitude of association tended to increase with greater degrees of exposure to Agent Orange, rated on intensity and duration of exposure and dioxin concentrations measured in affected populations. Conclusion Parental exposure to Agent Orange appears to be associated with an increased risk of birth defects.

Salt intrusion in multi-channel estuaries: a case study in the Mekong Delta, Vietnam

There is a well-tested theory for the computation of salt intrusion in alluvial estuaries that is... more There is a well-tested theory for the computation of salt intrusion in alluvial estuaries that is fully analytical and predictive. The theory uses analytical equations to predict the mixing behaviour of the estuary based on measurable quantities, such as channel topography, river discharge and tidal characteristics. It applies to single-channel topographies and estuaries that demonstrate moderate tidal damping. The Mekong delta is a multi-channel estuary where the tide is damped due to a relatively strong river discharge (in the order of 2000 m 3 /s), even during the dry season. As a result the Mekong is a strongly riverine estuary. This paper aims to test if the theory can be applied to such a riverine multichannel estuary, and to see if possible adjustments or generalisations need to be made. The paper presents salt intrusion measurements that were done by moving boat in 2005, to which the salt intrusion model was calibrated. The theory has been expanded to cater for tidal damping. Subsequently the model has been validated with observations made at fixed locations over the years 1998 and 1999. Finally it has been tested whether the Mekong calibration fits the overall predictive equations derived in other estuaries. The test has been successful and led to a slight adjustment of the predictive equation to cater for estuaries that experience a sloping bottom.

Current models of drainage evolution suggest that the non-dendritic patterns seen in rivers in SE... more Current models of drainage evolution suggest that the non-dendritic patterns seen in rivers in SE Asia reflect progressive capture of headwaters away from the Red River during and as a result of surface uplift of Eastern Asia. Mass balancing of eroded and deposited rock volumes demonstrates that the Red River catchment must have been much larger in the past. In addition, the Nd isotope composition of sediments from the Hanoi Basin, Vietnam, interpreted as paleo-Red River sediments, shows rapid change during the Oligocene, before $24 Ma. We interpret this change to reflect large-scale drainage capture away from the Red River, possibly involving loss of the middle Yangtze River. Reorganization was triggered by regional tilting of the region towards the east. This study constrains initial surface uplift in eastern Tibet and southwestern China to be no later than 24 Ma, well before major surface uplift and gorge incision after 13 Ma.

Human intoxication with the rodenticide Vacor [iV-3pyridylmethyl-iV'-p-nitrophenyl urea or l-(4-n... more Human intoxication with the rodenticide Vacor [iV-3pyridylmethyl-iV'-p-nitrophenyl urea or l-(4-nitrophenyl)-3-(3-pyridylmethyl) urea] induces acute IDDM. We report here that Vacor specifically inhibits the NADH:ubiquinone reductase activity of complex I in mammalian mitochondria. The activity of other respiratory enzymes of mitochondria is unaffected by Vacor at concentrations that completely inhibit the redox and energetic function of complex I. Vacor inhibition of complex I activity quantitatively correlates with the inhibition of insulin release in insulinoma cells and pancreatic islets and is also consistent with the doses reported in cases of human poisoning. These results indicate that the toxic and diabetogenic action of Vacor primarily derives from the inhibition of mitochondrial respiration of NAD-linked substrates in the high-energy demanding cells of the pancreatic islets. This newly identified mechanism of the pathological effects resulting from Vacor intoxication could constitute a paradigm in which to understand environmental or metabolic causes of IDDM. Mortality patterns in Vietnam, 2006: Findings from a national verbal autopsy survey

Background: Accurate nationally representative statistics on total and cause-specific mortality i... more Background: Accurate nationally representative statistics on total and cause-specific mortality in Vietnam are lacking due to incomplete capture in government reporting systems. This paper presents total and cause-specific mortality results from a national verbal autopsy survey conducted first time in Vietnam in conjunction with the annual population change survey and discusses methodological and logistical challenges associated with the implementation of a nationwide assessment of mortality based on surveys. Verbal autopsy interviews, using the WHO standard questionnaire, were conducted with close relatives of the 6798 deaths identified in the 2007 population change survey in Vietnam. Data collectors were health staff recruited from the commune health station who undertook 3-day intensive training on VA interview. The Preston-Coale method assessed the level of completeness of mortality reporting from the population change survey. The number of deaths in each age-sex grouping is inflated according to the estimate of completeness to produce an adjusted number of deaths. Underlying causes of death were aggregated to the International Classification of Diseases Mortality Tabulation List 1. Leading causes of death were tabulated by sex for three broad age groups: 0-14 years; 15-59 years; and 60 years and above. Findings: Completeness of mortality reporting was 69% for males and 54% for females with substantial regional variation. The use of VA has resulted in 10% of deaths being classified to ill-defined among males, and 15% among females. More ill-defined deaths were reported among the 60 year or above age group. Incomplete death reporting, wide geographical dispersal of deaths, extensive travel between households, and substantial variation in local responses to VA interviews challenged the implementation of a national mortality and cause of death assessment based on surveys. Conclusions: Verbal autopsy can be a viable tool to identify cause of death in Vietnam. However logistical challenges limit its use in conjunction with the national sample survey. Sentinel population clusters for mortality surveillance should be tested to develop an effective and sustainable option for routine mortality and cause of death data collection in Vietnam.
