This article shows how the meaning of citizenship has changed in South Korea since the partial em... more This article shows how the meaning of citizenship has changed in South Korea since the partial emergence of a multicultural society in the past two decades. It does so by analysing how newspaper editorials have discussed multiculturalism, which is a multifaceted concept but one which weighs heavily on notions of citizenship. There is often a consensus about citizenship into mono-ethnic and homogeneous societies, even if it is not always clearly articulated or expressed. Societal and demographic change, however, requires such societies to change or at least revisit notions of citizenship. The article shows that the print media put the onus on migrants to adapt to society, but also for Koreans to accept the 'inevitable reality' of multiculturalism. Editorials advocated a form of conditional citizenship, whereby migrants would be incorporated into society without disrupting current notions of what it means to be a South Korean.

The party political domain of India is replete with a large number of parties representing the ta... more The party political domain of India is replete with a large number of parties representing the tapestry of Indian society. Many of them are based in specific regions and states, built around social and linguistic identities. While this enhanced the representative character of the parties, it also contributed to varied patterns of political competition and unstable governments. The two major national parties – the Congress and the Bharatiya Janata Party-becoming coalitionable heralded an era of coalition governments both at the Centre and states, enabling parties to increase their power and their pay-offs. Parties across the political spectrum have tended to converge on macroeconomic policy, but continue to diverge on social policies and larger issues that confront India, such as nation building and secularism. Chronic lack of internal democracy coupled with the rise of political corruption and clientelist practices are matters of serious concern. A broader view of governance, resisting temptations to concentrate power and pursue personal enrichment, would enable parties to deliver policies for a better, more just society. We may deprecate India's political parties, the way they function and the means party leaders adopt to maximize electoral support. We may blame them for the ills we see in Indian society and political practice. Such an attitude is not unjustified. Yet we cannot ignore the role parties have played in bringing about a massive democratic political transformation over the past six decades since independence. This transformation was by no means inevitable: most former colonies went through periods of political instability, military coups and authoritarian regimes, but India has moved towards legally-based democratization. The mediating role political parties have played in bringing about this democratic transformation in a relatively peaceful manner, in a short span of time and under conditions considered not very conducive to democratic development, cannot be underestimated. They have assisted in the consolidation and expansion of democracy, popularized the notions of equality, social justice and freedom, and opened doors for inclusion, voice and empowerment of the weaker sections of society. Superficially political parties may appear to divide people, but parties also attenuate conflict, and show the way for people to come together. Thus, the party domain in India is full of intense struggle over contentious social and policy issues and also the space in which compromise and consensus are hammered out. What is required, therefore, is a critical and balanced assessment of parties that takes into account their strengths and achievements as well their weaknesses and failings in furthering democracy and governance.

This article analyses public opinion in order to explore the politics of immigration in South Kor... more This article analyses public opinion in order to explore the politics of immigration in South Korea. It argues that there are divergent views about immigration and the obligations of the host society to accommodate migrants. Younger, better-educated citizens are representative of a majority that has a generally positive view of immigrants and immigration. A sizeable minority of older and less well-educated citizens, however, is warier of immigration and its effects on South Korean society. Men were more likely than women to have a positive view of immigration, but the differences along gender lines were small. The article also finds that attitudes towards immigration depend to a significant degree on how migrants are described. It thereby highlights the possibility that South Korea's leaders could use immigration for political gain while also seeking to attract new migrants in order to resolve the country's economic and demographic problems.

The United States has completed numerous free trade agreements, but the pattern of these agreemen... more The United States has completed numerous free trade agreements, but the pattern of these agreements defies conventional explanations. Arguments that are based on domestic interests and economic gains cannot explain the comparative under-performance of American trade agreements. The pattern of American trade agreements is also inconsistent with explanations that focus on state power, by for instance depicting FTAs as a “reward” for loyal clients. This article finds a better explanation for the pattern of America’s FTAs by considering the systemic level of analysis, and in particular the dynamics of the international economic order. It illustrates that strong competition for bilateral trade agreements has resulted in patterns of agreements that the US cannot easily dominate. This is not to say that the US has no capacity to finalise trade agreements: the US remains the world’s most influential nation–state, but the constraints of the international system necessarily limit the degree to which FTAs can serve the interests of American foreign economy policy. The recent evolution of international trade politics, however, indicate that smaller states are comparatively less vulnerable to pressure from great powers such as the US.

Following the Asian economic crisis of the late 1990s, some scholars predicted that the introduct... more Following the Asian economic crisis of the late 1990s, some scholars predicted that the introduction of neoliberal ideas and policies would result in the definitive passing of the Korean developmental state. Despite these predictions, Korean state elites have retained their influential position as economic managers by, for instance, practising a revised form of industrial policy. Neoliberal reform has, however, had significant social implications. Rather than neoliberalism acting as a democratising force that curtails the power of the state, this article illustrates that the Korean state has used the reform agenda to justify an expansion of its powers. The state presented itself as an agent capable of resolving longstanding economic problems, and of defending law and order. By doing so, the state reduced the political space available to non-state actors. The article concludes that for some states, neoliberalism is a means of retaining economic and political influence, and that former developmental states may be particularly adept at co-opting elements of civil society into governing alliances.

This article analyses the Korean developmental state since the late 1990s, and argues that the st... more This article analyses the Korean developmental state since the late 1990s, and argues that the state has continued to play a weighty role in the economy. The state guided industrial and financial restructuring after the Asian economic crisis, and intervened to stimulate the economy during the 2008 global financial crisis. In doing so, state elites have displayed a distinctive form of economic leadership that is largely consistent with the developmental state. Rather than focusing predominantly on performance-related indicators of state strength such as growth rates, this article analyses the deeper aspects of the developmental state, specifically its internal functions and its collaboration with business. The article brings politics back into analysis of the developmental state by questioning the assumption that strong economic performance is necessary for the maintenance of close ties between the state and chaebol. Instead, economic performance is better understood as a predictor of patterns of conflict and cooperation. Longstanding ties between the state and big business have endured two significant economic crises, even if the performance of the developmental state has been degraded compared to earlier decades.

Debate has long surrounded corporatism's depictions of power and the state, and the rise of neoli... more Debate has long surrounded corporatism's depictions of power and the state, and the rise of neoliberalism has raised even more doubts about corporatism as an analytical construct. Faltering growth and rising unemployment in Sweden and Korea after financial crises in the 1990s seemed to confirm neoliberal expectations that all varieties of corporatism (state/authoritarian and societal/democratic) are doomed to decline, and that corporatism will converge on liberalism. Closer examination of the 1990s crises suggests that Swedish and Korean institutions have transformed rather than collapsed. Corporatist institutions have been transformed by ideas about networks and governance, interaction between national and international institutions and shifting alliances among export-oriented and competition-shielded employers, private and public sector unions and citizen networks. This article argues that the 'dynamics of contention' can explain how these new ideas and alliances transformed regimes in Sweden and Korea and as such constitute an alternative to corporatism as an analytical construct.

The failure to reconcile views of the past and to address historical injustice has damaged inter-... more The failure to reconcile views of the past and to address historical injustice has damaged inter-state relations in Northeast Asia. Joint committees, dialogues, and the participation of civil society have been used to address historical issues, but scholars in the disciplines of international relations and area studies have largely ignored these dialogues and deliberative forums. At the same time, there is an emergent theoretical literature on how deliberative democracy can address ethnic conflicts and historical injustice. There is a serious disconnect or distance between the theoretical literature on the resolution of conflicts via deliberation on the one hand, and empirical studies of deliberative approach in East Asia on the other. This article aims to address this shortcoming in the study of the politics of historical dispute in Northeast Asia by proposing a deliberative approach to history disputes and highlighting the achievements, limits, and dynamics of deliberation. Through mapping and comparative testing, we confirm that deliberation offers some potential for a departure from nationalist mentalities and a shift towards a consciousness of regional history in Northeast Asia. Our empirical test of the utility of the deliberative approach suggests that a new model for addressing regional disputes may be emerging.

It is usually assumed that US policy makers need to generate popular consent in order to undertak... more It is usually assumed that US policy makers need to generate popular consent in order to undertake regime change against another state. This article explores the ways in which contextual factors such as the joint democracy effect, popular values and public moods influenced efforts by elites in the United States to generate popular consent for regime change in the Philippines and Chile. Against the backdrop of the Vietnam War, the United States undertook covert action in Chile due to public recognition of the target state's democratic credentials and a public mood opposed to further military ventures. In contrast, the absence of a strong joint democracy effect, a national mood infused with romantic nationalism qua militarism and social Darwinism facilitated efforts by US elites to generate consent for the invasion and occupation of the Philippines. Subsequently, this article contributes to understandings of the domestic-level factors that influence foreign policy decisions.
This article compares how two alliance partners of the United States — Australia and the Republic... more This article compares how two alliance partners of the United States — Australia and the Republic of Korea — are adjusting to the transition from the Cold War order in the Asia-Pacific to a new, as yet undefined regional order. As states occupying positions of privilege in the U.S.-led Cold War order, these two middle powers have engaged with the ASEAN grouping, the putative driver of the coming order, while maintaining traditional alliance commitments to the United States. This article focuses on proposals for the building of formal institutions and also other policies which can influence the formation of regional order, such as economic integration through the pursuit of free trade agreements. In examining an Asian and a non-Asian state, the article also considers how identity shapes attitudes to region and order.

Bush administration resorted to war to respond to the threat of weapons of mass destruction in Iraq, whereas it virtually ruled out the use of force to resolve the North Korean nuclear issue. By utilizing various strands of realist international relations theories, we trace motivations behind the administration's divergent foreign-policy choices toward rogue states. That the United States rushed to war against Iraq while procrastinating on North Korea presents a puzzle to conventional realism, which postulates that great powers observe changes in relative capabilities and respond accordingly. We argue that policy differences should be embedded in discussion of the administration's foreign-policy grand strategy, which sought to sustain the hegemonic status of the United States in the world. Iraq and North Korea had different implications for Bush's grand strategy, thereby calling for different approaches. By tracing the strategic design of the Bush administration, we attempt to provide a more complete account of policy differences toward rogue states, as well as indicate the significant changes in US policy during the George W. Bush administration and since.

Two unforeseen developments impeded the Labor government’s capacity to pursue its foreign policy ... more Two unforeseen developments impeded the Labor government’s capacity to pursue its foreign policy objectives in the period under review. Firstly, Labor’s precarious standing in the parliament tilted the government’s policy agenda in favour of issues that the Greens prioritised. Gillard addressed some of these issues, for instance by holding the parliamentary debate on Afghanistan and by pursuing Japan over whaling in the Southern Ocean, but not to the degree that the Greens demanded. Immigration was emblematic of the government’s travails. The Greens advocated an increase in the refugee intake, but the Coalition favoured the resumption of offshore processing. Just when Labor’s proposed Timorese solution was becoming a realistic possibility, the High Court’s decision devalued the entire notion of offshore processing. The only consolation for the government was that the court had reduced the options available to all political parties.
Secondly, the Wikileaks saga revealed that Rudd may no longer be — and perhaps never was — Labor’s trump card in the realm of foreign policy. American assessments of the foreign minister’s character and judgment were in parts scathing. The Obama administration, nonetheless, appeared to readily and usefully absorb his analysis of Chinese politics. Quite how revelations of Rudd’s conversations with Clinton will affect his relations with the leaders of the Chinese Communist Party is another matter. It may well be that Rudd’s influence on Chinese leaders was always wildly overestimated, but in any case it seemed likely that the foreign minister would spend some time rebuilding ties with Beijing in 2011.
A third development — which hitherto had applied more in the realm of perception than reality — similarly threatened to limit the options open to future Australian governments of all stripes: the intensifying debate over alliance management that Hugh White's essay instigated. Korea has explored the idea of an East Asian Community, and has been relatively open to notions of Asia–Pacific regionalism. The ROK has involved itself comparatively heavily in regional projects as both an initiator and a participant, but its notion of ‘region’ has oscillated between more and less inclusive forms of regionalism. This article examines how competing conceptions of region have influenced Korea's pursuit of regional initiatives. By revisiting historical understandings of Korea's regional identity, we explore the normative bases and material interests which motivate Korean regional initiatives, and assess the impact of its proposals.

Ko Un is one of South Korea's most important writers of the past 50 years, and a poet whose work ... more Ko Un is one of South Korea's most important writers of the past 50 years, and a poet whose work provides important insights into crucial linkages between language, identity and community. He lived through, chronicled and critically engaged most of the traumatic events his nation faced during the last century: a brutal colonial occupation by Japan; the division of the peninsula into communist North and capitalist South; an unusually devastating fraternal war; the integration of the divided peninsula into global Cold War politics; periods of authoritarian rule on both sides; and the more recent challenge to promote reconciliation. Some of these episodes challenged the very existence of Korea as a people, nation and state. Ko Un's poetry was part of a larger effort to regain a sense of being and national identity in the face of turmoil, war and globalisation. We argue that by engaging with these highly political issues Ko Un's work provides important clues about how to articulate notions of identity and community in a way that empathetically portrays other people and their identities. In doing so he offers an alternative to the prevailing inside/outside logic that often leads to problematic forms of nationalism.
After undergoing rapid socio-economic and political transformation, the Republic of Korea has arr... more After undergoing rapid socio-economic and political transformation, the Republic of Korea has arrived at the stage of development which Beck refers to as a risk society. Korea has experienced both sides of the risks which accompany modernity: the wealth associated with an advanced economy and also the hazards which are by-products of industrial society. However, the Korean case is distinctive, this article argues, due to the state's role in calibrating and managing risk. Whereas prior to the financial crisis of 1997-98 state elites privileged big business and exposed workers to higher levels of risk, calculations of the costs and benefits of risk have changed since the crisis. A notable outcome has been the straining of traditionally close ties between the state and the chaebol.

China has long maintained a keen interest in events on the Korean peninsula, which Beijing consid... more China has long maintained a keen interest in events on the Korean peninsula, which Beijing considers to fall within the Sinic sphere of interest. The PRC has maintained a decades-long alliance with North Korea, and also achieved a rapprochement with South Korea, with whom China enjoys a burgeoning economic relationship. The PRC’s pursuit of a 'two Koreas' policy has tested Beijing’s diplomatic mettle during the past decade. In and of itself, the maintenance of strong ties to both Koreas represents a significant achievement. By reviewing recent developments in Chinese diplomacy towards the peninsula, this article highlights both the achievements and contradictions inherent in Beijing's two-Korea policy. North Korea has risked China’s wrath by pursuing a nuclear deterrent, and by refusing to enact market reforms. In the case of the South, the government of Lee Myung-bak has strengthened its alliance with the United States and also sought to compensate for its growing economic interdependence with China by seeking free trade agreements with other states, including the US. The sinking of the Cheonan in March 2010 presents an opportunity to reflect on China's efforts to balance its ties with both Koreas.

In winning the presidential and legislative elections of 2007–8, the Grand National Party and its... more In winning the presidential and legislative elections of 2007–8, the Grand National Party and its leader Lee Myung-bak have attained a potentially unique opportunity to influence South Korea's political, economic and diplomatic trajectory. This paper reviews Korea's ‘once in a generation’ election and prospects for change under President Lee. Despite the political capital accrued from his party's landslide victories, Lee appears set to replicate previous incumbents of the presidency, each of whom has been overwhelmed by the high expectations of the public on the one hand, and the harsh constraints imposed by Korea's geopolitical position on the other.

After Japan’s four-decade long colonial occupation of Korea, the two countries took two decades just to establish diplomatic relations. Subsequent interactions have remained seriously compromised by the memory of colonialism. This article reviews the tensions behind the tempestuous bilateral relationship, focusing on the depiction of Japan’s wartime past in school textbooks. We advance three suggestions for reconciliation: viewing reconciliation not as the restoration of a harmonious pre-conflict order, but as an ongoing, incomplete process; expanding promising bilateral dialogues; and accepting that there will always be differences between Korea and Japan, most notably with regard to representations of the past. Rather than being an inevitable source of conflict, these differences should contribute to an ongoing process of negotiation between the two neighbors.
