Catastrophic impact of floods is the result of an interaction between extreme hydrologic events and environmental, social and economic processes. Therefore, an integrated approach to flood management plays an important role in sustainable development. Such an approach requires a team comprising experts from the fields of hydrology and water resources, nature protection, risk management, human security, municipalities, economics and land use. The estimations of experts can serve for finding a solution to specific YES/NO problems and for estimating the value of specific attributes or parameters. In order to measure and evaluate the level of agreement between experts, a newly developed method for assessing the level of agreement and the value of tau-agreement, based on the Shannon theory of entropy, was applied. The aim of this Letter is to show potential and advantages of the freshly published BeCoMe method (7) as a universal way for finding the best compromise in many real-life situations, where classical methods fail. Its potential will be illustrated by a COVID-19 case study as an example. The COVID-19 pandemic requires the adoption of numerous measures from medical care, health prevention, transportation, tourism, trade, education, and so on. Unfortunately, little historical experience exists of how to find adequate solutions and their parameters. Decisions must be made quickly, despite uncertainty and time pressure (1-3). Quick decisions are vital to save lives. There is usually no time to build sophisticated analytical models. Because of a lack of previous general experience and relevant data, decision makers should rely on expert opinions, which should be averaged to find the common opinion. A team of experts is usually appointed, whose expertise covers major domains of the issue. The role of each expert is to express his/her opinions and make proposals about certain aspects or parameters of the discussed solution. Experts can rank individually discussed alternatives, support or reject some proposed solutions or they can suggest the value of a certain parameter. However, the availability of a well-justified and rapid method to determine a compromise result is vital. Common averaging operators like arithmetic mean, weighted mean, or median can be used when experts' opinions are coherent, non-conflicting. Unfortunately, experts' opinions are seldom coherent, but may even be quite different, even opposing. Econometrics is currently one of the most popular approaches to economic analysis. To better support advances in these areas as much as possible, it is necessary to apply econometric problems to econometric intelligent systems. The article describes an econometric OLAP framework that supports the design of a multidimensional database to secure econometric analyses to increase the effectiveness of the development of econometric intelligent systems. The first part of the article consists of the creation of formal rules for the new transformation of the econometric model (TEM) method for the econometric model transformation of multidimensional schema through the use of mathematical notation. In the proposed TEM method, the authors pay attention to the measurement of quality and understandability of the multidimensional schema, and compare the proposed method with the original TEM-CM method. In the second part of the article, the authors create a multidimensional database prototype according to the new TEM method and design an OLAP application for econometric analysis.
