There are situations in which most of the amounts allocated to a LAG are intended to finance both measures and projects that have as eligible beneficiaries the public authorities in the LAG territory, although the public sector does not have a majority in the decision-making forum in which the measures financed by the LEADER are established. Can this aspect be the consequence of the privileged position that public sector associates have, based on their administrative force and on their superior experience in accessing European funds? Or do the proposed projects respond to some public need for which the further economic development of the community depends? Starting from these questions, researching the internal documents and also the public data on LAG website, it is found out that 52% of the total amount allocated to LAG is intended for a measure in which projects can have as eligible direct beneficiaries only public authorities. Within this measure, there are some contracted and financed projects, that aim to increase the quality of life in rural communities, mainly by improving some types of public services such as lighting, public safety, leisure, roads and also social services. The result of such investments is to ensure the right framework for the community`s economic development, first by minimizing the young generation migration to the urban environment, and secondly, by significantly creating a favorable climate to the protection and growth of the local economic environment.

To reduce the negative effects of eutrophication processes in water bodies it is necessary to improve water quality by ensuring the necessary oxygen concentration. The paper proposes a new innovative solution for the improvement of lake water quality. The premises for the implementation of the experimental floating platform which will aerate the lake waters will be presented. To give a specific view over the oxygen dispersion into the lake, numerical simulations in CFD software will be presented in different cases. The protection of drinking water resources against pollution is a common task of outstanding importance for the water management and environment protection sectors. To prevent water supply problems arising from the short and medium-term quality deterioration of resources caused by pollution incidents, it is vital to develop methods for monitoring the quality of resources as well as methods for monitoring and predicting serious pollution events to protect water users. In the case of vulnerable drinking water resources, the establishment and maintenance of an early warning monitoring system is important. Emergency treatment technologies are also needed by the waterworks to treat the water for periods when the quality of the water has temporarily deteriorated. Innovative solutions for the improvement of water quality consist in using a floating platform equipped with aeration systems. The equipment used to aerate the lake waters is powered by the area renewable energy (solar, wind). So, this platform can be used in isolated area, where there is no energy supply from the national network.

La nivel naţional industrializarea şi urbanizarea au determinat evacuarea în diverse bazine hidrografice a unor cantităţi importante de substanţe poluante, care au modificat tabloul ecologic. Realizarea unui sistem integrat de modelare a proceselor de transport a poluanţilor în mediul acvatic, de evaluare a propagării agenţilor poluanţi şi estimare a impactului asupra mediului şi sănătăţii populaţiei, este imperios necesară. Designing a new mathematical model system for pollutant transport in aquatic medium and the evaluation of pollutants agents flood routing and estimation the impact over the environment and human health are strongly recommended.
