Opinion of the respondents on official’s personal contacts with the people EE gh I The above figure highlights the responses of politicians, bureaucrats, the public, and beneficiaries regarding the question of whether it is necessary for public servants to maintain personal contacts with the people for the functions of local self-government. 76.25% (61) of the political elites, 30% (18) of the bureaucratic elites and 31.9% (83) of the public and beneficiaries commended that it is necessary and the public servants must maintain personal contacts with the people for local development and the smooth functioning of the local self-government. On the contrary, 18.75% (15) of the political elites, 36.7% (22) of the bureaucratic elites and 26.2% (68) of the public and beneficiaries stated that, to a certain extent, it is necessary. However, 5% (4) of the political elites, 33.3% (20) of the bureaucratic elites and 41.9% (109) are totally against bureaucratic personal contact with the public and beneficiaries.
