Figure 3 illustrates that seven organizations established ten Total Linl strength (TLS) connections among 57 organizations. The Total Link Strength (TLS) measures thi werall strength of co-authorship connections between a specific researcher, their organization, anc ountry to their coauthors, organizations, and countries (Jan van Eck & Waltman, 2021). A total of 114 authors met this criterion. Figure 4 illustrates the relationship between the size of the circles and the number of publications attributed to each author. In total, 12 clusters were identified, and 24 authors exhibited a TLS exceeding 10, with most showing engagements in cluster-to-cluster collaboration. The total link strength of all 114 authors is 358 TLS. Frantzeskaki N had the highest total TLS of 33, followed by Hawkins C.V. with a TLS of 19. Bulkeley and Holscher K. obtained a total of 18 and 17 TLS, respectively. Also, the gap between theory and practice is apparent. As explained in Section 1, the gap primarily arises from inadequate contextual justification, eventually leading to inappropriate urban resilience plans and accumulating individualized sustainability inter- ests (Chen et al., 2023; Cugurullo, 2018; Salet & de Vries, 2019). The study proposes a conceptual framework that rationalizes contextual justification to address this. The framework incorporates the interlinks of sustainability dimensions and a multilevel governance system. Figure 7 illustrates the categorization of contextual rationalization in sustainable urban governance into four levels: macro, meso, micro, and inter-levels. The rationale behind this categorization is primarily to identify con- textual factors influencing the sustainable urban system comprehensively. Despite the limited explora- tion of contextual rationalization in sustainable urban governance literature as a system and process, some studies have shed light on the importance of contextual justification in urban policies and governance. For example, studies such as those looking at the requirement for micro-level urban resilience to tackle wicked problems in urban centers during crises like the COVID pandemic (Chen et al., 2023) and the need for measurement of sustainability across economic, social, and environ- mental dimensions at micro-macro levels (Zainudin et al., 2020). Also, studies were conducted on restricting carbon emissions and the role of micro-meso-macro level actions and analysis of urban mobility (Molthan-Hill et al., 2020), and transportation at macro-meso-micro levels to enhance shared benefits and public transit convenience (Lucas Torres, 2021). The proposed framework (Figure 7) enables governance flow in both upward and downward
