Investing in Disaster Risk Reduction for Resilience In terms of funding disaster risk reduction initiatives or climate change adaptation, limited secondary data is available for the purposes of this report. No detailed studies, research or other material about the exact functioning of financing disaster governance in Singapore exist online, thus rendering this assessment incomplete. However, it is clear that funding to ministries is fixed to a percent of the GDP falling and rising depending on the country’s revenues. Ministries do plan on a multi-year basis, but they must recognize the potential fluctuation of their budgets depending on the wider market conditions (Ministry of Finance, 2019). Yet, the governments analysis of revenue and expenditure for the financial year of 2019 provides no details about investing to DRR, CCA, risks mitigation, sustainable development nor to low-carbon development (Government of Singapore, 2019).
