The city structure changed with the inclusion of innovative building types and the reation of new urban centres. In particular, since the first post-war period, with the rise of ports associations, the city began to think about the construction of a sports facility. In 920 the area for the construction of the sports centre was found: it was the one adjacent to orta T Romana and bounded by Largo San Giuseppe and Circonvallazione Sud (Fig. 1). he Municipal Historical Archives of Teramocollect both the drawings of the initial onceptual design by the engineer Mr. Carlo Pompetti, which was almost immediately helved, and those of the future and final settlement of the Balilla House area. The latter vas designed by architect Mr. Enrico Del Debbio, municipal technician Mr. Ovidio Sarto i and engineer Mr. Guido De Berardinis of the ONB Provincial Committee. The esign and construction of the building as well as the subsequent modifications are also ocumented in the Regional Civil Engineering Historical Archives and in the Archives of 1e Abruzzo Region. Specifically, the archives files include the following drawings: eneral layout of the place; plan and scheme of the first project by engineer Mr. Pompetti, ain loor and side tables of Del Debbio, dated 1928; floor foundations plants, ground and first signed by Ovidio Bartoli and Guido De Berardinis dated 1928; a further main cheme signed by Bartoli and De Berardinis, dated 1928; section with a flat roof and gym ection signed by Bartoli and De Berardinis; basement and section plant, dated 1928.

Later that same year, the Balilla House was built on the opposite side of the area, with the main facade turned towards the sports field instead of the “Circonvallazione”. The choice was probably dictated by the desire to approach the Balilla House to the San Domenico barracks, the Lyceum and Via Carducci. The area was designated as a school campus, so as to define an urban system whose multiple functions could be integrated (Fig. 2).
