Abstract

The growing complexity in international politics sheds new light on an old conceptthat of regionalism. Regionalism has been studied in terms of integration and cooperation, in the broader context of the establishment of multilateral liberal networks and the promotion of globalisation processes. But the concept of regionalism is dramatically different today, with regions and regionalism taking a quasi-autonomous role in shaping global policies and in addressing several issues and areas previously tackled in the framework of global multilateral institutions. Building on the existing literature, the main assumption of this paper is that regionalism as a set of policies and economic measures could be considered as an obvious output as well as a consequence of a strategic path-breaking behaviour adopted by international actors in the context of a changing global world order. In order to understand and to cast this regional dynamic properly, it is necessary to depart from the traditional Western-centric materialist and rationalist mainstream theories towards a more cross-fertilising, pluralistic methodological toolbox able to explain the dynamics governing a 'world of regions'.

Regionalism has been ‘brought back in’ since the late 1980s. There is an intense and at times rather refreshing debate on the origins, dynamics, institutionalisation and effects of regionalism. With some exceptions, however, the discussion is overwhelmingly dominated by theoretical orthodoxy and a narrow empirical focus on Europe and more recently on North America and Asia-Pacific. The global applicability of theories in the field is severely restrained, which prevents an understanding of the complexities of contemporary regionalism. Thus, there is a need for rethinking the international political economy (IPE) of regionalism, which also will contribute to the ‘globalisation’ of IPE. The purpose of this chapter is twofold, first, to review some of the most important approaches in the field in terms of their theoretical and conceptual formulations as well as empirical focus, and then, building on this analysis, to indicate the way forward for a more globally applicable IPE of regionalism.

The New Regionalism Approach

This introduction outlines the dramatically changed context and content of the renewed trend towards regionalism in the international system. We start by identifying some of the most relevant aspects of the latest wave, the ‘new regionalism’. The central concepts in the study of regionalism are both ambiguous and contested, and attempts are made at clarifying them. The concept of ‘regionness’ is central to the New Regionalism Approach (NRA), which is suggested as a broad, open-ended framework for analysing regionalisation in a multilevel and comparative perspective. Several specific theories and theoretical perspectives are needed for understanding the complexities of present day regionalism, and a distinction is here made between regional and world approaches. Another distinction is that between monodisciplinary and interdisciplinary approaches. Finally, the future of the new regionalism, the possibility of a regionalised world order, is touched upon

The Future of Regionalism: Old Divides, New Frontiers

Over the last decade regionalism, or what has become known as ‘new regionalism’, has become a hot issue in a number of social science specialisations: European studies, comparative politics, international economics, international relations and international political economy. The approach of these different academic specialisations varies considerably, which means that regionalism means different things to different people. In fact, we are facing an intriguing ontological problem. There has been little agreement about what we study when we study regionalism. This implies that there also is a lack of agreement about how we should study it; in other words, we are facing an epistemological problem as well. The great divide, albeit an exaggerated one, is between what has been termed ‘old’ and ‘new’ regionalism. We propose its dissolution. Part 1 thus describes the first generation of regionalism studies, focused on regional integration in Europe, and the subsequent ‘big leap’ from the ‘old’ to the ‘new’ regionalism, which really was the study of regionalisms in the context of globalisation. The ‘old’ regionalism has been well documented before, so our purpose is rather to look for continuities. The discontinuities are of course also acknowledged. Part 2 goes into the various dimensions of the more recent regionalism, the actors driving it and the societal levels at which it manifests itself.

The Multidimensionality of Regions in World Politics, 2020

The existence of international regions constitutes arguably one of the stickiest puzzles of International Relations (IR) theory's sticky relation with space and time. The essentialism of the notion of territorial sovereignty that defines international relations and more generally the problematic a-spatial, a-historical features of a large part of positivist and/or Anglophone IR 1 are not new issues (Corbridge and Agnew 1995; Rengger and Thirkell-White 2007). The need to historicise and at least localise, if not spatialise, IR theory has been one of the impetuses of Critical IR, and a promise that has been fulfilled, up to a point (Murphy 2007). Yet the formation of international regions and the characterisation of what "a region"-a time-space object par excellence-actually is, remain largely unsolved questions. And this, remarkably, despite the considerable body of works that the field of IR has engendered on regional issues in world affairs since the late 1940s, consisting of two main waves. The pioneer, and still in use, "regional integration" literature, that lasted from 1940s to the late 1970s, had a primary focus on security and security-defined communities. The "new regionalism" literature that emerged in the 1990s was initially concerned with (de)regulation and the regionalisation/ globalisation linkage, later opening up to issues of sustainable development, human security as well as traditional and less traditional topics of geopolitics. Furthermore, we might be witnessing the development of a third wave of literature on international regions, triggered by the unfolding of novel regional practices and thinking, that is, the "regions to come" discussed in the last part of this volume. This rich scholarship, particularly prolific in the late 1990s, has produced invaluable conceptualisations of distinct cooperation and community-building processes, the legacy of which is a conceptual toolbox well enough equipped and relevant to engage in significant comparative regionalism (Börzel and Risse 2016). The "regional integration" literature emerged from the combined geopolitical anxieties and puzzles of WWII and the build-up of the Cold War. It has been closely associated to the birth of functionalist theory and notably David Mitrany's quest for systemic peace (Mitrany 1943), followed by more or less like-minded scholars informed by alternative views to Realpolitik and deep commitment to pacifism such as Leon Lindberg and Ernst Haas. This publication has two main goals. On the one hand it is a brief introduction to the competition between globalization and regionalization in the international system, visible especially at the turn of the 20th and 21st centuries, with initial dominance of globalization and gradual retreat towards regionalism, or even the nation-states. On the other, it briefly introduces the main theories of regional integration, especially classical theories , including functionalism, neo-functionalism, transactionism, as well as the theories of regionalism of Joseph Nye, Louise Cantori and Stephen Spiegel, William Thompson or Björn Hettne and Fredrik Söderbaum. The analysis concentrates on classical theories of integration and regionalism, as contemporary theoretical developments as well as regional security complex theory are discussed in subsequent chapters.

Regionalization in a Globalizing World. A Comparative Perspective on Forms, Actors and Processes.

This volume explores in depth the origins, current state, dynamics, significance and future prospects of regionalism and regionalization in a globalizing world. Placing a loop on nearly all important ‘world’ regions in the global system today — Europe, the Middle East, West Africa, Southern Africa, Caucasia and Central Asia, South Asia, the Caribbean, Southeast Asia, East Asia, North and finally South America — it is emphasized that regionalization is an unevenly developing, heterogeneous, pluralistic and multidimensional phenomenon but nevertheless global. The processes are advanced in some areas and embryonic in others, but they all contain important similarities and important differences. Our point of departure is that the multidimensionality of contemporary regionalization warrants a new type of analysis, which transcends the dominant theories of regional integration, such as neorealism, functionalism, neo-functionalism, institutionalism, market and trade integration, structuralism, development integration and so on. In contrast to the different versions of mainstream regional integration theory, we argue that the analysis should avoid fixed and one-dimensional definition of regions as well as a ‘narrow’ and simplified focus on instrumental state strategies, regional organizations, security alliances and trading blocs. In response the book argues for the relevance of what has become established as the new regionalism approach (NRA).

Regionalism and Regional Cooperation in International Relations: A Conceptual Analysis

Regionalism as a concept has been a gradual evolution. The supporters of the concept of regionalism opines that a threat to security is supposed to originate between neighbouring countries therefore regional arrangements operate to safeguard peace and security in the region. In international relations regionalism shows an increasing interdependence, lack of national self-sufficiency and ensuring desire of the modern states to cooperate. The movement towards regional cooperation gained an impetus in 1950s through the elements of European cooperation. In 1990s regionalism has warmed up with the processes of globalization and liberalization. Renewed interest in regionalism guides even reluctant actors to move towards deeper cooperative arrangements and enhanced integration with neighbouring countries through either formal or informal institutional frameworks. Regionalism, globalism and complexity: IR under attack

Since regionalism studies first appeared as a field of enquiry in scholarly research, in the '70s, the story has gone far beyond. These studies stemmed from the purely economic-fashioned approach of the 'first-wave', to the IPE approach, which characterized the 'second wave' of regional studies. The main difference between these two strands of studies was the different weight the 'second wave' assigned to regionalism as a global dynamic, opposed to the first wave conception of a European localized policy. This brought a substantial change in IR understanding of globalization, as well of the observable dynamic in the functioning of the international system. The 'second wave' better explained the dichotomy between regionalism and multilateralism in terms of reaction to globalization, enacted by single actors or group of actors in the framework of the existing international multilateral institutions (notably the WTO), which were built within the circumstances of a bipolar world order. This paper tries to push the argument further ahead, building on the existing literature. The main assumption, here, is that regionalism, as a set of policies and economic measures, could be considered as an obvious output, as well as a consequence of the adoption of a strategic behavior by international actors in the context of a changing global world order. In order to understand and to cast properly the regional dynamic, it is necessary to stem from the traditional view of a world made of States, to approach a more nuanced view of a world made of actors. Framed in this way, it is possible to think about the international system in terms of complexity, where effects are not linear but they rather emerge from a dialectical process that takes place within globalism and regionalism. If IR paradigms offer different results, depending on their respective theoretical explanation of International dynamics, it is worth going beyond the paradigmatic fragmentation, to explore the implications of a comprehensive approach based on the concept of complexity.

The Regionalism in the World Economy: Novel Expectations from an Old Habit

Sait AKMAN* Muzaffer DART AN** World economic relationships have recently been transformed by a process of globalisation whereby economic activity between nations and blocs of nations has become influenced by and (arguably) inextricably linked to the resurgence of the regional integration arrangements (RIAs). This article postulates that, despite the fact that regional bloc formation is not something new, the old theory and practice of regionalism cannot adequately describe the spirit and structure of modern RIAs. This study attempts to assess what countries expect to gain from membership of RIAs and tries to distinguish the motives and forces which derive them towards such organisations. In this respect, modern RIAs are compared with the initial, postwar , model of regional integration. The authors seek to establish that, as regional economies have become increasingly interdependent and homogenous, ever deeper regionalism has become the favorued means of economic regulation unless prompt and wide-ranging multilateral solutions are available to reverse this trend.

Dynamics of regionalism and globalism:a critical political economy perspective

This article explores the spatio-temporal dynamics of the interaction on different scales between territorial logics and the space of flows. Included here are the role of global cities, major city-regions, interregional cooperation, cross-border regions, and macro-regional blocs as well as efforts to remove obstacles to the free flow of goods, capital investment, and money capital on a global scale. A particular focus is the complexities of regions, regionalism, and regionalization at different scales and the development of multi-level government and network governance. Another focus is the similarities and differences among modes of European integration (Europe of cities, Europe of regions, Europe of national states, federalism) and the dynamics of regional integration in East Asia and beyond. Remarks are also offered on the North Atlantic financial crisis and the crisis of European integration and the prospects of globalism and regionalism in the light of the global economic crisis.
