Abstract

Institutions and organizations perceiving the use and creation of Open Educational Resources (OER) as consistent with their values, experiences, and needs are developing partnerships in support of the creation and publication of OER (Bell, 2018; Hess et al., 2016; Jung et al., 2017; Schaffert, 2010). Open Educational Resources (OER) are "teaching, learning and research materials that make use of appropriate tools, such as open licensing, to permit their free reuse, continuous improvement and repurposing by others for educational purposes" (Miao et al., 2019, p. 9). Academic libraries are among the organizations advocating for OER, often playing a key campus role in education, advocacy, and support of their creation and publication (Bell, 2018; Lashley et al., 2017; Reed & Jahre, 2019; Sandy et al., 2018). According to the latest Babson Survey, Freeing the Textbook: Educational Resources in US Higher Education, "faculty awareness of OER has increased every year, with 46 percent of faculty now aware of open educational resources, up from 34 percent three years ago" (Seaman and Seaman 2018). While open educational resources (OER) gain traction with faculty who are looking to lower costs for their students and re-engage with their pedagogy, academic libraries are creating a variety of open or affordable textbook programs to help increase the use of OER or low-cost materials as replacements for high-cost traditional materials. Some libraries are creating specific positions to support these initiatives that aim to help faculty who want to adopt, adapt, or author OER. As more of these roles emerge, it raises questions about what the field perceives as the role of an Open Education or OER librarian, and the support that libraries provide OER initiatives. To explore these concerns, I collected position descriptions for librarians whose role it is to support OER initiatives into a corpus. I applied deductive thematic analysis to code it while investigating four main questions: 1) What inspires academic libraries to hire OER-related support? 2) What skills do they anticipate applicants to possess? 3) Where do these positions fit within the organization chart of the library? 4) Is there a standard scope of work that emerges from the corpus? In addition to these four questions, this research also explored the expectations for librarians in these roles to change faculty's perception of OER through outreach and if they are expected to run burgeoning grant initiatives to launch adoption, adaptation, or authoring efforts at their institution.

Best collaborative practices for advocacy and promotion of Open Educational Resources

Purpose – The present study, after reviewing the relevant literature and the recent trends that became evident from the Open Education Global Conference 2018 (and other similar fora), documents the best practices to be adopted by the Greek academic libraries, in order to support the OER actions in Higher Education by making the Academic Community aware of the culture of OER adoption/use. Faculty Survey on OER: Perceptions, Behaviors, and Implications for Library Practice

INTRODUCTION The Mary Couts Burnett Library at Texas Christian University (TCU) seeks to learn more about university faculty members’ perceptions and behaviors related to open educational resources (OER), and to identify one or more initiatives to increase adoption of OER at the university. METHODS The researchers sent a survey to all university faculty using Qualtrics™, and 104 persons responded. The survey used a combination of multiple-choice and free-text questions, and covered OER adoption and creation by faculty members, their perceptions of OER, and recommendations related to possible initiatives to increase OER interest. RESULTS Among respondents, almost half used OER either currently or in the past, while a fifth created their own OER. When comparing OER to traditional textbooks in terms of being scholarly, the majority indicated that OER and traditional textbooks were about the same level, but a quarter of faculty indicated that traditional textbooks were more scholarly. While a large number of competing definitions of the term "open educational resources" exist, with each focusing on different nuances of the copyright permissions structure or the different motivations for sharing open educational resources, a review of these definitions reveals a common baseline understanding. Educational materials which use a Creative Commons license or which exist in the public domain and are free of copyright restrictions are open educational resources. The discussion that has already begun to identify and consider all the options for sustainability must continue. Models must be articulated, tested and evaluated, and the lessons learned shared widely. Sixth priority Copyright and licensing Copyright and licensing is an issue that permeates the discussion and debate on creation and reuse of OER. It is an issue with important implications for both creators and users, and for their institutions. It might be expected to move up the agenda of key issues as more and more OER development takes place. Copyright and its implications for OER need to be explored by the OER community, and the situation clarified for the institution, the creator and the user. UNESCO will hold a discussion on the topic, with input from a panel of experts.

Navigating 21st-Century Digital Scholarship: Open Educational Resources (OERs), Creative Commons, Copyright, and Library Vendor Licenses

Digital scholarship issues are increasingly prevalent in today's environment. We are faced with questions of how to protect our own works as well as others' with responsible attribution and usage, sometimes involving a formal agreement. These may come in the form of Creative Commons Licensing, provisions of the U.S. Copyright Act, or terms of use outlined by contractual agreements with library vendors. Librarians at Eastern Carolina University and Kansas State University (K-State) are among several university libraries now providing services to assist with navigating these sometimes legalistic frameworks. East Carolina University Libraries are taking initiatives to familiarize faculty, researchers, and students with Open Educational Resources (OERs) and Creative Commons Licensing (CCL). At K-State, librarians in digital scholarship and electronic resources identified the overlap of their subject matters through their correspondence regarding users' copyright and licensing questions; a partnership formed, and they implemented a proactive and public-facing approach to better meet user needs and liability concerns at a major research university. KEWORDS digital scholarship, Creative Commons, copyright, electronic resource licensing, library vendor agreements, Open Educational Resources (OERs) Academic librarians in the 21st-century are often faced with confounding questions from patrons regarding all the rights wrapped up in digital scholarly outputs, such as journal articles, books, book chapters, and even blog posts and websites. Sometimes, especially in smaller libraries, there is no copyright expert available, and copyright questions are sometimes tossed about like hot potatoes. In larger academic libraries, the copyright expert often has responsibilities in other areas besides copyright education and outreach.

An Introduction to Open Educational Resources and Their Implementation in Higher Education Worldwide

The digitization of (higher) education has exposed copyright infringement issues, as the unauthorized use of copyrighted materials has become more visible. This article explores the importance of open educational resources (OER) in higher education, focusing on their development, how they are understood, and the opportunities they offer. OER are defined as learning materials released under open licenses, allowing no-cost access, reuse, adaptation, and redistribution. The article discusses the OER movement, its milestones, and its integration into educational practice. It also presents arguments for OER: they enable free access to education, improve teaching practice, diminish legal issues, and foster open science. In addition, it highlights criticisms, including resistance from traditional publishers and concerns about marketing influence. The article concludes by examining current OER implementation in higher education and its promise of innovation. While OER are increasingly adopted, proprietary resources still dominate. The article emphasizes the need for educators to use open licenses meaningfully and innovatively and presents research on OER acceptance and usage. The monitoring of OER development in higher education is essential, but approaches may vary across countries.

O pen educational resources (OER) remain at the forefront of the debate about open access to information and how to address the challenge of providing affordable textbooks for students. University of Massachusetts Amherst developed the Open Education Initiative, creating a grant program that supports faculty in discovering or developing replacement resources for teaching materials that are of little or no cost to students. In their article, "Open Educational Resources as Learning Materials: Prospects and Strategies for University Libraries," Jay Schafer, library director, and Charlie Schweik, faculty member in environmental conservation and public policy and administration, join librarians Marilyn Billings, Sarah Hutton, and Matt Sheridan in telling the story of this initiative. They also provide an excellent primer on the opportunities and challenges of open educational resources for higher education, libraries, faculty, students, and publishers. In the fall of 2010, ARL began working with member libraries on a project to license e-books from university presses. This first step in shaping the licensing terms, business models, and technical platforms that are mutually beneficial to libraries and presses is one in what ARL hopes will be many ways to positively influence the scholarly communication marketplace. Charles Lowry, ARL executive director, and Julia Blixrud, ARL assistant executive director for scholarly communication, describe the license provisions that are key in the current negotiations in "E-Book Licensing and Research Libraries-Negotiating Principles and Price in an Emerging Market." These efforts have defined critical factors that libraries can use in their own licensing discussions. Lowry and Blixrud also identify next steps in the negotiations that ARL will undertake. The last article in this issue of RLI takes a look at longterm trends. For decades ARL members have used the annual ARL Statistics to compare one library to another for planning and budgeting purposes. ARL libraries benchmark themselves against their "peer institutions" to develop strategies for change. Over time as the data change, whether for individual libraries or for the ARL community as a whole, information about collections, staffing, expenditures, and service activities can serve multiple purposes. In this article, Martha Kyrillidou, senior director of ARL statistics and service quality programs, reviews data trends for ARL libraries over the past 20 to 25 years. Of note are the changes about which data are most useful to libraries, including the most recent decision to no longer collect separate statistics on expenditures for serials, monographs, or electronic resources, starting with the 2011-2012 ARL Statistics. The trends highlighted in this article represent the ongoing evolution taking place in research libraries.

The participation of libraries in the processes of publication of monographs in the humanities and the social sciences is a growing phenomenon of dissemination and access to academic-scientific communication triggered in universities, establishing library publishing by practice and expanding it in the search for innovative solutions of cost-effective for authors in those institutions. The performance of editorial activities often adds to the expertise of professional editors from the institution press itself, or from librarians who need to build up such characteristics. Academic Librarians Examination of University Students’ and Faculty’s Perceptions of Open Educational Resources

A survey of 2,574 students and 1,157 faculty members across ten institutions of postsecondary education in the state of Utah was conducted by the Utah Academic Libraries Consortium. Survey items were created to understand the influence of textbook costs on student academic behavior and the viability of faculty adopting open educational resources (OER) as a solution to the cost of textbooks and the possible need for librarian support of OER. Two-year and four-year institutions were compared to identify differences that might exist between them. Most students felt that their academic success was negatively impacted by textbook cost, particularly at two-year institutions where students registered for fewer courses because of associated textbook costs. Faculty survey findings showed that adjunct professors were more likely to require a traditionally copyright-restricted textbook.
