Abstract
Information management is a well-established yet ill-defined management sub discipline. This chapter defines and explores information management through the development of a generic framework. This framework investigates and interrelates the different components of information management. Developed as a re-interpretation of and as an extension to the widely propagated model for strategic management, it deals with the interrelationship of business, information, and decision making at the strategic management, structural, and operations level. The framework and its government maxims place us in position to fundamentally reconsider information management.

ABSTRACT This paper calls for major rethinking in information management research as we enter the second half of the 1990s and approach the 21st century. It argues that, should we not take up the challenges identified herein, it is likely that what little remains of the discipline ‘information management’ will be subsumed into the realms of computer science/engineering at one end of the spectrum, and strategic management and organizational behaviour at the other. It argues that while it is no bad thing that aspects of the topic are dealt with in these related fields, it is important that information management should be seen as a discipline in its own right. In order to achieve this recognition – indeed, in order to earn this recognition – major restoration is required. The paper seeks to begin a debate on this topic by presenting a manifesto1 for reform in the field of information management by discussing a series of concerns regarding the focus, methods and quality of research in this field; its reference disciplines, and its international and cross-cultural considerations. This is not meant to be a comprehensive treatment of the issues by any means, but an attempt to present aspects of the topic that are of importance. By commencing the debate, it is hoped that the issues will become clearer, and action can begin to be taken. The list will doubtless be refined as the debate ensues.

Technology has been continuously improving, causing high business pressures that affect organizations' current and future competitiveness. Gaining competitive advantage is critical for organizations. Among the various resources which organizations deploy to succeed, information is identified as a crucial resource. The success of organizations depends on the decisions made and the excellence of decisions depends upon the quality and reliability of information. If this be so, then information strategies need to be designed and implemented in a comprehensive manner so that the organizations derive competitive advantage. Based on an in-depth literature review and contextual analysis, this paper will review competitive forces and competitive information systems strategies for gaining competitive advantages, explain concepts of value chain, business ecosystems and discuss innovation strategy.

The project "Integrated Management of the Municipal Information System", centred on a local government institution, was set in a context of profound changes, bearing in mind the necessary procedures for successful integration in the Information Society, the structural changes that are required within Portuguese Public Administration, the growing concern for the quality of public services, and the efforts that public and private organizations have made and still have to make so as to achieve these aims 1. The project was developed in the Municipality of Vila do Conde, between the end of 1998 and the beginning of 2002. Two essential, interconnected ideas where at the basis of its development: on the one hand, a new perspective of Archives and Archivistics, as considered within the scope of Information Science; on the other hand, the global context of change mentioned above, underlining the need for administrative modernization and a culture of quality in public services, reducing unnecessary bureaucracy when it comes to organizational procedures, improving the internal systems of management, organization and operation, promoting the adoption of methods of team work, internal communication and cooperation among the various sectors, giving the "clients" the chance to be heard and implementing an information system geared towards management. The project's main concern was directed at the key areas related to information (ways of production / acquisition, processing, circulation, retention / disposal, storage, dissemination and future preservation), which is "the central nervous system" of a public service, and at the effective application of new information technologies, focussing first on the back-office services and afterwards on the front-office areas. Besides the technical change involved (networks, hardware and software, etc.), it was above all a question of changing the organization's culture, essential as a basis supporting the new strategies (involving organizational structure, processes and people-agents / actors). This chapter investigates the main concepts and activities of information in a strategic decision-making system as treated by the literature. Since information became the global economy value source for organizations, the information assumes a key role in contributing to the development of the performance of organizations through the selection of relevant information for their business. The relationship of the strategic management of information with business activities contributes to the process of strategic decision making for a more effective and efficient decision. The understanding of the importance of information as a strategic resource in the management of organizations is becoming more important to strategists than were the formulation of strategy models of industrial society. In the twenty-first century no manager will be able to set and implement the strategy successfully without a basic understanding of information for strategic decision making.
