Implementations in the Australian Public Sector

An automated system to manage records has become a shopping list item for many organisations. In the public sector this trend has been largely driven by the introduction of laws, regulations and standards relating to records management and the provision of accurate corporate records augmented by the fact that records are increasingly ‘born-digital’ rather than paper-based. Despite their increasing popularity as solution providers, successful uptake of Electronic Document and Records Management Systems (EDRMS) is not yet widespread and research into their implementation is still limited. Purpose The purpose of this paper is to explore, identify and gain insight into factors related to electronic records and information management (e-RIM) issues and their influence on the implementation of e-RIM initiative in military service in Malaysia. This exploration was conducted via a literature review and case study. Design/methodology/approach This study adopted a qualitative approach and used a case study involving two army departments in Malaysia. Interviews triangulated by document content analysis and observations were used for data collection. The data were analysed using a directional content analysis approach. Purpose-Technology has influenced the implementation of electronic records management systems (ERMS) in government agencies. The high incidence of poor service delivery in government agencies is a key factor that has put pressure on the government to implement ERMS. Despite the potential benefits of implementing ERMS, the adoption and use of these programs has been slow and some systems have failed. Therefore, the purpose of this study is to assess how Tlokweng land board (TLB) implemented its electronic records management program using Kotter's model and awareness, desire, knowledge, ability and reinforcement change model. Design/methodology/approach-The study adopted a pragmatic paradigm and used a case study research design to collect data at TLB. The research made use of mixed methods approach to collect data using questionnaires, interviews and document reviews. Purposeful sampling was used to solicit data from 53 participants in the land board. Findings-The findings of the study revealed that communication has been used as the most effective tool for managing change at TLB. However, TLB has not yet managed to reinforce the change implemented because of the lack of adequate training and motivation of change champions. Moreover, the change management team has little training on the change management framework produced by the Ministry of Lands and Housing. Research limitations/implications-The study was limited to one land board in Botswana. Therefore, the findings may not be generalized to all land boards. Originality/value-This is the first study to be conducted in Botswana that has assessed change management practices in the implementation of records management systems. This study therefore recommends adoption of the change management lens/framework by a records professional when implementing ERMS.

As we enter the 21 st century, burgeoning information management needs in both the private and public sectors are pushing adoption of automated records management systems, with an Electronic Document and Records Management Systems (EDRMS) representing the most likely solution. Despite this trend, relatively few published accounts of e-records implementations exist that present achieved and measurable benefits .

is the Manager Records Services, at the University of Melbourne. She has previously worked for BHP, State Rail Authority NSW, and the Australian War Memorial. She holds a BA from Macquarie University and the Diploma in Information Management in both Archives Administration and Librarianship from the University of New South Wales. Luisa Moscato completed the Postgraduate Diploma in Information Management (Archives and Records) at the University of Melbourne in 1991. For the past three years she has been employed in Records Services at the University of Melbourne as a Records Analyst. Progressive devolution of organisational responsibilities at the University of Melbourne, combined with a distributed computing environment, has resulted in a number of information technology and electronic records issues that are explored in this article. Records Services staff at the University have adopted a number of strategies to position themselves to take responsibility for the establishment of an electronic records management program and are now proceeding towards the development of electronic records management policy guidelines and standards for the University as a whole.

This paper discussed the factors affecting the readiness in implementing electronic .records management by organizations. The concept of records examined, and records were regarded as important resources that helped to support and provide evidence of transaction in an organization. Similarly, electronic readiness and electronic records management were looked at in the paper. Electronic records management was viewed as involving the use of Information and Communication Technology in planning, directing, controlling and other managerial activities related to the creation, maintenance, use and disposition of records. The theory of organizational readiness for change was also captured. The paper concluded by examining various factors that could affect the readiness of organizations in implementing electronic records management.

The AC+erm project aims to investigate and critically explore issues and practical strategies for accelerating positive change in electronic records management. The project’s focus is on designing an organisational-centred architecture from three perspectives: people, process and technology. This paper introduces the project, describes the methodology (a systematic literature review, e-Delphi studies and colloquia) and presents solutions for improving ERM developed from the people and process e-Delphi responses. ERM is particularly challenging and the solutions offered by the Delphi participants are numerous, and range in scale and complexity. The only firm conclusion that one can draw is that the majority of the solutions are people-focussed ones. The Cynefin framework is introduced as one approach for providing a conceptual overview to our findings on ERM. The sample solutions presented in this paper provide a toolkit of ‘probes’ and ‘interventions’ for practical application in organisations.

This paper reviews a model that has been developed that has emerged from a research project undertaken in Malaysia, United Kingdom and other leading advocates of electronic records management. The model is devoted to general patters in the education and training in electronic records management for the record keepers defined in the study namely the archivists, administrators, records managers and IT personnel. It begins with the development of a generic model for vocational and professional education and training for electronic records management and concludes with the testing of the generic model to the situation in Malaysia. This paper concludes by considering the value of the model that has been created to populations beyond the sampled record keepers.
