Abstract

While there has been significant research into the theory and practice of distributed leadership in the school system, there has been less research into its applicability into higher education. This is somewhat surprising given the pressure on universities to reshape their governance models to accommodate a more competitive business environment as education becomes an important contributor to national economies. It is also interesting that, despite resistance from academics to the more 'enterprise-based' approach to shaping university leadership, there has not been a focus on a distributed leadership model that appears to accommodate the need for the autonomy that underpins academic culture. It is within this context that this paper intends to use the findings of four recently completed empirical projects funded under the Australian Learning and Teaching Council (AL TC) Leadership Project (LP) grant scheme to identify synergies in approach. Improving leadership in Higher Education institutions: a distributed perspective

This paper reports on a qualitative study exploring how distributed patterns of leadership manifest themselves in project teams within a Higher Education institution. The emphasis is on both the 'what' and the 'how' of distributed leadership, thus providing an account of the nature of distributed leadership in higher education and the factors which were found to enhance and inhibit its occurrence and effectiveness. The findings are presented in a model of distributed leadership which seeks to provide an integrative account and a framework for further study. The conclusions focus on both the theoretical implications for the study of distributed leadership and the practical implications for HE institutions wishing to promote effective leadership.

A Discussion About Power Relations and the Concept of Distributed Leadership in Higher Education Institutions

In a context of increasing pressure to deliver high quality teaching and research, the need for " good leadership " has been emphasized as strategically decisive within the sector. Nevertheless, the structure and character of higher education institutions have historically no given space for top-down leadership which is usually associated with managerialism. The concept of distributed leadership has been suggested as a response to new challenges posed towards higher education institutions based on the understanding that more hierarchical leadership practices are not well suited to global complexity and change. In academic environments, the idea of collegiality is strongly-rooted assuming a " first among equals " approach to leadership where authority of professional expertise, self regulation, academic freedom and autonomy are more present than positional power. As a recognition of both the challenges faced by higher education institutions in the globalized world, and of perceptions of leadership that have historically characterized universities, the concept of distributed leadership has been presented as a framework for understanding leadership and change in higher education. The main argument of this article is that with the emphasis on participation and mutual influence, the distributed concept has many common features with the traditional collegial model of leadership in higher education. However, the lack of focus on internal dynamics of power relations still seems to be a limitation of this concept.

In recent years, many studies are conducted about shared leadership process. Distributed leadership (DL) approach addresses leadership along with teams, groups and organizational characteristics. In practice, this approach objects the supposition that an individual should take the lead in order to ensure change. Proponents of this idea claim that shared leadership is required since educational institutions are too complex to be managed with only one individual. Responsibility for managing various complex tasks in organizations is distributed among a myriad of individuals with different roles. The basic principle advocated in this approach is based on the futility of efforts to ascertain a series of best single leader characteristics or best single leader behaviors. Current study aims to provide information on distributed leadership and discuss the applicability of the concept in educational organizations.

Leadership, management, governance and policy in higher education Background literature The challenges facing Higher Education (HE) require a distinct leadership approach that recognises both change required to meet the demands of complex, ambiguous environments and the diversity of disciplinary approaches that contribute to a university (Becher 1987, 1989). The sector needs to take a leading edge role in order to graduate students with skills for industry (Employability skills for the future, 2002), at the same time accommodating reduced government financial support for HE. While multiple theories abound about leadership outside HE, it is claimed that academic leadership is different as it exists in a highly specialised and professional, non hierarchical environment. This has led to much discussion about what constitutes leadership in Higher Education and how to build systematic, multi-facetted collaborative leadership capacity (Marshal 2006). Assessing distributed leadership for learning and teaching quality: a multi-institutional study

Distributed leadership has been explored internationally as a leadership model that will promote and advance excellence in learning and teaching in higher education. This paper presents an assessment of how effectively distributed leadership was enabled at five Australian institutions implementing a collaborative teaching quality development scheme called the Peer Assisted Teaching Scheme. The Scheme brings together expertise from teams of academics, coordinators, and institutional learning and teaching portfolio holders to the shared goal of enhancing learning and teaching quality. A distributed leadership benchmarking tool was used to assess the Scheme’s effectiveness, and we found that (i) the Scheme is highly consistent with the distributed leadership benchmarks, and that (ii) the benchmarking tool is easily used in assessing the alignment (or otherwise) of teaching and learning quality initiatives with distributed leadership benchmarks. This paper will be of interest to those seeking to assess implementations of distributed leadership to improve teaching quality and leadership capacity.

Distributed leadership in higher education: an analysis of heads of departments’ leadership practice in the UAE

The purpose of this research is to explore the extent to which leadership styles or approaches adapted by heads of department in selected independent degree awarding institution in the emirate of Abu Dhabi, United Arab Emirates use the distributed leadership style. This study used a qualitative research approach to achieve the research aim. Evidence from the data shows that there is always no single best approach to leadership and in all places. Leaders’ approaches are driven by the context in which they practice and usually reflect a mixture of different leadership styles. Every leader is different, and they usually do not stick to one type of leadership style as evident in the findings. Leaders tend to adapt different approaches to manage different situations.

From analysis of findings we identified two principle approaches to the distribution of leadership: 'devolved', associated with top-down influence, and 'emergent', associated with bottom-up and horizontal influence. We argue that whilst the academic literature largely promotes the latter, the former is equally (if not more) significant in terms of how leadership is actually enacted and perceived within universities. We conclude, therefore, that as a description of leadership practice, the concept of 'distributed leadership' offers little more clarity than 'leadership' alone. As an analytic framework it is a more promising concept drawing attention to the broader contextual, temporal and social dimensions of leadership. Fundamentally, though, we argue that distributed leadership is most influential through its rhetorical value whereby it can be used to shape perceptions of identity, participation and influence but can equally shroud the underlying dynamics of power within universities.

Distributed leadership: a collaborative framework for academics, executives and professionals in higher education

New models of leadership are needed for the higher education sector to continue to graduate students with leading edge capabilities. While multiple theories of leadership exist, the higher education sector requires a less hierarchical approach that takes account of its specialised and professional context. Over the last decade the sector has explored new leadership approaches based on public and private sector models accompanied by an increase in managerial control, market competition, government scrutiny and organisational restructuring. These changes have increased the gap between academics and 'other' staff as academic autonomy has been reduced. This paper presents a distributive leadership approach that places emphasis on collective collaboration rather than individual power and control. It describes a self-enabling tool developed from the experience of four Australian universities that used a distributed leadership approach to build leadership capacity in learning and teaching. The authors identify that while the intent of the original project did not include building collaboration between academics and executive and professional staff, the outcome was recognition of the importance of both a multi-level and cross-functional approach to leadership.

Demonstrating the impact of a distributed leadership approach in higher education

Higher education is under pressure to advance from a singular focus on assessment of outputs (measurements) to encompass the impact (influence) of initiatives across all aspects of academic endeavour (research, learning and teaching and leadership). This paper focuses on the implications of this shift for leadership in higher education. Demonstrating the impact of leadership in higher education requires taking a step beyond measuring the skills, behaviours and achievements of individual leaders to demonstrating how universities can evaluate the impact of actions taken to build leadership capacity across the institution. The authors extend the outcome of empirical research into how a distributed leadership approach can be enabled and evaluated in Australian higher education-to analyse the effectiveness of these processes for both measuring output and assessing the impact and influence of practice.
