The purpose of the Institute is to undertake applied research and policy analysis on structural changes affecting the developing and transitional economies, to provide a forum for the advocacy of policies leading to robust, equitable and environmentally sustainable growth, and to promote capacity strengthening and training in the field of economic and social policy-making. At the same time as the ‘emerging donors’ have gained relevance in the development cooperation system, they have also challenged established principles of aid. This article compares Brazil’s and Finland’s development cooperation practices in the light of recent global tendencies in the aid architecture. Based on empirical research carried out in Mozambique, Brazil, and Finland, the article gives a detailed review of the institutional and historical settings of each bilateral cooperation. The authors then analyse how two central concepts reinforced during the Busan High Level Forum have been put into practice by a ‘new emerging’ and a ‘traditional Nordic’ donor. For ‘development effectiveness’, the authors found that both countries have been trying to strengthen the role of the private sector in their development policy, although with very different results and emphasis over growth and equity. Concerning ‘democratic ownership’, salient differences were found. While Brazil still emphasises a government-led principle of sovereignty, Finland has embraced a broader interpretation in which development cooperation means working closely not only with public authorities, but also with representative democratic institutions, civil society, the private sector, and the media.

The main objective is to identify the specific mechanisms through which aid has influenced the developmental trajectory of the country and whether one can plausibly link outcomes to aid inputs. We take as our point of departure a growth accounting analysis and review both intended and unintended effects of aid. Mozambique has benefited from sustained aid inflows in conflict, post-conflict and reconstruction periods. In each of these phases aid has made an unambiguous, positive contribution both enabling and supporting rapid growth since 1992. At the same time, the proliferation of donors and aid-supported interventions has burdened local administration and there is a distinct need to develop government accountability to its own citizens rather than donor agencies. In ensuring sustained future growth, Mozambique will have to develop its capacity to maximise the benefits from its natural resources while ensuring at the same time the necessary framework is put in place to promote constructive integration in international markets. Prevailing economic ideas-and fashions-about development have influenced the International Development Association (IDA) since its creation in 1960. The creation of the organization itself is the result of two contemporaneous facts: an urgent need to channel development finance to least-developed countries and an increasing pressure on World Bank management to directly address the issue of poverty in developing countries. Changing views, over time, have been a rationale-and, at times, a justification-for emphasizing poverty and social sectors; for providing grants to particular groups of countries; and for strategic choices and sectoral priorities.
