Managing Information Security Risk

This document has been developed by the National Institute of Standards and Technology (NIST) in furtherance of its statutory responsibilities under the Federal Information Security Management Act (FISMA) of 2002, Public Law 107-347. NIST is responsible for developing standards and guidelines, including minimum requirements, and for providing adequate information security for all agency operations and assets, but such standards and guidelines shall not apply to national security systems. This guideline is consistent with the requirements of the Office of Management and Budget (OMB) Circular A-130, Section 8b(3), Securing Agency Information Systems, as analyzed in A-130, Appendix IV: Analysis of Key Sections. Supplemental information is provided A-130, Appendix III. This guideline has been prepared for use by federal agencies. It may also be used by nongovernmental organizations on a voluntary basis and is not subject to copyright regulations. (Attribution would be appreciated by NIST.) Nothing in this document should be taken to contradict standards and guidelines made mandatory and binding on federal agencies by the Secretary of Commerce under statutory authority. Nor should these guidelines be interpreted as altering or superseding the existing authorities of the Secretary of Commerce, Director of the OMB, or any other federal official. As organizations increasingly rely on information systems as the only way to conduct operations, keeping such systems (and the data within) secure receives increasing emphasis. Not only do firms stand to lose money resulting from such losses, consumers are increasingly wary of conducting transactions with firms with histories of publicized security problems. In many organizations, however, an up-to-date and comprehensive information security policy seems to be increasingly unable to handle security breaches.

Lecture Notes in Computer Science

The Information System Security is characterized by an organized frame of significances, perceptions, concepts, policies, procedures, techniques and measures that are required in order to protect individual resources-assets of the Information System, but also the entire system, from each intentional or accidental threat. The effective security management of an Information System initially requires the elaboration of a complete study, which is based on the methodology of Information System Risk Analysis and Management and which follows three main stages, according to the International Organization for Standardization: (a) Identification and valuation of assets, (b) Risk Analysis, which includes the threat assessment and the vulnerability assessment of the Information System and (c) Risk Management, which includes the selection of countermeasures, the determination of the security policy as well as the preparation, implementation and observation of the security plan. The purpose of this paper is to propose the effective guidelines that have to apply to all organisations ("participants") in the new information society and suggest the need for a greater awareness and understanding of security issues and the need to develop a "security policy".

The Information Technology Laboratory (ITL) at the National Institute of Standards and Technology (NIST) promotes the U.S. economy and public welfare by providing technical leadership for the Nation's measurement and standards infrastructure. ITL develops tests, test methods, reference data, proof of concept implementations, and technical analyses to advance the development and productive use of information technology. ITL's responsibilities include the development of management, administrative, technical, and physical standards and guidelines for the cost-effective security and privacy of other than national security-related information in Federal information systems.

ITL develops tests, test methods, reference data, proof of concept implementations, and technical analysis to advance the development and productive use of information technology. ITL's responsibilities include the development of technical, physical, administrative, and management standards and guidelines for the cost-effective security and privacy of sensitive unclassified information in Federal computer systems. This Interagency Report discusses ITL's research, guidance, and outreach efforts in computer security, and its collaborative activities with industry, government, and academic organizations.
