Technological augmentation in the field of communication is a new way of controlling and manipulating the interface between current political communications and information. This is because, within the new paradigms of power, political communication is under the influence of netocracy, a new and mythical form of cybertechnological superpanopticism. The general objective of this paper is to analyze the phenomenon of cybertechnological globalization where, according to Alexander Bard and Jan Söderqvist, this new form of political and communicative superpanopticism is the result of netocracy. This is related not just to the undermining of capitalism, but also to the myth of internet transparency as the site for communicational freedom. In theoretical terms, this paper seeks to deconstruct this hypothesis based on Slavoj Žižek's position on netocracy. He claims this phenomenon is little more than a new and perverse form of capitalism which engages new methods of manipulating political communication. The methodology used in this paper draws on Bard and Söderqvist's arguments, Žižek's critique and Gilles Deleuze's deconstruction.

The Routledge Companion to Global Internet Histories, 2017

I first describe the personal genealogy and then history of what became the biennial conference series on "Cultural Attitudes towards Technology and Communication" (CaTaC). The series, begun in 1998, was among the first scholarly efforts to foster critical attention to the rôles of culture and culturally variable norms, practices, and communicative preferences in the design, implementation, and responses to Information and Communication Technologies (ICTs), especially as connected via the internet. The beginnings of CaTaC in a particular experience of culture shock grounded its defining concerns with recognizing and thereby seeking to overcome ethnocentrisms embedded in both ICT design and research and scholarship on their diffusion and impacts across the globe: such ethnocentrisms could be observed to issue in a 2 "computer-mediated colonization," i.e., processes of cultural homogenization that thus threatened local cultural traditions and diversity. I review highlights and developments across the 16 years of the series, especially as they refract our defining concerns into four thematic foci: embodiment and gender; democracy and freedom of expression; design; and identity and selfhood. On balance, our signature concerns and critical attention to "culture" (an increasingly problematic concept) has become ever more mainstream since 1998: on the other hand, it is also apparent that the factors that incline both designers and scholars towards ethnocentrism remain. Hence our defining efforts to recognize and overcome such ethnocentrism, for the sake of avoiding cultural imperialism of various sorts, remain pressing and salient.

UNINTENDED CONSEQUENCES: Has the Internet created a social myth too big to fail? (Conference 2012, Melbourne)

Blurb: The Internet in its present form has undergone a number of ‘conceptual evolutions,’ yet at its base it remains an open network of computers programmed to exchange packages of data. In the 1960s Cold War hysteria prompted the United States to create a decentralized network capable of withstanding a nuclear strike. By the 1990s the Internet had developed into a world wide web for mainstream use. While inventors saw the technological potential of the network, it has been the ideological enthusiasm of developers that has propelled the Internet through the last two decades with the promise of its utopian applications. We are now living amongst a certain cynicism of commentators on the scope and application of Internet culture that marks a regression of the hype surrounding online potentialities. Unintended Consequences aims to discuss to what degree it is necessary for us to rethink our current ideological and practical conceptions of the Internet. Its speakers will address and explore issues surrounding the following: - From both a capitalist and counter-cultural perspective, did the Internet develop in the 1990s into, what Georges Sorel would call ‘social myth,’ an inspiring fiction? - If so, how have our aspirational visualisations of the Internet developed since the 1990s (e.g. as a democratizing space, as the free market in its purest form)? - Are the Western values of freedom and the individual that underpin our expectations of the Internet being subverted by its unregulated nature? - Is there a common ‘intentionality’ to the Internet and if so, how can we mitigate against the various ‘unintended consequences’? - Are good intentions ‘good enough’ to explore the limits of ‘hive mind’ and ‘crowd-sourcing’ projects? Or will these concepts come into their own through more corrupt means? - Are we witnessing the establishment of a global social brain? - In what sense is ‘truth’ and ‘reality’ becoming endorsed (or not) as relative concepts online (e.g. through ‘play,’ social media profiling, collaborative editing - Wikipedia)? - Is social networking introducing a new paradigm for morality in our everyday lives? - What exactly are we sharing when we ‘share’ online? To what extent do we affirm or concede parts of our own identity in discursive practices on social media platforms? - To what extent is intrusive, Internet surveillance tolerated by the general public who wish to benefit from combined online connectivity and locality to ‘personalize’ place? Presenters: Marcus Breen of Bond University exposes the social myth of ‘web 2.0 society’ by confronting us with two dystopian aspects of Internet culture: pornography and jihadism. Breen argues that transgressive knowledge circulates freely through the individual’s private engagement with Internet via the computer monitor, thereby dissolving the previous collective nature of media consumption and its societal principles. Artist, games researcher and media scholar at La Trobe University, Hugh Davies is the creator of the Alternate Reality game, The Darkest Puzzle, a game that explores the ethical limits of serious gamification. Inspired by the events of 9/11, The Darkest Puzzle leads gamers through a labyrinth of evidence, conspiracies and game meta discussion. Davies offers a critical approach the “hive mind” and popular phenomena, such as “crowd-sourcing”. Scott McQuire, media scholar and urban theorist at the University of Melbourne, focuses on the permeating impact of networks on situated and material spaces of the urban everyday. McQuire addresses the ambivalent nature of pervasive networks in terms of the spontaneity and serendipity so important to the modern city, as well as their utilization as intensive integrated surveillance. Alex Lambert probes aspects of the mediated gaze and intimacy on Facebook through his research into social media at Melbourne University. Many have identified the voyeuristic enticements of Facebook publicity, though this is only part of the story. Lambert explores how users experience a paradoxical moral backlash against mediated watching. This 'desire not to see' has socio-cultural significance that escapes popular theories of privacy on social network services. Based at Swinburne University, social media researcher, Jenny Kennedy, critiques the rhetoric of sharing in social media with special emphasis on the cultural imaging of these practices. She argues for the need to examine how 'sharing' is used discursively to frame particular activities in a digital or communicative context in particular. Moreover, sharing is being utilized as a rhetorical neutralizer between three social media actors: those that provide content to social media platforms; those that 'own' such data; and those that access and make use of it.

(Re)Inventing the Internet: Critical Case Studies

Although it has been in existence for over three decades, the Internet remains a contested technology. Its governance and role in civic life, education, and entertainment are all still openly disputed and debated. The issues include censorship and network control, privacy and surveillance, the political impact of activist blogging, peer to peer file sharing, the effects of video games on children, and many others. Media conglomerates, governments and users all contribute to shaping the forms and functions of the Internet as the limits and potentialities of the technologies are tested and extended. What is most surprising about the Internet is the proliferation of controversies and conflicts in which the creativity of ordinary users plays a central role. The title, (Re)Inventing the Internet, refers to this extraordinary flowering of agency in a society that tends to reduce its members to passive spectators. This collection presents a series of critical case studies that examine specific sites of change and contestation. These cover a range of phenomena including computer gaming cultures, online education, surveillance, and the mutual shaping of digital technologies and civic life.

The Internet in Question

The purpose of this chapter is to affirm the democratic potential of the Internet. Affirmation is called for by the context of contemporary critical theory, in which the Internet figures increasingly as the problem rather than the solution to the crisis of democracy. This marks a change from early optimistic assessments which still inspire a diminishing band of commentators. But mainstream academic opinion has turned against what is now considered "hype," the exaggerated expectation that the Internet would contribute to the democratization of society.

Rock the Internet Blues! A critical view of the evolution of the Internet from civil society

Starting from an analysis of the differences between virtual communities and social networks, a critical description is developed of how the Internet has evolved in the last 20 years towards a situation marked by the end of dialogue and the obsessive promotion of visions centered on egocentric interests. The historical singularity from which this situation was triggered is identified in Google's decision, in the early 2000s, to make advertising the focus of its business strategy and how it transformed, with the help of others Technology Giants, users in user-products and then agents of their own marketing, with the use of their egomation. The paper investigates the role played by civil society specialized in global information society issues, where it has presented little resistance to the changes that have arisen along the way. In addition to representing a divorce with the shared initial utopias, this evolution is a threat with important repercussions in the non-virtual world, including the weakening of the democratic foundations of our societies. After showing some dystopian perspectives, some concrete guidelines are proposed to change course, highlighting the most important measure: that of declaring a digital emergency that contemplates massive education programs to insert citizens in the ethical challenges, the potentialities and risks of the global knowledge society and especially in what information literacy means.

Conflicting Forms of Use: The Potential of and Limits to the Use of the Internet as a Public Sphere

This thesis examines the potential of and limits to the use of the Internet as a public sphere. To this end it considers the claim that the Internet is or can be a public sphere. To do this there are two related spheres of enquiry: the ‘public sphere’ and ‘the Internet’. The enquiry into the concept of the public sphere is based on an engagement with the work of Jürgen Habermas. The concern of this thesis is to draw on the wider corpus of Habermas’s work to develop a model of the public sphere that takes account of his thesis of ‘colonisation’. Because the process of colonisation results in systemically distorted communication the liberal model of the public sphere is replaced with a model of a ‘radical’ public sphere. These two concepts, the radical public sphere and colonisation then form the basis for the investigation into the potential of the Internet. The Internet, like other technologies, cannot, however, be considered in abstraction of its use. Therefore, a theory of ‘forms of use’ is developed, through which the potential of and limits to media can be analysed. Different case studies are presented in order to show how these different forms of use of the Internet can be supported. However, we can understand that certain ‘systemic’ colonising forms of use of the Internet threaten the functioning of other, radical forms of use. The limits to the use of the Internet as a public sphere are not, however, inherent features of the technology itself, but pertain to its use under a system in which certain social practices and institutions have priority over others. Under these conditions, the use of the Internet as a radical public sphere takes place as a continual struggle against dominant forms of use.

The United States and the world are now a good two decades into the Internet revolution, or what was once called the information age. The past generation has seen a blizzard of mind-boggling developments in communication, ranging from the World Wide Web and broadband, to ubiquitous cell phones that are quickly becoming high-powered wireless computers in their own right. Firms such as Google, Amazon, Craigslist, and Facebook have become iconic. Immersion in the digital world is now or soon to be a requirement for successful participation in society. The subject for debate is no longer whether the Internet can be regarded as a technological development in the same class as television or the telephone. Increasingly, the debate is turning to whether this is a communication revolution closer to the advent of the printing press.1

The Internet in Theory Reevaluated: Theorizing the Role of the Internet in the Political Space

The aim of this paper is to critically reevaluate the capacity of the theories on the internet in politics to grasp the increasing impact of the internet to political space in all countries with rising internet penetration rate. At first, the paper clarifies the current level of the internet coverage around the world and Russia as one of the examples. The influence of the increasing impact of the internet for social spaces and the political space among them in countries with unlimited internet availability is discussed and the conclusion is drawn that the internet influence the political space in the most significant way. Secondly, the paper analyzes the main theoretical approaches to the internet role in politics and draws the conclusion on the shortcomings in the level of the theories and their nationally biased specifics.
