A conceptual framework for performance management in the construction industry is proposed, focusing on the evolution and necessity for effective performance measurement systems. The framework critically reviews existing literature, highlighting the limitations of traditional financial measures and advocating for the implementation of leading indicators within the balanced scorecard approach.
