This article examines the distinctive institutionalized governance processes developed by China and the United States in addressing environmental issues. While China emphasizes state planning alongside its environmental laws, the US relies on law-centered processes, including legislation and regulatory frameworks. The study highlights the historical and cultural roots of these governance structures and discusses the successes and failures inherent in each system. The authors advocate for a comparative approach to understanding these processes and their effectiveness in generating solutions to complex environmental challenges.
