Abstract

In this paper, we outline the requirements of a planning and decision aid to support US Army small unit operations in urban terrain and show how AI planning technologies can be exploited in that context. The work is a rare example of a comprehensive use of AI technologies across the whole planning lifecycle, set in a realistic application in which the actual user community set the requirements. An introduction is given to AI planning, and then followed by discussion of the successful application of this technology to generating operating procedures for chemical plants. Military decision making demands an increasing ability to comprehend and structure the critical information on the battlefield. As the military evolves into a networked force, strain is placed on headquarters and others to collect and utilize information from across the battlefield in a timely and efficient manner. Human capability in analyzing all the data is not sufficient because the modern battlefield is characterized by dramatic movements, unexpected evolutions, chaotic behavior and non-linearities. GIS information is clearly critical for disaster response planning. Formal planning can eliminate otherwise unanticipated conflicts in disaster response planning, particularly in distributed planning. Such conflicts may result in execution-time discovery and resolution, with sub-optimal results. This is especially true in conflicts based upon GIS information as the cases may be subtle, typically resulting from lack of resource access. However, GIS systems do not produce the kind of quantitative information needed for an interface with many other systems, especially planning. New technologies such as GeoSPARQL provide some hope but much work remains. This is a fertile area for research and development.

Plan Recognition in Military Simulation: Incorporating Machine Learning with Intelligent Agents

A view of plan recognition shaped by both operational and computational requirements is presented. Operational requirements governing the level of delity and nature of the reasoning process combine with computational requirements including performance speed and software engineering e ort to constrain the types of solutions available to the software developer. By adopting machine learning to provide spatio-temporal recognition of environmental events and relationships, an agent can be provided with a mechanism for mental state recognition qualitatively di erent from previous research. An architecture for integrating machine learning into a BDI agent is suggested and the results from the development of a prototype provide proof-of-concept.

Artificial intelligence (AI) is the intelligent behavior displayed by machines. In everyday terms, the term AI is used when machines mimic the cognitive functions that people associate with learning and problem solving. The key issues within AI include reasoning, planning, and learning. In military applications, AI becomes increasingly important in systems used at different military levels, from the combat level to tactical and operational levels. This development has led to decision support systems being used at the battalion and brigade levels. Based on empirical data gathered through structured user-centered activities involving military personnel, this study investigates how AI may be used in command and control systems. We study its use in the intelligence and operations processes. FOX-GA: A Planning Support Tool for Assisting Military Planners in a Dynamic and Uncertain Environment

This paper describes FOX-GA, an intelligent planning decision support tool for assisting military intelligence and maneuver battlestaff in rapidly generating and assessing battlefield courses of action (COAs). The motivations behind FOX stem from the need to plan and replan rapidly in such a way as to allow users flexibility and control over planning objectives and options. The environment in which plans are executed (the battlefield) is one that is inherently uncertain and rapidly changing, demanding frequent re-planning during execution. Planners, however, are limited, especially at crisis times; there are far more relevant plan options to be considered than time and resources allow. To help meet these rapid replanning needs, we designed a number of efficient representations containing only the most essential high-level aspects of the battlefield and the plans. A survey of military planning systems

Future military operations rely on increasingly complex joint and multinational environments. This calls for innovative concepts, doctrine, and technologies to support the emergence of new planning and execution systems that are more flexible, adaptive, interoperable, and responsive to a time-varying uncertain environment. The ability to conduct joint operations imposes shared information and interoperability requirements to operate among coalition members as growing complexity and rapid pace of military operations transit from a rigid vertical organizational structure to a more integrated, modular and tailored one. In that regard, Network Centric Operations (NCO) offers a unique setting to take on emerging challenges. Even though deliberate planning tools focus on providing "on the fly" precise tailoring and time phasing of force deployment in crisis situations, suitable coordinated responses are subject to a variety of real-time constraints, local views reflecting incomplete time-varying uncertain information from multiple sources, bounded computational resources and communication bandwidth. The combination of artificial intelligence, operations research and data mining techniques to mention a few, and webbased and information technologies, offer a great opportunity to address new planning system design and integration requirements. In this paper pertinent mission planning and scheduling systems designed to support relevant and specific Air Force and in a certain extent Joint and Navy Forces needs were reviewed. The survey addresses various issues associated with mission planning functions and provides a brief description of methods, tools, and procedures used to plan and schedule complex military operations. Emerging techniques used to build advanced mission planning systems are also examined.

This paper describes a system that uses AI planning and representation techniques as the core of a decision support system. * The planning technology is supplemented with other AI and non-AI technologies. The overall system and initial application domain, military operations planning, are described first. We then describe the integration of SIPE-2, a generative planning system, with three independently-developed AI systems: a temporal reasoning engine, a case-based force selection module, a system for scheduling and capacity analysis.

Weasel: A Mixed-Initiative System to Assist in Military Planning

This paper describes a mixed initiative planning system, called Weasel and its evaluation. Weasel was developed to assist military decision makers in the task of enemy course of action generation. The evaluation assesses Weasel's impact on the decision making performance of two potential user groups. When designing Weasel, we aimed to maximize benefits delivered by the software by focusing support functions on key areas in which expert analysts exhibited difficulties. We also aimed to minimize development, training and maintenance costs by designing displays to reflect expert analysts' representations and relying on human problem solving skills where possible. The goals of the evaluation are to 1) assess whether Weasel increases users' problem solving performance, where performance is measured in terms of overall solution quality, 2) identify the most appropriate user group by assessing whether domain intermediates are helped or hindered more than domain experts, and 3) identify possible negative consequences that may occur when Weasel generates a "brittle" solution. The issues explored in Weasel's development and evaluation are common to many mixed initiative systems.
