The Bulgarian labour market - integrational problems and solutions

Abstract
The state of the labour market in Bulgaria is analyzed from the viewpoint of the basic criteria for integration with the EU and the requirements for equality in positioning of the countries. Areas of problems are drawn such as sustained unequilibrium between supply and demand of labour, low labour activity, ineffective restructuring of employment, considerable lagging in the development high technology type of employment and lagging development in the quality of the human potential. The necessity is pointed out of reorientation of the regulations of the labour market in view of getting nearer to the criteria for membership in the EU and cutting hidden employment, improving the adaptability of labour and orientation of the active policies of the labour market to purposeful selection of the risk groups.

The paper analyses the labour migration from Bulgaria to the EU countries during the past over 20 years, emphasizing on the present days. The labour market migration issues are presented related to the demographic trends in the country and real participation of the Bulgarian immigrants in the labour market of the host countries. Questions of the effect of the Bulgaria’s migration and the internal for the country labour market are also concerned. As a result main conclusions are drawn about the Bulgaria’s participation and integration into the EU labour market and what could be the relevant country’s policy.

During the last years, in Romania and Bulgaria, an acceleration of existent disparities took place compared to the European Union countries as regards the occupational labor structures and an decreased evolution of the active population migration to other EU states. Starting from these considerations, the present paper shows an analysis of general and specific aspects of the labor market in the two neighbouring countries, starting from the general analysis, at national level, continuing with the regional analysis until the local analysis of the labor market, at cross border level.

The labor market policy in the Republic of Bulgaria in the transition period and nowadays has in different extents reflected the needs of the economy. Initially developing along with the labor market, its character is mainly preventive. Later, it includes more active programs and activities targeted at adequate answers to the changes of macroeconomic environment and periods of economic development. The anti-crisis policy in the country from 2008 till now is mostly directed to the financial stability and consolidation and strongly limits the support to employment. However, as a whole the active policy has a secondary and temporary role in employment support and could not exchange the investment activities for creation of places of work. Economic development is the determining one for demand and supply on the labor market and the balance during the periods of its development. Consideration of the peculiarities in economic development and of probable impacts on the labor market is consecutively turning into an inseparable element of the development process of labor market policies. In initial periods of labor market development its policies are mainly directed to overcoming consequences of the economic reforms on employment but now the policy is of clearly expressed active character and targeted to impacts on the processes and behavioral development in target groups according to the preliminary set goals. The functional labor market in the country is an adequate mechanism of the market environment and the conducted policy is more and more accorded to the existing dependencies and interactions between economic development and labor market.

The study of the segmentation of the labor market in the country aims to enrich the existing body of knowledge relating to this issue. A methodological framework was elaborated to study the labour market segmentation by income and employment profiles, based on data from monitoring specific labor and specific income pursuant to individual observations of the National Statistics Institute. There is a link between a specific type of labor and a specific income in compliance with specific criteria to define available or non-available segmentation on the labor market. For the implementation of the specific assignments a survey methodology is proposed in conformity with the European Income and Living Conditions (EU-SILC) survey. Bulgaria is involved therein since 2006.
There are at least two facts that presently outline the importance of matching labour supply and demand in Bulgarian, namely: (a) the increasing demand of labour as a result of the stable economic development and (b) the delay in the restructuring of the educational, incl. vocational system. These two facts deepen the existing skill gap accumulated in the period of economic restructuring. There are also other factors contributing for increasing skill gap e.g. the labour emigration and especially that of skilled labour, the aging of the population, the relatively low economic activity, compared to EU average etc. Due to this the discussion of the sector based approach and the relevant mechanisms, applied in Wales as well as the lessons learned until now could be useful and helpful for Bulgarian policymakers in the field of the labour market.

The current study analyzes the status of both the European and the Bulgarian labor markets from the standpoint of the effects of the current crisis, which has affected the supply and demand of labor as well as the employment structure. It further examines the anti-crisis policies, which have been implemented by the EU and the member-countries of the Community as a means to mitigate the negative effects of the present global crisis that has befallen labor markets. It examines the scale of the crisis and the magnitude of its effect on the quantitative and qualitative parameters, which characterize the labor markets in the European countries and in Bulgaria. The globalisation and the intensive economic and social integration incredibly activate people's mobility. Bulgaria has been facing migration problems with the political, economical and social transformation since 1990, which completely changed the labour mobility environment. As a result, migration flows increase significantly. This fact raises new problems as well as a need for new policies.

The assessment of the net effect of active labour market policy contributes to the effective use of public funds in order to achieve optimal results and provide opportunities for future changes in the priority areas of the employment action plans. The paper examines the basic concepts for assessing the net effect of active labour market policy and assesses the net effect of this policy in Bulgaria. In the process of assessing the impact of active labour market policy at the individual level for each program and measure included in the National Employment Action Plan in 2015 and funded from the state budget, the gross effect, deadweight effect, the substitution and displacement effects are estimated. The report explores the impact of the crisis on the labor market efficiency in Bulgaria and the trends for its recovery. The main focus is set on one of the sub-criteria of the seventh pillar of the competitiveness evaluation, examined annually by the World Economic Forum. In particular, subject of the study are regulations applied in the minimum wage field, crisis and postcrisissocial dimensions connected to the consequences and recovery trends in households income, unemployment and employment indicators. By means of the methods and instruments of the theoretical and empirical descriptive analysis it is proved that in the field of minimum wage there is an improving efficiency and flexibility of the Bulgarian labor market, which does not yet occur as a prerequisite for a considerable increase in the competitiveness of the Bulgarian economy.
