Neoliberalism, mobility and Cook Islands men in transit

Abstract

From the 1990s, neoliberalism has been vigorously promoted by aid agencies operating in the Cook Islands. The solution to the country's economic problems has been sought in the privatisation of government assets and services and the development of free-market principles. Social Impact Assessment reports of these reforms have included information on their effect on women and children under the heading of 'gender'; men, however, are notably absent as a category of analysis. Building on recent work about men, masculinities and development, this paper begins to address this imbalance by examining how Cook Islands men have been effected by, and how they react to, neoliberalism in a series of gender specific ways. In particular, it explores the relationship between masculinity, class, status, and migration.

Over the last few years, there has been burgeoning interest in men as the missing 'other half' of Gender and Development (GAD). From work in the reproductive health field on involving men, to a concern about spiralling male unemployment and the rising tide of gender-based violence, men and masculinities are now very much on the GAD agenda. Yet the shift towards considering men's identities and relations as gendered subjects has provoked ambivalence that extends beyond the debate on whether or not men as men constitute an appropriate focus for GAD activities. It raises challenges that lie at the heart of GAD as a political project and, as such, has a number of important implications for policies and practice.

Pacific women are hardworking, creative, resourceful and resilient agents. Yet their predominant portrayal is one of vulnerable victimhood distinguished by limited opportunities for empowerment and intractable gender inequality and gender violence. Our discussion of gender and social protection in the Pacific starts with the recognition of women’s agency while also acknowledging that pervasive structures and processes of inequality severely constrain their creativity and resilience in adversity. Pacific women are doubly devalued by masculinist structures that have their origins in both indigenous cultures and the introduced culture of a globalizing capitalism in both colonial and contemporary epochs. This discus sion paper considers these dynamics in three countries of the region – Papua New Guinea, Tonga and Vanuatu – exploring how best to approach social protection so as to promote gender equality rather than risk reinscribing prevailing gender inequalities.

Gender issues : Relations between men and women in the low-income districts of Port-au-Prince

The vast majority of the residents of Port-au-Prince’s low-income districts are migrants or children of migrants from the country’s interior. Men and women maintain ties with their families’ places of origin, coming and going regularly as part of trade circuits or simply visiting, sharing important moments of family life. They are also closely involved in the dynamics of the Haitian diaspora abroad: they travel to other countries, help to organize and finance the travels of their partners, children, other family members and friends, and receive money transfers and other items as help from those living abroad.

Vulnerability, Persistence and Destabilization of Dominant Masculinities: An Introduction

The study of Caribbean men is by no means new. However, the emergence of men and masculinities studies in the Caribbean, or what Rhoda Reddock refers (2004) to as the study of men as “gendered beings,” can be located within a larger body of gender and sexuality studies research produced within the last three decades. This Caribbean Review of Gender Studies special issue on Vulnerability, Persistence and Destabilization of Dominant Masculinities represents a series of critical conversations intended to track a range of concerns related to gender, sexuality, men and masculinities in the Caribbean. This issue has been in the making for a very long-time and indeed persistence pays off. The study of Caribbean men and masculinities is an interdisciplinary research field focusing on non-western masculinities studies. The current special issue reflects the diverse sub-themes that have characterised men and masculinities research in the Caribbean to date.

Neoliberalism and the international gender- development agenda: Escaping lyrical metaphorical seduction in the Solomon Islands

Neoliberal economic rationalizations promote gender equality and women's empower-ment as instrumental to economic development and social justice. Women are simultaneously portrayed as victims and saviours, not only for themselves but for their families, societies and the environment. These neoliberal interpretations of gender equality and action are decontextualized and largely blame culture and social norms for underdevelop-ment without challenging structural causes of poverty and oppression. However, such formulations are attractive because they are morally uplifting and offer visions of hope and triumph. Using empirical evidence from a logging dispute in a Solomon Islands village, I examine how framing women's action in this incident as women's resistance fulfils neolib-eral visions of women's role in sustainable development but fails to capture the reality of gender relations. I touch briefly on a construction of agency in neoliberal discourse about women's empowerment that is based on individual free will and structurally dislocated. I argue that escaping seductive lyrical metaphors is necessary for an understanding of gender relations grounded in indigenous epistemologies and an expanded conceptualisation of agency. The gender agenda and neoliberalism Discourse in the international sustainable development paradigm constructs women as perennial victims that are culturally, socially and physically disadvantaged in natural resource management issues. Women's interests are often essentialised and aligned with a life giving nature which is being destroyed by men and modernity (capitalist culture) (Bannerjee & Bell 2007: 140). " Women " as a discrete category, with a unified position in developing countries, is further reified by a globally situated position of disadvantage which constructs " traditional " cultures as partly to blame for a lack of " development " and as a cause of women's oppression (Crewe & Harrison 1998).
