In the empirical analysis of unemployment durations and job durations, it is generally assumed that the stochastic processes underlying labour market behaviour and the behaviour concerning participation in a panel survey are independent. However, there are reasons to believe that the probability of dropping out of the panel is related to the rate at which a (different) job is found. If there is such a relation, and if it is ignored, then the estimator of the rate at which individuals become employed or change jobs will generally be inconsistent. In this paper we analyse the relation between the duration spent in a particular labour market state and the duration of panel survey participation, by explicitly modelling and estimating the joint distribution of both durations. The emphasis will be on models allowing for stochastically related unobserved determinants of both types of duration. We estimate models both for unemployment durations and for job durations.

An econometric analysis of labour market transitions using discrete and tenure data

This paper is devoted to the estimation of models of transitions between labour market states using data collected at discrete dates as is an ordinary longitudinal survey. The innovative feature of the paper is the use of 'tenure' information in conjunction with point sample mformation on the state occupted to identify and efficiently estimate the parameters of a homogeneous Markov process. It is shown that using simultaneously tenure and state records allows full identification of the model and therefore that within-and between-status mobility can be distinguished. This dual type of information can be exploited to design a test of the Markov assumption. An empirical application on data drawn from a balanced male subsample of the 1986 to 1988 issues of the French Labour Force Survey is presented.

Choosing between alternative classification criteria to measure the labour force state

Current labour force counting relies on general guidelines set by the International Labour Office (ILO) to classify individuals into three labour force states: employment, unemployment and inactivity. However, the resulting statistics are known to be sensitive to slight variations of operational definitions prima facie consistent with the general guidelines. In this paper two alternative classification criteria are considered: a 'strict' criterion followed by Eurostat, which results from a stringent interpretation of the ILO guidelines, and a 'mild' criterion followed by the Italian Statistical Office up to 1992. We first show that the labour force statistics resulting from the two classification criteria differ considerably. We then discuss the relative merits of the two criteria by comparing those individuals whose classification depends on the criterion adopted to individuals whose classification is common across criteria. Similarities are established with respect to characteristics known to be relevant to the labour force state to assess which benchmark group individuals whose state is questionable look like the most. An application is presented to samples of married women from the Italian Labour Force Survey from five survey occasions between 1984 and 2000. Results are neatly in favour of the 'mild' criterion and are rather robust to changes in the business cycle, the participation rate, local labour market conditions and the questionnaire design.

We propose a general methodology to measure labour market dynamics, inspired by the search and matching framework, based on the estimate of the transition rates between labour market states. We show how to estimate instantaneous transition rates starting from discrete time observations provided in longitudinal datasets, allowing for any number of states. We illustrate the potential of such methodology using Italian labour market data. First, we decompose the unemployment rate fluctuations into inflow and outflow driven components; then, we evaluate the impact of the implementation of a labour market reform, which substantially changed the regulations of temporary contracts.

Biases in the measurement of labour market dynamics

This paper analyses worker transitions on the German labour market derived from dierent data sources. These include the two German micro data sets which provide high-frequency observations on workers' employment and unemployment histories: the German Socioeconomic Panel (SOEP) and the IAB Employment Subsample (IABS). This exercise thus yields a comprehensive overview of German labour market dynamics. Furthermore, it highlights the dierences between the results obtained from a retrospective survey, the SOEP, and a process-induced administrative data set, the IABS. In particular, our analysis shows which groups of the labour market are particularly aected by measurement error. Comparing Retrospective and Panel Data Collection Methods to Assess Labor Market Dynamics

There is potential for measurement problems in both retrospective and panel microdata. In this paper we compare results on basic indicators related to labor markets and their dynamics from retrospective and panel survey data on the same individuals in Egypt, in order to determine the conditions under which results are similar or different. Specifically, we (1) assess the consistency of reporting of time-invariant characteristics in different waves of the panel, (2) compare the retrospective and panel data results on past labor market statuses, (3) assess the consistency of estimates of labor market transition rates across two specific dates by comparing panel and retrospective data, (4) assess the consistency of estimates of the level and trends of annual labor market transition rates across retrospective data from different waves of the survey, and (5) assess whether retrospective data can provide accurate trends of labor market aggregates, such as unemployment rates. We find that it is possible to garner useful information on labor market dynamics from retrospective data, but one must be cautious about which information to trust and at what level of detail. We conclude with a discussion of implications for future research as well as future survey design.

Measuring Labour Market Dynamics: An Application to Spain

Labour market research has, since the late 1980's, increasingly focused on the dynamic, as opposed to stocks, characteristics of the labour market. This more recent literature can be seen to have developed along two distinct paths: i) an analysis of gross labour market flows over the business cycle (see for example, Blanchard and ). Such studies have repeatedly shown that, in contrast to the traditional perception of labour market being characterised by large sluggish stocks, a considerable number of OECD labour markets are in fact characterised by a significant churning of both workers and jobs across the Business Cycle.
