Muslim Immigrants In Germany Challenge Integration

Abstract

Turkish workers who emigrated from their country to Germany could reunify with their families; and now their descendants live there as German citizens. During turmoils and wars in The Middle East, Africa and Bosnia and Herzegovina many people fled their countries and immigrated to Germany as refugees and asylum seekers. Most of the refugees were Muslim and they all built their own communities, mosques and businesses as Turks had done before. They are Muslims; however, they have different cultures, languages, and denominations. They have had differences among themselves, moreover after decades of living in Germany their successful integration is still a question. We present a historical overview of the integration of Muslims in Germany, discuss the reasons for its failure and highlight the fears that non-Muslims and Muslims face in an increasingly Muslim society. We argue that in the future, society will have to face these fears, not to suppress them, but to take them seriously and find ways to allay them and thus ensure peaceful coexistence between people of different worldviews in a Western multicultural society.

German Muslims and the ‘Integration Debate’: Negotiating identities in the face of discrimination

Based on five focus groups (total N=56) with German Muslims, we analyze discourses on the experience of discrimination and feelings of national and religious attachment. The focus groups took place in mid to late 2010 in four German cities. Whereas only few participants describe personal discrimination by non-Muslim Germans, almost all participants complain about being collectively discriminated and rejected. This perception triggers processes of confirming their original cultural identity, primarily their Muslim affiliation and of strengthening the boundary towards the wider society. The analysis of the discourse shows the participants to fall back into an essentialized way of thinking that makes their ethnic being incompatible with being German; and they resort to their Muslim roots as a cultural resource for identity construction and self-worth. Others cope with their feeling of rejection by engaging in local politics and sports activities that allows them to attribute themselves a hyphenated identity as Turkish-Germans. The findings are discussed in terms of social identity, psychological essentialism, transnationalized religion, and boundary making.

What a pleasure to take part in this event to welcome Esra Ozyurek's new book, Being German, Becoming Muslim. This book joins the growing repertoire of critical studies about the increasingly complex and cosmopolitan makeup of Germany. This book is remarkable for many reasons. First, Dr Ozyurek has taken an understudied field, Muslim-German conversion, and has engaged deeply with it. Moreover, she has uncovered a whole host of nuances entailed in this conversion process that had been neither noticed, nor understood, and she has analysed them. Through the lens of these German Muslim converts, the book reveals a new optics, specifically the articulation of Muslimness through German identity and immigrant identity. Tens of thousands of Germans have converted to Islam. In a society where 'Muslim' has come to imply 'non-white immigrant,' social inferior, and even enemy of the state, and, moreover, where German-Islam for many is a contradiction in identitary terms, how then do native Germans Muslims tread across these conundra? Ozyurek's engaging book leads us through these and related issues. She asks probing, and key questions throughout the text, just as she proposes possible explanations. For example, we learn why the former president Wulf's declaration that 'Islam has become part of Germany history,' created an enormous, even scandalous shock. The huge reaction to his statement begs many questions. Why should Islam and German be the contradiction in terms many claim it to be? Who are these Germans who choose to become Muslim? What are their motivations? Can an indigenous German Islam co-exist with the hegemonically Christian German society, any easier than an immigrant Islam, or, more accurately, immigrant Islams? And, also problematized, is the encounter between German Islam and the various Islams practiced by the immigrants. The opening sentence of the book (p. 1) speaks powerfully to this. It is a statement from German-Muslim converts that she heard over and over again: "I would never have become a Muslim if I had met Muslims before I met Islam…" Clearly, many Germans who convert see Islam in a very inorganic way, as a reified state of being, a static set of strictures and teachings, in other words NOT as a living organic, culturally contextualized set of practices, identities and beliefs that inevitably change with place and time. Their Islam is something unrelated to culture and society, a rarefied intellectual and spiritual project.

Every year more and more Europeans, including Germans, are embracing Islam. It is estimated that there are now up to one hundred thousand German converts—a number similar to that in France and the United Kingdom. What stands out about recent conversions is that they take place at a time when Islam is increasingly seen as contrary to European values. Being German, Becoming Muslim explores how Germans come to Islam within this antagonistic climate, how they manage to balance their love for Islam with their society's fear of it, how they relate to immigrant Muslims, and how they shape debates about race, religion, and belonging in today’s Europe. Esra Özyürek looks at how mainstream society marginalizes converts and questions their national loyalties. In turn, converts try to disassociate themselves from migrants of Muslim-majority countries and promote a denationalized Islam untainted by Turkish or Arab traditions. Some German Muslims believe that once cleansed of these accretions, the Islam that surfaces fits in well with German values and lifestyle. Others even argue that being a German Muslim is wholly compatible with the older values of the German Enlightenment. Being German, Becoming Muslim provides a fresh window into the connections and tensions stemming from a growing religious phenomenon in Germany and beyond.

Muslim Minorities as Germany's Past Future: Islam Critics, Holocaust Memory, and Immigrant Integration

A new cohort of Turkish-and Arab-background public intellectuals in Germany locate the root of problems of migrant communities in a resemblance between Islamic culture and Nazi ideology. Islam critics promote the idea that if, like the children of Nazis before them, children of Muslims can rebel against their fathers and sexually liberate themselves, they will also be able to embrace the democratic values of German society. In their bestseller books Islam critics aim to include migrants in the German national temporal framework and also enable a new interpretation of German history not as an anomaly, an evolutionary modernization story gone terribly wrong, but as an historical model that other nationalities should also pass through and come out of. By studying how highly popular Islam critics position Muslims in relation to memory of National Socialism in Germany this article asks what kind of transformation (and reproduction) is German Holocaust memory and public political culture is undergoing in its perception of its relationship with its Nazi past on the one hand and its multi-ethnic present and future on the other. It also asks what role Muslims and other minorities play in shaping, reacting to, and corresponding with these transformations. There has been differentiation in host societies and Muslim societies which are the most crowded migrant groups in Europe in terms of integration obstacles, definition, borders and integration parameters. Especially, as a result of some historical processes, the relationship between integration and religion has given rise to discussions. Therefore, the aim of this paper is to analyze the identity depression of Muslim Turks in Germany “who migrated because of the labor force requirement of the host country after the Second World War” as a special subject and then make a general induction about all Muslim societies in Europe

The massive in?ux of refugees to Europe during the past year has prioritized issues of integration and immigration on the German political agenda and has resulted in a heated public debate. This refugee debate is deeply shaped by economic, security, and cultural issues. This includes concerns about the costs of immigration and by the question of how well society can include and accommodate the new arrivals. Recent terrorist attacks in European capitals have given rise to worries about security, which are then strongly intertwined with the issue of Islamic extremism and violence. Furthermore, there is a cultural-religious dimension to the integration debate in Germany, characterized by opinions about Islam and Muslims' ability to integrate. Thus, Islam and Muslims raise important issues within different parts of the contemporary German debate on immigration and refugees. This essay addresses the question of Islam in the current refugee debate. It illustrates how Muslims are dealing with the challenges of immigrant reception and with an integration debate that addresses them with highly expectant and accusatory voices, while increasingly recognizing their welfare work in society.

The debate about integration of Muslim migrants and their children in Germany has attained quite some political significance, triggered by notorious publications reflecting the current political culture, and the resilient reluctance of many Muslims to integrate into the host society. Both positions can be traced back to a historically developed epistemic asymmetry that goes a long way towards developing orientalist imaginations and informs visions of Muslim elites. Interreligious dialogue is intended to solve this dilemma. Declared an essential agent of integration efforts, the dialogue still focuses on cultural and religious essentialism, although the majority of Muslims professes a modern, individualised performance ethos, beyond strict religious affinities. The latest endeavour to establish centres of Islamic theology, as suggested by the German Council of Science and Humanities, seems to display a structural entanglement between theology and the policy of securitisation. This essay examines these and related issues with particular focus on dialogue and integration of Muslims in the host community, Germany.

Welcoming Muslims into the Nation: Tolerance Politics and Integration in Germany

Muslims in the West after 9/11. Religion, Politics and Law, 2010

In the past few years, and with the rise of a global terrorist threat, Germany has embarked upon a new policy of “integrating Muslims.” The federal ministry’s 2006 initiative to convene the “German Islam Conference” (Deutsche Islam Konferenz, DIK), an ongoing series of multi-level meetings of state representatives with select German Muslims, is a central element of this policy. Drawing on studies of governmentality, this article analyzes the DIK as part of a broader shift in German policies towards persons from Muslim countries who have settled in Germany since the 1950s, as well as their offspring. I will argue that integration policies in Germany, and elsewhere in Europe, primarily arise out of a deep anxiety (SIC) about how the legal rights and formal equality of immigrants affect the social order and the position of the dominant majority. In the post-9/11 context, this anxiety has led to a renewed effort by the state to shape the space between legal norms and their implementation and to condition the way in which rights are being exercised by immigrants who are now specifically construed as Muslims. The ensuing policy program, which aims to integrate Muslims and of which the DIK is a central part, is rationalized as tolerance. Following Wendy Brown, tolerance here designates the conditional acceptance of Muslims by the dominant majority. The political rationality of tolerance combines the state’s recognition of Islam as part of Germany with its limited support for the incorporation of Islam within the project of normalizing Muslim immigrants. Tolerance asserts the fundamental difference of Muslims and, combined with the variously defined injunction to normalize, results in the natural placement of Muslims at the margins of the national community. The following analysis emphasizes the points of friction between the rationality of tolerance, on the one hand, and the legal order, on the other. Furthermore, it highlights tolerance’s continued fragility; in Germany, tolerance emerges from a context where the recognition that immigrants are essentially free and autonomous beings remains unacceptable to a dominant majority. Looking at Muslim responses to tolerance policies, the article examines how tolerance – as paralegal governmentality – is countered by Muslim discourses of equality that reconstruct the national community as one of dissent. In this way, German Muslim activists are outlining a radically different trajectory for national integration. I refer to this complex of state interpellations of Muslims, as objects of tolerance on the one hand and the dissenting and politicizing discourse of Muslims on the other, as tolerance politics.

The German Government's Policy on Islam and Its Reflections on Turks in Germany

Turkish-origin people living in Germany have always been a subject of discussion, since there is a significant Turkish population that mostly immigrated in 1960’s with labor agreements. There are also other Muslim populations in Germany, such as African, Iranian, and Palestinian, however, Turkish Muslims living in Germany are the most populous migrant group in Germany and a popular target for anti-Muslim racism. This study focuses on German policies towards Islam and Muslims living in Germany. Before deeply analyzing the German Federal Government’s policy on Islam, there is a discussion about the kind of Islam that would be appreciated by Germany. Accordingly, an evaluation of the perception of Islam in Germany using the example Muslim Turks in Germany follows. Meanwhile, in the subsequent section, there is a discussion about the German Islam Conference and its outputs. The German Islam Conference is one of German politicians’ important projects for the integration of Muslims into Germany. In order to understand what Germany really wants to attain, either the empowerment or the assimilation of Muslims, the study focuses on discourse and aims to shed light on the current situation of the perception of Islam in Germany, as well as how Turks are affected by this discourse.
