At the international level, India is emerging as a key actor in climate negotiations, while at the national and sub-national levels, the climate policy landscape is becoming more active and more ambitious. It is essential to unravel this complex landscape if we are to understand why policy looks the way it does, and the extent to which India might contribute to a future international framework for tackling climate change as well as how international parties might cooperate with and support India's domestic efforts. Drawing on both primary and secondary data, this paper analyzes the material and ideational drivers that are most strongly influencing policy choices at different levels, from international negotiations down to individual states. We argue that at each level of decision making in India, climate policy is embedded in wider policy concerns. In the international realm, it is being woven into broader foreign policy strategy, while domestically, it is being shaped to serve national and sub-national development interests. While our analysis highlights some common drivers at all levels, it also finds that their influences over policy are not uniform across the different arenas, and in some cases, they work in different ways at different levels of policy. We also indicate what this may mean for the likely acceptability within India of various climate policies being pushed at the international level.

Climate Change, Policy Development, and Governance: A Special Focus on India

With a focus on the Indian context, this paper explores the complex relationship between governance, policy creation, and climate change. Our study uses a mixed-methods approach and starts with a thorough analysis of the body of knowledge on India's governance systems, climate change policy, and related topics. We gather primary data from key stakeholders through surveys and interviews with them, as well as through secondary sources like academic journals and government papers, including representatives of civil society and environmental experts. The report examines India's climate change policies in-depth, evaluating their coherence, efficacy, and compliance with international obligations. In addition, we conduct case studies in several Indian states to find best practices and areas where policy implementation needs to be improved. In order to identify important lessons and methods that may be applied to India, comparative study of international experiences in climate governance is helpful. Engagement of stakeholders is a key element that offers priceless insights into the difficulties and opportunities involved in developing and implementing climate policies. To forecast the potential impact of various policy options on India's climate resilience and emissions reduction ambitions, scenario building exercises are used. By utilizing this reliable methodology, our research aims to advance knowledge of climate governance and policy formulation while providing detailed suggestions for improving India's climate governance framework and hastening the country's transition to sustainability and climate change resilience.

The Institutionalisation of Climate Policy in India: Designing a Development-Focused, Co-Benefits Based Approach

While there is growing attention to climate policy, effective coordination, design and implementation of policy require attention to institutional design for climate governance. This paper examines the case of India, organized around three periods: pre-2007; 2007–2009 and 2010-mid-2014, providing institutional charts for each. Several key themes emerge. First, the formation of climate institutions have frequently been driven by international negotiations, even while filtered through domestic context. Second, once established, institutions tend not to be stable or long-lasting. Third, while various efforts at knowledge generation have been attempted, they do not add up to a mechanism for sustained and consistent strategic thinking on climate change. Understanding India's Representation of North–South Climate Politics

This paper examines India's role in perpetuating North-South imaginaries in global climate politics. A Global South perspective on climate politics is premised on the differential contribution of developed and developing countries towards climate change, differential adaptive capacities, and the overriding need of developing countries to focus on poverty alleviation and sustainable development. Meanwhile, the North-South binary has been extensively critiqued in the literature for the heterogeneity of each category, narrowing gaps between North and South, and the state-centrism implicit in such a categorization. Based on the understanding that the reproduction of the North-South frame in climate discourses is inherently political, I examine the politics behind their reproduction, rather than focus on the validity of these categories. Since the 1970s, and especially following the 1992 Rio Earth Summit, climate change has become an area of high politics, engaging the whole world at the international and diplomatic level. What matters, though, is how this translates into tangible policies at national and local levels, and how these different scales interact. Highlighting India’s unique position in international climate negotiations, this article first scrutinises various official statements and documents of the Government of India (GOI) on climate change and puts them into an analytical framework that demonstrates continuities, but also significant recent shifts. Investigating the reasons for such modifying trends and examining their consequences, the article then suggests that partly owing to recent changes in global and (geo)political contexts, but also due to an Indian re-thinking of responsibility for addressing global climate change, there is a significant new development. Global climate policy and local energy politics: is India hiding behind the poor?

Along with the large middle-income countries Brazil, China, and South Africa, India has been put under increasing pressure to shoulder parts of the mitigation burden and commit to national emission reduction targets. India, however, refers to its limited capacity and widespread poverty. Is India hiding behind its poor? While others examine the distribution of emissions within the country to answer this question, we study domestic policy making for energy subsidies and access to clean energy. Empirical evidence suggests that domestic policy making is at least partially consistent with the pro-poor arguments advanced at the international level. Given their large number and the country's democratic system, the poor do have some weight in Indian politics. However, pro-poor policies end where they do not translate into greater vote shares. Moreover, India's international position ignores the existing complementarities between climate-friendly and pro-poor activities.

The task for India involves providing abundant and cheap energy to support economic development and empower the middle class, while at the same time meeting international commitments on climate change and reducing overdependence on imported fossil fuels. The Indian low-carbon transition is carried forward through a multi-layered governance system, displaying the intricate dynamics between the central government, seven Union territories and 29 state administrations.

‘Fixing’ the climate crisis: Capital, states and carbon offsetting in India

The paper analyzes dynamics of accumulation and displacement in the Clean Development Mechanism (CDM). It combines the theoretical work of David Harvey and James O’Connor with a case study of the Gujarat Fluorochemicals Limited (GFL) HFC-23 destruction project in Gujarat, India. The framework is used to connect the factors driving opportunities for capital accumulation in the CDM market with the causes of social and ecological dislocation at the local project level. We argue the CDM is a spatial fix to the ecological crisis of climate change which secures conditions of production for fossil fuel industries and promotes new sites of accumulation for other companies. The political economic ‘fix’ is dependent on ‘fixing’ a global socio-spatial divide between developed and developing countries down to ‘fixed’ projects at the local level. This spatial fix facilitates a displacement of the costs of responding to the climate crisis from North to South.

The Democratic Securitization of Climate Change in India

The concept of democratic securitization is an attempt to revise the theory of securitization. The theory has been widely criticized due to securitization theorists' predilection for undemocratic, elite-driven, and illegal methods for addressing urgent threats. Such methods rely on the survival of an "issue," including climate change. Discourses of threat and elite-driven climate change policy are the accepted norms in the Indian political establishment, but such undemocratic processes and the exclusion of certain stakeholders in the policy processes are not appropriate for a democratic country like India. The alternative concept of democratic securitization of climate change policy seeks primarily to expand the concept of "audience" in the negotiation process in the climate change discourse in India. It also demonstrates how democratic engagement and the sharing of climate change knowledge can provide valuable insights into climate policy.

Climate policy in India: what shapes international, national and state policy?

At the international level, India is emerging as a key actor in climate negotiations, while at the national and sub-national levels, the climate policy landscape is becoming more active and more ambitious. It is essential to unravel this complex landscape if we are to understand why policy looks the way it does, and the extent to which India might contribute to a future international framework for tackling climate change as well as how international parties might cooperate with and support India's domestic efforts. Drawing on both primary and secondary data, this paper analyzes the material and ideational drivers that are most strongly influencing policy choices at different levels, from international negotiations down to individual states. We argue that at each level of decision making in India, climate policy is embedded in wider policy concerns. In the international realm, it is being woven into broader foreign policy strategy, while domestically, it is being shaped to serve national and sub-national development interests. While our analysis highlights some common drivers at all levels, it also finds that their influences over policy are not uniform across the different arenas, and in some cases, they work in different ways at different levels of policy. We also indicate what this may mean for the likely acceptability within India of various climate policies being pushed at the international level.

At the September 2019 UN climate action summit, India vowed to upscale its climate action by focusing on a low carbon pathway through renewables and other forms of clean energy, adopting sustainable mobility, preserving water, and securing finances for this transition. Implementing and up scaling these actions form an influential agenda under India’s Nationally Determined Contributions (NDCs) to the Paris Agreement. The emphasis on national determination and its success strongly hinges on the ambition of the states and the seriousness it has for driving climate actions. The initial step is to streamline such activities at sub-national levels to achieve climate change goals. Indian states, like countries, are too at different starting points with dissimilarities in their economic and developmental interests. The growing focus on climate policy in India is not matched by an equivalent level of attention to institutions . Effective institutions are also needed for the design, coordination and implementation of policy. This paper examines the functioning of institutions, organised around three periods: pre-2007; 2007 to 2009 and 2010 to mid-2014. Several key themes emerge: First, the formation of climate institutions has often been ad hoc and is inadequately geared to India’s co-benefits based approach to climate policy. Second, there is a lack of continuity in institutions, once established. Third, coordination across government has been uneven and episodic.
