Research data management is of the utmost importance in a world where research data is created with an ever increasing amount and rate and with a high variety across all scientific disciplines. This paper especially discusses software engineering challenges stemming from creating a long-living software system. It aims at providing a reference implementation for a federated research data infrastructure including interconnected individual repositories for communities and an overarching search based on metadata. The challenges involve a high variety of evolving requirements, the management and development of the distributed and federated infrastructure that are based on existing components, the piloting within the use cases, the efficient training of users, and how to enable the future sustainable operation.

The open access movement has promoted the development and implementation of diversity in institutional repositories. Repositories are the main channels that enable academics towards free access to different academic publications and research outputs such as articles, books, book chapters and conference proceedings. Currently, there is a need to promote open science through open access to academic publications, as well as research data. Both are used to generate research and subsequently a publication. Openness and unrestricted exchange of research outputs calls for the increased development and implementation of both publication repositories and data repositories. Data repositories are platforms that promote FAIR principles of findable, accessible, interoperable, and reusable datasets and research methods Like publications, data in data repositories must be organized with standards and metadata schemas. Various metadata schemas exist for this purpose, such as: OpenAIRE, Research Data Alliance, and Dublin Core. The aim of this research is to present and analyze metadata schemes that are used to organize research data repositories logically and in a structured way, particularly those linked to academic publications to facilitate their findability, accessibility, reusability, and interoperability. This study also includes massive data sets used to generate research, to facilitate its identification, access, retrieval, interoperability, and usability. Academic communication is in an era of transformation as research societies and communities have highlighted the need to develop and implement unrestricted communication channels to data in the open science environment that is financed with public funds from Higher Education Institutions (HEI) and Research Centers (RC).

Background: Open Science seeks to render research outputs visible, accessible and reusable. In this context, Research Data and Research Software sharing and dissemination issues provide real challenges to the scientific community, as consequence of recent progress in political, legal and funding requirements. Methods: We take advantage from the approach we have developed in a precedent publication, in which we have highlighted the similarities between the Research Data and Research Software definitions. Results: The similarities between Research Data and Research Software definitions can be extended to propose protocols for Research Data dissemination and evaluation derived from those already proposed for Research Software dissemination and evaluation. It is easy to argue that open data is critical to enabling faster and more effective research discovery. In this article, we describe the approach we have taken at Wiley to support open data and to start enabling more data to be FAIR data (Findable, Accessible, Interoperable and Reusable) with the implementation of four data policies: “Encourages”, “Expects”, “Mandates” and “Mandates and Peer Reviews Data”. Established and emerging European research infrastructures are holding or will in the near future hold immense quantities of data. Power lies not only in storing and managing these data, but especially also in making them available and accessible to a wider audience, across national borders, scientific communities and disciplines, and by integrating datasets so that more complex scientific questions can be solved. This has challenges, many of which are shared between different scientific communities. To exchange existing expertise and address obstacles, the BioMedBridges, CRISP, DASISH and ENVRI projects-covering the biomedical sciences, physics, social science and humanities, and environmental sciences-have come together to identify cross-cutting topics, discuss current approaches and develop recommendations for future actions needed to solve them.

 Benefit CODATA members: engage with National Committees and Unions where appropriate.  Encourage development and implementation of data policies to benefit Open Science.  Develop policy and guidance with National CODATA Committees (and academies, funders, transnational bodies …), with International Scientific Unions (and Learned Societies, publishers, journal editorial boards ….).

RECODE will leverage existing networks, communities and projects to address challenges within the open access and data dissemination and preservation sector, and produce policy recommendations for open access to research data based on existing good practice. The open access to research data sector includes several different networks, initiatives, projects and communities that are fragmented by discipline, geography, stakeholder category (publishers, academics, repositories, etc.) as well as other boundaries. Many of these organisations are already addressing key barriers to open access to research data, such as stakeholder fragmentation, technical and infrastructural issues, ethical and legal issues, and state and institutional policy fragmentation. However, these organisations are often working in isolation or with limited contact with one another. RECODE will provide a space for European stakeholders interested in open access to research data to work together to provide common solutions for these issues. RECODE will culminate in a series of over-arching policy recommendations for a policy framework to support open access to European research data targeted at different stakeholders and policy-makers (http://www.recodeproject.eu).

Purpose/Thesis: The aim of this paper is to discuss the mutual relationship between open science and theory and practice in RIM (Research Information Management), especially apparent in CRISs (Current Research Information Systems), with an emphasis on the context of research assessment requirements, open science policies and CRIS interoperability. Approach/Methods: The study has been based on the critical review of the newest literature (2015-2019) presenting international studies of chosen aspects. Institution-centric and researcher-centric approaches has been presented. Results and conclusions: The emerging new ecosystem of open science changes the way research is done and modifies the monitoring and evaluating of it. CRIS must take into account the new transformation processes and research evaluation measures. This allows more transparency and more interaction with the individual researcher, as well as with the institutional, national and international stakeholders. Full interoperability and open standards are desired to improve the discoverability and reusability of research outputs and metadata for different purposes. Originality/Value: The study shows the significance of new tendencies in RIM/CRIS for researchers and research-performing organizations at institutional, national and international level.
