Abstract A wide variety of multimedia coding and representation standards have emerged during the past years, in the quest to establish a common denominator for both the research community and the related industry to incorporate results and algorithms in commercial products. MPEG-4 aims to improve where past standards proved ineffective or isolated and integrate different modalities to supply different forms of material, suitable for diverse applications and devices.

In a typical large network (like the global internet) links in the path from the source to the sink have various capacities. The individual link capacities also are not be static. These links are shared, thus are subject to transient congestion. Also, the network elements switches, routers) available over the network themselves have unequal computational power, and these too are shared. Thus, the computational power allocated to individual adaptation process is also dynamically variable. This second level of asymmetry is particularly significant for the programmable networks-such as active networks . In this research we take a fresh look into this problem from a unified perspective of adaptation with respect to both the fundamental network resources-bandwidth and processing power.

This work addresses the optimization of TV-resolution MPEG-2 video streams to be transmitted over lossy packet networks. This paper introduces a new scene-complexity adaptive mechanism, namely the Adaptive MPEG-2 Information Structuring AMIS mechanism. AMIS adaptively modulates the number of resynchronization points i.e the slice headers and intra-coded macroblocks in order to maximize the perceived video quality assuming it is aware of the packet loss probability and the error concealment technique implemented in the decoder. The perceived video quality depends both on the encoding quality and the degradation due to data loss. Therefore, AMIS constantly determines the best compromise between the rate allocated to pure video information and the rate aiming at reducing the sensitivity t o p a c k et loss. Results show that the proposed algorithm behaves much better than the traditional MPEG-2 encoding scheme in terms of perceived video quality under the same tra c constraints.

Scalable Video Coding (SVC) is a recent amendment to the ISO/ITU Advanced Video Coding (H.264/AVC) standard, which provides optional but efficient scalability functionalities on top of the high coding efficiency of H.264/AVC. In addition to bringing a cost-efficient solution to the delivery of different formats of the same content to multiple users, it can be used to provide a better viewing experience (enhanced content portability, device power / content-quality adaptation, fast zapping times and fluid forward / rewind functions, efficient error retransmission, etc.). This article describes the potential of SVC, in terms of applications and performance. A brief overview of SVC functionalities, as well as practical use cases, are given in the following sections. Different performance evaluations, based on test results, are also described. 1.

Video broadcasting protocols can improve the efficiency of video on demand services by reducing the bandwidth required to distribute the videos that are simultaneously watched by many viewers While many broadcasting protocols have been proposed, none of them takes into account the fact that the server will broadcast compressed videos whose bandwidth requirements depend on the rate of change of the displayed images.

MPEG-21, the new Multimedia Framework standard is nearing completion. It is centred around the concept of a Digital Item which is exchanged in the form of an XML declaration. This paper initially considers the challenge of compressing these Digital Item Declarations and presents conclusive results showing that schema based compression is the best solution. A new technique is then presented whereby the one-way delivery framework is expanded to allow client selection and control of Digital Item fragment transmission. This uses a new Remote XML Exchange Protocol (RXEP) which significantly reduces storage and time delays in mobile environments. Finally, the new approach is combined with schema-based compression to offer maximum efficiency.
