Abstract

Authoritarian learning plays an increasingly important role in global processes of autocratization and democratic backsliding yet remains understudied and undertheorized. This chapter reviews conditions that elevate the role of authoritarian learning in the international system. It assesses the state of research with a focus on definitional debates concerning what authoritarian learning is and is not. In contrast to more restrictive definitions, the chapter presents an expansive definition of authoritarian learning as a process in which autocratic actors assess the appropriateness and effectiveness of ideas, rules, norms, and practices based on their observed utility. It argues that such processes are evident in both authoritarian and democratic regimes, and operate at the domestic, regional, and international levels. Turning to research horizons in the study of authoritarian learning, it advocates for comparative work that will shed light on specific mechanisms and causal pathways of authoritarian learning.

Politics and Governance

The normative structure of the international system is changing, driven by the logics of effectiveness and appropriateness. Whereas the balance between democracy and autocracy had clearly favored the former, this appears to no longer be the case. Not only are authoritarian methods spreading because they have been found to be successful, but democracy’s very legitimacy has been eroded from self-doubt and as a consequence of rising and increasingly confident authoritarian great powers. This commentary provides an overview of these trends.

CAN AUTHORITARIAN REGIMES LEARN? THE CASES OF BELARUS, KAZAKHSTAN, RUSSIA AND UKRAINE.

Authoritarian learning has received scant attention in academic literature. This analysis emphasises how authoritarian regimes in the former-Soviet Union (FSU) learn from one another to consolidate authoritarianism. The argument is that regimes use similar tactics and institutions to consolidate authoritarianism. The study uses the cases of Belarus, Kazakhstan, Russia and Ukraine to offer comprehensive analysis of authoritarian consolidation. Using a methodology of case studies, longitudinal analysis and discourse analysis, I show that these regimes have become more authoritarian, using similar tactics and building comparable institutions. The research suggests that the cases share similar characteristics that seem unlikely to have appeared in each state by themselves. Learning is the most applicable explanation for this. The investigation uses hypotheses that make a strong case for authoritarian learning. The thesis argues that existing authoritarian typologies should explain a few cases which share similarities. Currently, literature uses a chosen rubric universally to explain many cases. This weakens typologies, exhausting effectiveness in explaining different authoritarian regimes.

Democracy prevention: The international collaboration of authoritarian regimes

Current scholarship increasingly argues that international factors and, more specifically, authoritarian collaboration fundamentally affect the persistence of authoritarian rule. In order to generate a better understanding of the nature and effects of these international dimensions of authoritarianism, this article provides a conceptual framework for various aspects of authoritarian collaboration to prevent democracy, particularly the relationship between authoritarian regime types and their international democracyprevention policies. It differentiates between authoritarian diffusion, learning, collaboration and support, as well as between deliberate efforts to avert democracy and efforts not explicitly geared towards strengthening autocracy. The article further distinguishes between crisis events and normal conditions where authoritarian rulers' hold on power is not in danger. It is argued that authoritarian powers' motivations to provide support to fellow autocrats are self-serving rather than driven by an ideological commitment to creating an 'authoritarian international': authoritarian rulers first and foremost strive to maximise their own survival chances by selectively supporting acquiescent authoritarian regimes, maintaining geostrategic control and fostering their developmental goals.

What authoritarianism is … and is not: * a practice perspective

This article highlights three main problems with current conceptualizations of authoritarianism: they constitute a negative or residual category, focus excessively on elections and assume that authoritarianism is necessarily a state-level phenomenon. Such ‘regime classifications’ cannot help us comment intelligently on public concerns that politicians like President Rodrigo Duterte, Prime Minister Narendra Modi, Prime Minister Viktor Orban or President Donald Trump are essentially ‘authoritarian’ leaders. This article proposes that, in order to provide political scientists with better tools to distinguish between contemporary threats to democracy and interpretations imbued by left-liberal prejudice, authoritarianism studies must be reoriented towards studying authoritarian as well as illiberal practices rather than the fairness of national elections alone. The article defines and illustrates such practices, which exist in authoritarian, democratic and transnational contexts. Comparative analysis of authoritarian and illiberal practices will help us understand conditions in which they thrive and how they are best countered.

Authoritarianism, Democracy, and Development

This paper reviews the evidence on authoritarianism and development from the perspective of a policy-maker providing advice to an ostensibly developmental authoritarian regime. It finds that the cross-national statistical evidence on regime-type and development is inconclusive, and argues that varying experiences of development under authoritarianism are better-captured by structured-focused comparisons using ‘developmental states’ and ‘political settlements’ frameworks. Although these frameworks provide a good starting point for thinking about development in particular authoritarian regimes, they do have their blind spots. In particular, they have little to say about whether transitions from less to more developmental forms of authoritarianism are possible or how they take place, or how transitions from authoritarianism to democracy can be managed without derailing development. Ultimately, more research on these issues is needed.

Abstract: This paper examines authoritarianism as a source of knowledge in critical form. Knowledge as the conscious acquisition and comprehension of believed facts that are truly justified comes from many sources like perception, reason, memory, testimony, senses, intuition, instinct, revelation, anamnesis, experience, spiritualism and authority. However, the type of knowledge the philosophers are interested in is propositional knowledge which answers the name only when belief, evidence and truth according to Hospers and Scheffler are satisfied as conditions. Authority is the reference point of pronouncements, laying down what is right or wrong and deciding what to be done. In education, authority refers to an individual regarded with such power and right to make pronouncements sequel to his mastery, records and achievements in an area of knowledge. Authoritarianism is, therefore, making use of the force authority; blind subjection and submission to authority in terms of knowledge without verification and objection. It sources knowledge of course, as in revealed and textbooks plus verbal utterances but results to conventionalism, conformity, lack of self-reliance, closed mindedness, docility, inconsistency and ruling out the three conditions of knowledge. Authoritarianism Reconfigured: Evolving Forms of Political Control

The Political Science of the Middle East: Theory and Research since the Arab Uprisings. Eds. Marc Lynch, Jillian Schwedler, and Sean Yom. Oxford University Press, 2022

This chapter explains how strategies and forms of authoritarian rule in the MENA have evolved greatly since the Arab uprisings. Sidestepping normative expectations for democracy and democratization, the chapter shows the primary pathways of change and persistence for many dictatorships. Many autocracies have become personalistic, bucking assumptions that rational leaders should protect themselves with hegemonic parties rather than cronies and sycophants. Most have become far more repressive since the uprisings, despite the costs of ramping up coercion. Others have catalyzed new modes of cultural domination that induce compliance through ideology. This chapter examines the shift in these different domestic practices, showing also at the external level how many regimes have also become imbricated in new networks of international support. These developments enrich prevailing theories about authoritarianism but also show how quickly regional events outpace them.

Developing the Concept of Authoritarian Learning

The study attempts to begin to construct a conceptualisation of authoritarian learning to expand further understanding of this important topic. The study uses four research questions to create this conceptualisation. These are what authoritarian learning is, why are some regimes successful, how authoritarian regimes learn and is authoritarian learning different to other forms of learning. The construction of a conceptualisation of authoritarian learning is the primary novelty and contribution of this investigation. Currently the nascent authoritarian learning literature has failed to explain what is meant by authoritarian learning. This study fills this gap. The second contribution and novelty of the investigation is that unlike other analyses on authoritarian learning, this study assesses how authoritarian regimes learn from domestic historical events. In terms of findings the study established that authoritarian regimes acclimatise to both successes and failures and that both these can be imitated. Therefore the investigation argues that adaptability and emulation are paramount to authoritarian learning. Thus what can be stated is that authoritarian regimes learn from domestic historical events and from each other; to succeed they adjust and duplicate; and that authoritarian learning, this study contends, is a mixture of adaptation and emulation.

The article analyzes the specificity and distinctiveness of authoritarian regimes operating in a global network of complex and multidimensional international relations. The author of the article asks the question: to what extent the dynamically changing paradigm of authoritarian ideology is responsible for the occurrence of various types of tensions, rivalries, and antagonisms caused by authoritarian regimes, the effects and consequences of which affect not only national and regional political conditions but also cause severe international repercussions? Authoritarian Practices in a Global Age

This book challenges the assumption that authoritarianism is necessarily a phenomenon located at the level of the state, and that states as a whole are therefore either democratic or authoritarian. Its central aim is to shed light on manifestations of authoritarianism that are not confined to the ‘territorial trap’ of the modern state, and are not captured by the concept of an authoritarian regime. Redefining authoritarianism from a practice perspective allows us to understand how authoritarian practices unfold and evolve within democracies and in transnational settings, in what circumstances they thrive, and how they are best countered. Authoritarian Practices in a Global Age provides a parsimonious framework for recognizing and analyzing contemporary manifestations of authoritarianism beyond the state, and a number of empirical case studies. The empirical chapters cast a wide net. They comprise a study of transnational repression by authoritarian states; two chapters on informal and formal multilateral collaboration in anti-terrorist policies; a chapter on corporate and public-private authoritarian practices in the mining sector; and a chapter on cover-ups of child sexual abuse in the Catholic Church. The concluding chapter draws out commonalities and unique features from the case studies, thereby setting out a research agenda for future studies. Authoritarian practices, once operationalized as demonstrated in this book, can and must be classified and compared, and causal connections established with other phenomena such as violence, corruption or inequality, if we are to suggest ways of responding to them.
