Abstract
Cognitive Informatics (CI) is a contemporary multidisciplinary field spanning across computer science, information science, cognitive science, brain science, intelligence science, knowledge science, cognitive linguistics, and cognitive philosophy. Cognitive Computing (CC) is a novel paradigm of intelligent computing methodologies and systems based on CI that implements computational intelligence by autonomous inferences and perceptions mimicking the mechanisms of the brain. This paper reports a set of position statements presented in the plenary panel of IEEE ICCI*CC'14 on Cognitive Informatics and Cognitive Computing. The summary is contributed by invited panelists who are part of the world's renowned researchers and scholars in the transdisciplinary field of cognitive informatics and cognitive computing.

The editorial team is honored to announce the publication of the conference proceedings of the Third International Conference on Cognitive Computing and Information Processing (CCIP 2017). The conference, which was jointly organized by the Departments of Computer Science and Information Science and Engineering of JSS Academy of Technical Education, Bengaluru, was the third in the series. The focus of the conference was to understand the recent advancements in the cognitive era of computing systems that emulate the capability of human mind. The conference provided a forum for researchers and practitioners to present and discuss new research results, practical applications, and also promote collaborative research activities in cognitive computing and information processing and related field. There were 130 papers submitted to CCIP-2017 (General track and four special sessions, namely, Cognitive Computing in Video Analytics, Cognitive Computing for Applications on Smart City, Cognitive Computing in Medical Information Processing, and Women in Information Processing) and they all underwent a rigorous review process. Upholding the quality requirements, around 33% of the papers received were selected for presentation.
I became involved in AI during the 1970s, when I was in graduate school, because I wanted to understand the nature of the mind. This seemed as though it were one of the core questions of science, on an equal footing with questions about the nature of the universe and the nature of life. Artificial intelligence, with its computational metaphor, offered the only clear course for tackling this challenging problem, and the progress made in the field's first 20 years, since its founding at the 1956 Dartmouth meeting, seemed impressive enough to promise rapid strides toward a broad computational theory of mental phenomena.
