Abstract
This chapter elaborates the basic concepts underlying the development of Web-based decision support systems (DSS) with a discussion on the key concepts and technical issues. The utility of Web-based decision support system in enhancing communication and decision-making capability in a distributed environment or a multiple stakeholder process (MSP) has been explained through examples with diverse application from the real world. Further, the chapter introduces a Web-based decision support system developed by the authors for water resources management on basin scale and also some evolving concepts like mobile agent technology to meet the challenges and problems associated with traditional Web-based DSS. Web technology has enabled an efficient way of providing and exchanging applications for Decision Support Systems (DSS). Online technology has become the foundation for the design of the web based DSS and the operation development center of DSS. The Webbased DSS is a powerful method which can help users to identify data and accessible services as an online service on the Intranet. The Web-based DSS consists of a computerized framework which, through the web browser, provides users with decision support information or resources. The aim is to provide fast and inexpensive access to data, information and expertise available around the world, along with the ability in order to collaborate effectively with remote partners in decision support systems. Speedy processes, improved communication and teamwork, distributed computation, improved group members' efficiency, improved data management and data warehouse management in decision making systems and providing remote control are some targets of the webbased DDS. In this study, recent achievements and application of the Web-based DDS in the different field are reviewed to suggest new ideas in the research filed. As a result, the research filed can be moved forward.

A web-based decision support system, GZ-AgriGIS, was developed to assist local farmers in the region of Guangzhou, China make field-based crop management decisions, e.g. fertilizer applications (replacement) and irrigation. The system was aimed to share available site-specific agricultural domain knowledge and analytical models with the local farmers. The representation of domain knowledge and organization of analytical models were outlined. Considering the micro-environmental variations of the region, we paid special attention to the spatial suitability of domain knowledge and analytical models. Through the online service of GZ-AgriGIS, farmers can easily acquire scientific guidance for crop management decisions.

A wide variety of specific Decision Support Systems have been and can be built using Internet and Web technologies. This survey article is a focused and updated version of Power (2002) Chapter 11 "Building Web-based and Interorganizational Decision Support Systems". The survey emphasizes the what, how and why of building Web-based DSS. Also, Web-based examples of all five major categories of DSS, communications-driven, data-driven, document-driven, knowledge-driven and modeldriven, are summarized and analyzed.
Today decision support systems are major actors of Information Technology based systems in management, which may improve the quality of decision making. In this study we aimed to build an architecture that will ease implementing decision support systems as well as explore how a web-based system can be useful for rapid and flexible access to information required for decision-making.

The methods and technologies for planning and management of water resource systems have matured over the past decades. However, relatively few of them have been actually and regularly applied in real world decisional processes. Developing decision support systems for water resource applications is a complicated and challenging task. The objective of this paper is to study of the application of decision support systems in water resources management. The paper is divided in three parts. In the first part, the general definition of reservoir and Decision Support System (DSS) is presented. The second discussion is devoted to a literature review of DSS related to water resources management. And finally, two case studies of DSS are presented.

The ultimate objective of the Glowa-Volta Project (GVP) is to develop a Decision Support System (DSS) for the management of Volta Basin water resources that is scientifically sound and relevant to the needs and interests of diverse water sector stakeholders. An integrated economic-hydrologic model has been developed at catchment and basin scale, and preliminary output demonstrates the value of integrated analysis in evaluating water-energy sector interactions. This paper presents our first efforts to link GAMS and WaSiM models and the first prototype of the DSS.

Decision making processes for developing water resources systems infrastructure and operational policies have ceased to be the exclusive domain of just a few, privileged persons making decisions. Now, more and more groups of the society at both the international and national levels are demanding opportunities to participate in decision making, as well as information about potential consequences of policy decisions.
