This is nowadays most prominent in supporting the ongoing evolution of Artificial Intelligence (AI) and decision-making systems. As these systems are becoming increasingly reliable, and supplanting the presence of humans, the question of accountability and trust in these systems is increasingly coming to the fore. This editorial positions and showcases a collection of papers from the 2018 Australasian Conference on Information Systems within this context.

Considering the large number of countries that have developed NCSS, the paper seeks to define common motives that enable NCSS development to be understood as public policy phenomenon. In order to achieve this, the paper employs qualitative coding to review the NCSS of 54 countries. Descriptive coding is used to distill common motives, and then pattern coding is employed to develop themes as a way to explain the development and adoption of cyber security strategies by governments. The themes are National Security, Jurisprudence, and Politics. Enabling greater clarity in the motives that lead to cyber security strategies provides policymakers and scholars with additional insights into the development of initiatives that aim to take advantage of the opportunities presented by cyberspace while mitigating its security threats.

The objectives of our research are to: (a) systematically map all the programs onto an ontological framework, and (b) systemically analyse their relative emphases at different levels of granularity. We mapped all the health program initiatives onto an ontology with five dimensions, namely: (a) Policy-scope, (b) Policy-focus, (c) Outcomes, (d) Type of care, and (e) Population served. Each dimension is expanded into a taxonomy of its constituent elements. Each combination of elements from the five dimensions is a possible policy initiative component. There are 30,030 possible components encapsulated in the ontology. It includes, for example: (a) National financial policies on accessibility of preventive care for family, and (b) Local-urban regulatory policies on cost of palliative care fo...

Concerned nurses are the main end-users of EHR systems. Based on knowledge of evidence-based management (EBM) and the issues (goals and methods) of Health Information Systems (HIS) evaluation, this research was performed in four regional teaching hospitals by adopting a quantitative approach research design to perform “goal-based evaluation” research. The results of Path Analysis indicated that 17 of 21 hypotheses were accepted in this study. In addition, the results of One-way ANOVA with Scheff test comparisons indicated that Age is the most important variable in measuring System Quality, Service Quality, Safety Quality, User Use and User Satisfaction; Education is important in measuring Service Quality; and Seniority is important in measuring System Quality, Service Quality and...

Informed consent implies that a patient is fully informed of the implications of their medical status, and gives voluntary agreement to divulge or permit access to or the collection of their health information. Many organisations with access to health information have not obtained the individual's consent for disclosing personal information (Gaithersburg 2000). Effective notification and truly informed consent requires that individuals know and understand the contents of the record. It is unethical to use implied consent when the patient is not fully aware of

ELearning environments can be a positive experience if they incorporate the learner’s needs, motivational factors to increase participation of the learner and to achieve satisfaction in learning knowledge. The interactive nature of social and interactive eLearning environments incorporates engaging features evident within Social Media and Web 2.0 Technologies to increase interactivity within the eLearning community. Learning Outcomes determines if the learner has achieved their competencies in actual or perceived results. This paper proposes a new conceptual model that focuses on understanding specific learning outcomes by examining whether learners needs are met before examining their eLearning experience and engaging motivational elements in order to achieve satisfaction. As a research-in-progress the next stage is to vali...

The aim of this paper is to identify the social support features presented in these mHealth applications. Ten applications were selected and analysed based on the literature review and search of the phrase 'The Best Diabetes Apps of 2018' with the Google search engine. The results indicated that some social support features have been implemented in these applications however, its presence is sporadical. There is a need for further development of these apps, introducing and utilising features for social support such as social facilitation, cooperation, competition and recognition.

Special issues of persuasive technology in biomedical informatics [1] and Health Behavior change support systems [2] could be seen in recent years. Stakeholder perspectives are important aspects in health related applications as Maarop et al. [3] indicated. Kuonanoja et al. [4] also pointed out the importance of stakeholder involvement in the value sensitive persuasive applications. Stakeholder involvement plays a crucial role in personalized medicine and self-management applications [4, 5]. Five selected papers on this mini-track included study of Health Behavior Change Support Systems in the areas of health and wellness. These studies include self-management on digital stress management, smoking cessation, time management based on the stakeholder feedback and the ontology of selfmanagement applications. Shaw et al. The aim of this paper is to develop a knowledge system based to use social attributes to estimate the prevalence of type II diabetes in a given area in Australia to support public health policymaking. The focus of this paper is towards answering the research question How can social determinants associated with type II diabetes, be used to incrementally develop a supporting knowledge-based system (KBS)? The contribution of this paper is two folds: 1. The problem domain is analysed and a suitable KBS development framework is chosen 2. A prototype is developed and presented. Initial results with preliminary data confirm the validity of the approach.

The aim of this study is to explore whether there are any differences in the patients’ perceptions toward the design features of online patient education according to the patients’ stages of change. Patients and carers who use chronic disease websites from Australia were invited to participate in the study to understand their perspectives on the design features. The statistical analysis package for the social science 19.0 (SPSS 19.0) and Smart PLS were used to perform statistical analysis for answering the research questions and related hypotheses. The results indicated that the patients’ perceptions tended to differ in terms of online patient education design features, interpretability and presentation of content, according to their stages of change. The patients, across different stages of change, did have differing perceptions regarding certain constructs within the online patient ed...

In this paper, we utilized value sensitive analysis in evaluating a mobile application to examine how value sensitive analysis can benefit persuasive system design. The evaluated Milky Way application is meant for women with the intention to breastfeed. It supports the users in continuing to breastfeed for a longer period of time, being faithful to the recommendations by World Health Organization. Our results show, that value sensitive analysis brings new and valuable information to the design process of a persuasive system, which in turn can make it more meaningful for users as well as more efficient in supporting behavior change. The issues are not only about the number of mortality but also the economic implications caused by the diseases. This paper aims to exploit the mobile technology potential by developing an mHealth medical record to assist the prevention and controlling of diseases in Indonesia, particularly in the West Papua Province. Design Science Research (DSR) methodology in Information System (IS) is employed to guide these research activities. This solution enables the medical data to be deposited by a person directly and personally utilising the developed mHealth application installed in the smart phone. By the time that person needs a further health examination for the NCD symptoms, the deposited data allows a General Practitioner (GP) making decision relatively easier at the first place. Some issues have been identified: data integrity and reliability as well as the manual assessment by the GP. Therefore, further evaluations are sought.

Telemedicine is one of the services that rely heavily on ICT technologies to enable remote patients to communicate with their health professional. The patient communicates with the health professional for a follow-up or for a consultation about his/her health condition. This communication process is referred to as an electronic consultation (e-consultation). However, the usage of e-consultation can be influenced positively or negatively by external or internal factors. External factors refer to the environment surrounding the system and the system itself, while internal factors refer to user behaviour and motivation. OBJECTIVE This review aims to (1) investigate the barriers and the facilitators that influence the use of home consultation systems in the healthcare context. Further, it aims to (2) identify the effectiveness of Home Online Health Consultation (HOHC) sys...
