Paradoxalement, il demeure fragile. La crise mondiale et les mesures prises par les autorites chinoises pour soutenir l’activite l’ont clairement montre ; la distribution de credits et le lancement de programmes d’infrastructures ont presque exclusivement profite au secteur d’Etat. Ce chapitre revient sur les causes de cette vulnerabilite, a commencer par les conditions dans lesquelles le secteur prive a emerge : il reste marque par son informalite originelle et la necessaire proximite avec les representants des appareils politiques. Il est par ailleurs confronte a un certain nombre de defis : court-termisme et opportunisme des entrepreneurs, faiblesse de leurs competences techniques et manageriales.

The aim of this article is to understand, based on the special case of a small private enterprise... more The aim of this article is to understand, based on the special case of a small private enterprise in a medium-size city in the central province of Hunan, how economic activity is rooted in a territory in a system undergoing the transition from a planned economy to a free-market economy. The issue is discussed with regard to the mobilisation of production factors (work and capital), as well as social resources (an area of relationships formed by suppliers and their customers), as well as local economic history marked by the bankruptcy of state enterprises and the laying off of their workers. Through the itinerary of an entrepreneur, the article seeks to bring out the particular conditions required for a free-market economy to emerge in China and to analyse more specifically the extent to which the location of the company may be considered a resource.

n Chine, une approche spatiale des dynamiques économiques s'impose pour plusieurs raisons. La dim... more n Chine, une approche spatiale des dynamiques économiques s'impose pour plusieurs raisons. La dimension continentale du territoire implique une grande variété de trajectoires économiques locales. Depuis vingt-cinq ans, les différentes politiques de réformes se sont greffées sur les héritages de trente années de communisme maoïste et sur ceux du développement économique connu sous la République et sous l'Empire. Les régions anciennement industrialisées sont ainsi aujourd'hui confrontées au problème de la reconversion des entreprises d'État quand d'autres prospèrent sur la base d'un passé commerçant ressuscité. Le chômage ouvrier massif et les friches industrielles du Nord-Est sont la conséquence du rôle économique de premier ordre de cette région dans l'économie planifiée, lui-même fruit de l'industrialisation de la région sous l'occupation japonaise. Le dynamisme du secteur privé dans la région de Wenzhou dans le Fujian tient pour partie à une longue histoire marchande sous l'Empire 1 . L'atelier d'emballage © Cliché Gilles Guiheux.
