I am Dr. L. Priyadharshini, currently working as an Assistant Professor at Saveetha School of Law, Saveetha Institute of Medical and Technical Sciences (SIMATS), Chennai. I hold a Ph.D. in Law, with my research focused on the theme “Right to Environment vs. Right to Development.” I have completed my LL.M. with a specialization in International Law, following my undergraduate degree in law.
My academic interests include Environmental Law, Labour and Industrial Law, Jurisprudence, and Constitutional Law. I am deeply committed to teaching and research, and have published over 30 research papers in reputed peer-reviewed legal journals. My academic work reflects strong engagement with contemporary legal challenges and a consistent effort toward legal reform and policy development.
I actively contribute to curriculum design, student mentoring, and organizing academic events and legal awareness programs. As a member of the Environmental Law Society, I work to promote environmental education, legal literacy, and interdisciplinary dialogue within the academic community.

The right to education has been recognised and treated important in many international legal inst... more The right to education has been recognised and treated important in many international legal instruments in the form of conventions, covenants, charters and regional laws. From the adoption of the Universal Declaration of Human Rights (UDHR) the right to education under Article 26 has been reaffirmed in numerous treaties at international and regional level including UNESCO, ICEARD, ICESCR, ICCPR, CEDAW, UNCRc, CRMW, CRPWD. The right to education has also been recognised under the conventions of International Legal Organisations and international humanitarian law. The government of India has inserted Article 21 A in the constitution of India in its constitution (Eighty-sixth Amendment) Act, 2002. The provision made education to be provided in free and compulsory manner for all the children in the age group between six to fourteen years. As we know education is a fundamental right and available for all categories of people there are some needs in the implementation of the quality of education. The new education policy, SWAYAM, Sarva Shikha Abhigyan are the recent schemes passed by the government of India. This paper concentrates on the scheme Sarva shiksha Abhiyan which is a framework for implementation of free and compulsory under Right of children to free and compulsory education act 2009.

It includes low incomes and the inability to acquire the basic goods and services necessary for survival with dignity. Poverty also encompasses low levels of health and education, poor access to clean water and sanitation, inadequate physical security, lack of voice, and insufficient capacity and opportunity to better one's life. The main objective of the research is to analyse the current area included under poverty line, analyse if the present poverty class meets the calorie norm and analyse the criteria which has to be included in redefining poverty. The research method followed here is empirical research. The Total number samples collected are 200 which is taken through convenient sampling. The independent variable taken here age and gender. The independent variable is the age and gender. The dependent variables are Redefining, Food not a criteria, Living standard, Income level, Shelter and sanitation facility, Calorie norms, Basic needs. The statistical tool used for this research is correlation analysis and graphical representation. Along with the usage of inferential tools used here is chi-square. Health index of the people in the current scenario will play a crucial role in defining the poverty line. Health service accessible for every citizen of the country would be one of the major factors for defining the poverty line in our country. Through this research we conclude that the poverty-line should be redefined considering health, education, sanitation, education and other intangible factors of human life

Disaster Management Redefined: Integrating SVM-AE Techniques with Remote Sensing and Meteorological Data

This study presents a novel hybrid model, the Support Vector Autoencoder (SVAE), designed to enha... more This study presents a novel hybrid model, the Support Vector Autoencoder (SVAE), designed to enhance disaster management through the integration of Support Vector Machines (SVM) and Autoencoders (AE). By leveraging the strengths of both machine learning techniques, the SVAE model offers improved accuracy and reliability in predicting and managing natural disasters. The methodology involves comprehensive data collection from Sentinel-2 satellite imagery and Global Precipitation Measurement (GPM) mission data, supplemented by historical disaster records from the Emergency Events Database (EM-DAT). After rigorous preprocessing, key features such as the Normalized Difference Vegetation Index (NDVI), land surface temperature (LST), soil moisture content, and various meteorological parameters are extracted. These features are then normalized and used to train the SVM for supervised learning and the AE for unsupervised learning. The outputs of these modules are integrated through a fusion layer, which combines classification scores and anomaly detection signals to generate a final risk score. Performance comparison with other models, including Random Forest, k-NN, Decision Tree, and Naive Bayes, demonstrates that the SVAE model achieves superior accuracy, precision, recall, and F1-score. The proposed model's accuracy reaches 97%, significantly outperforming other techniques in anomaly detection and risk assessment. The results indicate that the SVAE model is a robust tool for enhancing disaster preparedness and mitigation efforts, providing timely and actionable insights to decision-makers.

Forest fires pose significant threats to ecosystems, human settlements, and biodiversity, necessi... more Forest fires pose significant threats to ecosystems, human settlements, and biodiversity, necessitating advanced and effective detection systems. Traditional methods of fire detection, such as ground-based observations and aerial patrols, are often limited by their scope and response time. In this study, we present a comprehensive approach for forest fire detection utilizing satellite data, image processing techniques, and advanced machine learning models. Our proposed forest fire hybrid detection model (FFHDM) combines random forest (RF), support vector machine (SVM), and convolutional neural networks (CNN) to enhance detection capabilities. Landsat satellite images serve as the primary data source, offering high spatial resolution crucial for detailed land cover analysis and long-term monitoring. We enhance image quality using Gaussian filtering to suppress noise, thereby improving data accuracy. Min-max normalization is employed to standardize images, ensuring consistent brightness and contrast for comparative analysis. Image segmentation via k-means clustering isolates forested areas, refining the focus on relevant regions. For feature extraction, the normalized burn ratio (NBR) is used to detect fireaffected areas, supported by texture analysis using the gray level co-occurrence matrix (GLCM) to differentiate land cover types. Our FFHDM achieves an impressive accuracy of 98%, providing a robust and reliable system for early fire detection and efficient forest management. Kannagi, a symbol of unwavering righteousness and female empowerment, defies the norms of her time by seeking retribution for her husband's wrongful execution. Her actionsrooted in personal vengeance but justified by moral righteousness-reflect the limitations of a society where formal legal mechanisms were absent or ineffective. This study delves deep into the contrasting approaches to justice in Silappadhigaram and in contemporary systems, exploring themes of retributive versus restorative justice, gender roles in legal systems, and the evolving role of state-administered law in preventing arbitrary actions. Through a detailed comparative analysis, this work aims to bridge the ancient and modern legal worlds, demonstrating how the ethical dilemmas faced by Kannagi resonate with modern concepts of fairness, due process, and proportionality in justice. It also highlights the shift from personal vengeance to institutionalized law, and the importance of checks and balances in safeguarding justice for all. We hope that this book offers readers a fresh perspective on Silappadhigaram and invites reflection on the complex and evolving nature of justice, both in the ancient world and in today's society. CHAPTER TITLE PAGE NO. Kannagi, the epic's central character, is portrayed as an embodiment of righteousness, devotion, and moral integrity. Her story unfolds after her husband, Kovalan, is unjustly accused of stealing the queen's anklet and is subsequently executed by the king's orders. Kovalan, a noble merchant, had initially been in a prosperous marriage with Kannagi, but his association with a courtesan named Madhavi led to a downturn in their lives. After realizing his mistake, he returns to Kannagi, seeking her forgiveness and a fresh start. However, the unfortunate theft accusation, fueled by the queen's anger and the king's rash judgment, results in Kovalan's tragic death. Upon learning of her husband's wrongful execution, Kannagi becomes a symbol of justice in her pursuit of vengeance. In a fierce display of courage and determination, she takes her case to the king, but when her pleas are ignored, she seeks divine intervention. Her vengeance is not a mere act of revenge but an assertion of the moral order, as her actions ultimately lead to the king's recognition of his error. The divine forces, through the goddess Pattini, intervene to restore justice, with Kannagi's power transcending human limitations to bring about a significant change. Kannagi's vengeance, which results in the death of the king, serves as a dramatic climax in the epic. Her character, deeply rooted in virtue and devotion, highlights the intersection of personal grievance with the moral question of what is just. Kannagi's actions elevate her to a divine status, and she is worshipped as a goddess, her pursuit of justice and vengeance becoming a legend in Tamil culture. The purpose of this book is to engage in a comparative analysis of the concept of justice as portrayed in Silappadhigaram and the modern legal systems we recognize today. Through an examination of Kannagi's pursuit of vengeance, this book seeks to understand the philosophical, moral, and legal implications of her actions and contrast them with contemporary notions of justice, fairness, and legal authority. While Silappadhigaram presents a narrative deeply entrenched in mythological and cultural values, modern legal systems are founded upon principles of justice, rule of law, and rights.
