The transit through a Border Check Point of cargo vehicles supposes, in the case of the Romanian ... more The transit through a Border Check Point of cargo vehicles supposes, in the case of the Romanian highway network, the carrying out of a process of weighing and verifying of transport licenses. The limited number of weighing equipment and the long duration of these processes cause large queues and long waiting times. A solution for these problems is to use smart equipment to identify the cargo vehicles and to separate the vehicles that require weighing from exempted ones. The separation process is made using external input data. The quality of received data can generate some dysfunctionality in the separation process. The discrete simulation model can be used to evaluate the influence of the uncertainty over the system serving parameters. A study case is developed for a real situation using real data collected from a Romanian Highway Traffic Control Center (HTMC). The results are used in the implementation of the new smart equipment in a Romanian Border Check Point.

The two concepts are discussed in a complementary way, outlining the specific features of each one. Reliability is described under connectivity, travel time and capacity aspects, whereas vulnerability is analyzed through the consequences of links or nodes failure, irrespective of the probability of failure, and mainly through changes of Hansen index of accessibility and users total cost. Using Monte Carlo computer simulation and TransCad software, the paper presents a methodology to assess connectivity reliability and vulnerability of congested road networks in large urban areas.

Using the latest European Environment Agency guidelines in estimating vehicles emissions, the paper presents a methodology for assessing GHG emissions integrating exhaust emission factors, geographic information system (GIS) data, traffic composition surveys, and road traffic simulation. According to EU recommendation for reporting national gas inventories, the estimation of GHG emission factors based on the average speed is adopted. The computer simulation of road traffic allows for tracing individual car driving cycles and computing emissions based on average speed, mileage, fuel, and engine emission standards. In a decisive manner, they are the result of urban development policies. The shape, size and configuration of an entire urban area, the facilities to satisfy people and the need for mobility of goods, as well as behavioural attitudes of the population, are essential for a traffic pattern and its associated risks. In this framework, the purpose of this paper is to identify the effects of urban area characteristics on road accidents. Using specific spatial analysis, a model of accident estimation in the urban areas of Bucharest is developed. The study aims to provide useful tools for urban decision makers for a-priori analysis of the consequences of urban outline changes on traffic risks.

Moreover, the main survey results are presented as they relate to the Romanian road and rail border-crossing points (BCPs) with the Eastern neighbourly country, Moldavia. Results include the actual status of the road BCP, surveys on exiting and entering traffic flows, answers to specific questionnaires of the truck and car drivers in relation with origin-destination of the trips, average waiting time in queue and time required for procedures and controls. The influence of storage area design on maritime container terminal capacity

The storage areas from maritime container terminals have the role to allow the transfer of contai... more The storage areas from maritime container terminals have the role to allow the transfer of containers from maritime ships to inland transport and vice versa or from a maritime ship to another. The number of slots in storage area must be higher enough to not restrict the activity in terminal. In the case of containers loaded with dangerous goods, specifically rules must be applied in accordance with international maritime laws. Applying the security policies will enforce special conditions for storage of containers along with other containers or in a dedicated area for containers loaded with dangerous goods. All these measures lead to a limitation of the storage capacity inside the terminal. In the paper, the authors studying the influence of storage area design, in accordance with handling and storage restrictions of containers loaded with dangerous goods, on container terminal capacity. Taking into consideration the multi-flows interaction and the non-uniform arrivals of vessels and inland vehicles, discrete event simulation stands as a feasible technique for investigate terminal capacity for different organizational schemes of the storage area. The activities conducted inside of container terminal are represented using a logical model and implemented in ARENA software. A simulation model is developed and used to evaluate the variation of terminal activity's parameters. A set of input scenarios are developed to analyse and identify how to organize the activity in the terminal, namely how to segregate the containers within the storage area. The estimation of the general parameters of activity performance obtained through computer simulation helps the container terminal administration to choose an optimal use of storage area.

The development of the port facilities must be carried out in concordance with the ships flows si... more The development of the port facilities must be carried out in concordance with the ships flows size so that the sum of waiting costs for demands arrived for service and also for the service stations is minimal. In actual operating conditions this minimum is difficult to obtain due to varying demands faced by ports. The solutions for the port facilities'development are based on the criterion that aims maximizing the social benefit obtained using the mathematical models of queuing theory. The paper aims to identify models for developing port facilities' by which a rational dimensioning of installations subjected to time variable demands will be achieved (handling facilities at berth, covered / uncovered storage areas).Considering the multitude of mathematical models of the differentiated queuing theory according to the number of channels, distribution of arrival times and distribution of service time or the number of places in the waiting string / system, there is a problem of choosing the model to approximate as accurately as possible the future operation of the port system. The model validation is done through a case study which solve a problem of rational development of the necessary port facilities at an operative berth. The proposed model use the minimum economic cost criterion (cost of ships waiting for service and cost of berth inactivity) knowing that the ratio of these costs in most cases exceeds 4/1.

In this context, capacity optimization goes beyond the traditional aim of capacity maximization, contributing also for organization's profitability and value. Indeed, lean management and continuous improvement approaches suggest capacity optimization instead of maximization. The study of capacity optimization and costing models is an important research topic that deserves contributions from both the practical and theoretical perspectives. This paper presents and discusses a mathematical model for capacity management based on different costing models (ABC and TDABC). A generic model has been developed and it was used to analyze idle capacity and to design strategies towards the maximization of organization's value. The trade-off capacity maximization vs operational efficiency is highlighted and it is shown that capacity optimization might hide operational inefficiency.

It is of great importance to examine all interactions between ports, terminals, intermodal transp... more It is of great importance to examine all interactions between ports, terminals, intermodal transport and logistic actors of distribution channels, as their optimization can lead to operational improvement. Proposed paper starts with a brief overview of different goods types and allocation of their logistic costs, with emphasis on storage component. Present trend is to optimize storage costs by means of port storage area buffer function, by making the best use of free storage time available, most of the ports offer. As a research methodology, starting point is to consider the cost structure of a generic intermodal transport (storage, handling and transport costs) and to link this to intermodal distribution patterns most frequently cast-off in port relationship to hinterland. The next step is to evaluate storage costs impact on distribution pattern selection. For a given value of port free storage time, a corresponding value of total storage time in the distribution channel can be identified, in order to substantiate a distribution pattern shift. Different scenarios for transport and handling costs variation, recorded when distribution pattern shift, are integrated in order to establish the reaction of the actors involved in port related logistic and intermodal transport costs evolution is analysed in order to optimize distribution pattern selection.

La forme, la dimension et la configuration de l'ensemble de la région urbaine, l'offre pour satisfaire les besoins de mobilité des personnes et des marchandises, ainsi que les attitudes comportementales de la population sont essentielles pour le modèle de la circulation et le risque routier. Dans ce contexte, l'objectif de cet article est d'identifier les effets des caractéristiques des zones urbaines sur les accidents de la route. Sea ports are important nodes in the supply chain, joining two high capacity transport modes: rai... more Sea ports are important nodes in the supply chain, joining two high capacity transport modes: rail and maritime transport. The huge cargo flows transiting port requires high capacity construction and installation such as berths, large capacity cranes, respectively shunting yards. However, the port shunting yards specificity raises several problems such as: limited access since these are terminus stations for rail network, the in-output of large transit flows of cargo relatively to the scarcity of the departure/arrival of a ship, as well as limited land availability for implementing solutions to serve these flows. It is necessary to identify technological solutions that lead to an answer to these problems. The paper proposed a simulation model developed with ARENA computer simulation software suitable for shunting yards which serve sea ports with access to the rail network. Are investigates the principal aspects of shunting yards and adequate measures to increase their transit capacity. The operation capacity for shunting yards sub-system is assessed taking in consideration the required operating standards and the measure of performance (e.g. waiting time for freight wagons, number of railway line in station, storage area, etc.) of the railway station are computed. The conclusion and results, drawn from simulation, help transports and logistics specialists to test the proposals for improving the port management.

They are taken into consideration the movements made by the target people – alternating movements (from home to school) and optional movements (made for recreation), the densities in residential areas, the type of the city arteries and the mobility need of the target people (in this case – young people aged between 15 and 25) in order to design two structures of the transport infrastructure networks (one for the alternating movements and the other for the optional movements), structures which will be realized on the actual frame of the existing transport infrastructure in Oradea city. Following the mass- privatization process and the private investments, three of the most important handling and storage companies acting in Constantza Port (OIL Terminal, Comvex and SOCEP) are listed on Romanian Stock Exchange. The paper investigates their evolution on the market, identifying the expected rate of return and the components of the shares risk (specific and systematic). Also, the price evolution could be analyzed through the informational efficiency which instantly reflects the price relevance. The Jarque-Bera normality test regarding the shares return rate distribution and the Fama test for the informational efficiency are completed for each company. The market price model is taken into consideration for price forecasting, computing the return rate auto-correlations. The results are subject of interpretation considering additional managerial and financial information of the companies' activity.

An intermediate hub might increase the accessibility level of ports but also hinterland and so it... more An intermediate hub might increase the accessibility level of ports but also hinterland and so it can be considered more than a facility with a transhipment role. These hubs might lead to the development of other transport services and enhance their role in gathering and covering economic centres within hinterlands and also getting the part of logistic facility for the ports, with effects on port utilization and its connectivity to global economy. A new location for a hub terminal leads to reduced transport distances within hinterland, with decreased transport costs and external effects, so with gains in people's life quality. Because the production and distribution systems are relatively fixed on short and medium term and the location decisions are strategic and on long term, the logistic chains activities location models have to consider the uncertainties regarding the possible future situations. In most models, production costs are considered equal, the location problem reducing itself to a problem that aims to minimize the total transport costs, meaning the transport problem. The main objective of the paper is to locate a hub terminal that links the producers of cereals that are going to be exported by naval transportation with the Romanian fluvial-maritime ports (Galaţi, Brăila). GIS environment can be used to integrate and analyse a great amount of data and has the ability of using functions as location - allocation models necessary both to private and public sector, being able to determine the optimal location for services like factories, warehouses, logistic platforms and other public services.
