This special issue of borderlands engages with Joseph Pugliese's recently published book, State V... more This special issue of borderlands engages with Joseph Pugliese's recently published book, State Violence and the Execution of Law, an important intervention that provides a perceptive and insightful exposition into state violence post 9/11 and the formation of a new geo-political order where 'torture is invariably situated as productive: of truth, knowledge and the prevention of prospective violence and terror' (2013, p. 1). The originality of State Violence and the Execution of Law lies in the weaving together of poststructuralist critique (Foucault on biopolitics, Derrida on deconstruction) with critical race and whiteness studies, and critical legal theories, to offer a powerful analysis of the military-industrial-security complex that animates and dominates the present. To engage with Pugliese's central concern, the violence of state power, we invited senior academics working in different yet related geopolitical contexts to dialogue, comment on, grapple with or draw on points of connection with their own work. Each of these scholars, who have been meticulous in mapping violence in the context of their work, has generously agreed to speak to the concerns of the book. This article explores the role of mobile phones in the lives of the youth in the city of Chennai,... more This article explores the role of mobile phones in the lives of the youth in the city of Chennai, South India. Drawing on field research, the article argues that the social life of the mobile phone is gendered. The article curates three narratives to make this argument. The first engages with young men and mobile phones and claims that the technology is instrumental in the construction of normative ideas of masculinity. The second explores the ways in which the technology has empowered young women, enabled mobility, and reconstituted female agency. The third examines the regulation and disciplining of women’s use of and access to the technology through the discourse of maanam. The aim of articulating these three narratives is to demonstrate that the mobile phone is a gendered technology.

Their cultures meet in what Mary Louise Pratt calls the contact zone. Inevitably, this meeting is in circumstances of great inequality. Nevertheless, the identities of both coloniser and colonised are shaped through their interactions, and this shaping continues in the postcolonial experience. In this issue of Borderlands the essays all share a common concern with identity. Moreover, in diverse ways all the essays are founded in issues of marginalisation, power and (post)colonialism.

From the second-half of the twentieth century, a nascent Tamil cinema became increasingly influen... more From the second-half of the twentieth century, a nascent Tamil cinema became increasingly influential in Tamil society and more prominent in political life. The Dravidar Kazhagam, founded by Periyar E. V. Ramasamy in 1944, morphed into the DMK and AIADMK, two dominant state political parties in Tamil Nadu. Through the medium of film, some of its leading lights, C. N. Annadurai, M. Karunanidhi, M. G. Ramachandran and Jayalalitha, cultivated cinema audiences and the voting public in the political ideologies of the Dravidian movement and subsequently became Chief Ministers of Tamil Nadu. The symbiotic relationship between politics and Tamil cinema has meant that political and social commentaries and the assertion of Tamil nationalistic ideas was commonplace in Tamil films. Since its inception a century ago, Tamil cinema has undergone major transformations, and today it stands as a foremost cultural institution that profoundly shapes Tamil culture and identity. This book investigates the structural, ideological, and societal cleavages that continue to be reproduced, new ideas, modes of representation and narratives that are being created, and the impact of new technologies on Tamil cinema. It advances a critical interdisciplinary approach that challenges the narratives of Tamil cinema to reveal the social forces at work.

The Misplaced Public of New Zealand Media: Notes Toward a Future Media Scene

This paper interrogates what we believe is an increasingly urgent task: to think about ways of re... more This paper interrogates what we believe is an increasingly urgent task: to think about ways of revitalising public life in New Zealand beyond traditional defenses of public broadcasting. The concept of the public in public broadcasting is what is at stake: we argue that the public is an empty signifier, one that can be mobilised in the service of neoliberal power brokers to legitimise media monopolies and the closure of media spaces meant for civic discussions, and by activists, academics, politicians and media pundits, who call for a return to notions of the modern public sphere as a way to fight against the increasing commercialisation of media. We find that this debate falls short for it fails to recognise that we live in liquid times (Bauman 2007), and argue that we need to shift the discussion from the public sphere to that of citizen publics. This, we believe, entails a new commitment to rights and to democratic processes that creates a scene, breaks habitus, and engages in writing scripts. It is through this new commitment that we conclude by providing notes for a future media scene in New Zealand. Assoc. Prof. Vijay Devadas is Associate Professor in Communication Studies at the Auckland University of Technology. His research is located at the intersection of media-culture-society and his publications address key social, cultural and political debates and issues across cultures and media platforms. Some recent works includes the co-edited book The Fourth Eye: Maori Media in Aotearoa, and articles on media and neoliberal politics, and media, terror and sovereignty. Dr. Brett Nicholls teaches in the Department of Media, Film and Communication at the University of Otago. His research focuses upon critical theory, broadly understood, and the relationship between media and politics. Recent work includes engagements with the documentary films of Adam Curtis, along with the political relationship between wearable technology and everyday life.

This study offers an analysis of print news media coverage of the 2016 New Zealand Local Body ele... more This study offers an analysis of print news media coverage of the 2016 New Zealand Local Body elections, focusing on reportage around issues of diversity. This study builds upon a prior project by the Media Observatory group at Auckland University of Technology of the 2014 New Zealand General election that also examined issues of diversity. The function of news media in democratic societies is crucial. For a nation-state that is as cosmopolitan and diverse as New Zealand, issues of inclusivity and representation are critical considerations for news media. This study employs content analysis and examined news coverage of local body elections and analysed 198 Local Elections newspaper articles from the eight weeks prior to 8 October 2016 in one nationwide newspaper and four Auckland community newspapers. It focuses on The New Zealand Herald, East & Bays Courier, Manukau Courier, North Shore Times, Central Leader and the Western Leader. The analysis of the 2016 Local Election news coverage demonstrates a predominant focus on the mayoral candidates to the detriment of other aspects of local election voting, and a focus on campaign strategy over social issues impacting the electorate. The Local Election coverage placed particularly strong focus on "youth" as a social group in contrast to other classified groups such as Māori, Asians, Pacific Islanders, the elderly, and dependents. The Local Election coverage also represented a diversity of social issues, from housing, transport, to business and economy, environment, and law and order. The coverage provided ample space for words and perspectives from the electoral front-runners, local government representatives, and for public voices but it also paid minimal attention to non-mayoral voting categories, non-front runner candidates, and non-Auckland geographical locations, although this latter point was perhaps unsurprising, given the newspapers sampled in the study.

This essay traces key areas of scholarship constituting the domain of 'everyday postcolonial poli... more This essay traces key areas of scholarship constituting the domain of 'everyday postcolonial politics' in Aotearoa New Zealand and Australia, and the local terms and debates that inform, contextualise and animate them. We discuss how postcolonial studies in Aotearoa New Zealand and Australia has been shaped by questions of its appropriateness or otherwise to analysis of local cultural politics, and the particular emphases it has developed to address that context. We then bring postcolonial studies together with the field of cultural studies more broadly, and its foundations in analyses of the 'everyday. ' We argue that the proximity of postcolonial studies to cultural studies characterising the essays presented in this issue points to a specific conception of 'politics' that finds the priorities, concerns, and relations of power and resources, as integrally-even intimately-bound up with life at the everyday level; as inseparable from the social and semiotic regimes of representation, and as insisting on the necessary implication of the scholar and scholarship in its object of analysis.
